According to Professor Pham Hong Tung, it is necessary to research and propose superior policies and increase autonomy for the two national universities in the new phase.Sharing his thoughts on the national mission and responsibilities of the two National Universities in the era of national progress, Professor Pham Hong Tung – former Director of the Institute of Vietnamese Studies and Development Science, Vietnam National University, Hanoi – emphasized that the two National Universities have made outstanding contributions of exceptional scale and quality in science and technology, training, human resource development, and policy consulting. In particular, the two National Universities have directly participated in solving practical problems at the national level, providing irrefutable scientific arguments on national sovereignty; advising the Party and Government on responding to the COVID-19 pandemic, and advising on policies for economic development and the development of high-quality human resources for the country… The two National Universities are the hubs for international academic exchange nationwide. Therefore, it is necessary to research and propose outstanding policies and increase the autonomy of the two National Universities in the new phase.

Based on a solid foundation in fundamental science, the two National Universities plan to collaborate on developing joint training programs in semiconductor technology, biotechnology, artificial intelligence, and more. In addition, they will actively cooperate in developing training programs in the field of new energy; training high-quality experts for new professions where the nation has a need for human resources, such as nuclear power plant operators, operators of large-scale international airport complexes, and experts for subway systems, urban railways, and the North-South high-speed railway. These are urgent tasks that the two National Universities must pioneer in training and research to gradually master high technologies, making a significant contribution to the development of the economy and society, and to the sustainable development of the nation.
