The thesis is the first piece of research approaching from the perspective of international relations (theory and practice) to fully identify Vietnam - Laos cooperation in cadre training (2001-2015), providing a specific perspective on cooperation in education, training and human resource development between the two countries, thereby helping to have a more comprehensive understanding of the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
The thesis has systematized and analyzed more clearly the theoretical and practical foundations of cadre training cooperation between Vietnam and Laos, theviewpoints, guidelinesof the two parties and two states for cooperation in training Lao cadres; Consider cadre training as the core issue in order to maintain and strengthen the special solidarity between the two countries for the sake of peace, cooperation, development and prosperity.
On the basis of analyzing the current situation of training cooperation between Vietnam and Laos (2001-2015), the thesis makes objective and complete assessments of achievements, limitations and causes to a clearer identification of this important area of cooperation.
