The workshop attracted the participation of scientists from various fields, management officials, and interested individuals from the Central Theoretical Council; the Ho Chi Minh National Academy of Politics, the Ministry of Education and Training; the Vietnam Academy of Social Sciences, the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH), the People's Police Academy of Politics, and a number of other universities and academies, etc.
The workshop is part of the Science and Technology Project "Training, Utilizing and Attracting Talent - A Policy Breakthrough for Developing High-Quality Human Resources to Meet the Requirements of Rapid and Sustainable National Development" (Code: KX04.28).

Associate Professor Dr. Nguyen Van Chieu - Head of the Department of Political Science, University of Social Sciences and Humanities, reported on the results achieved by Project KX.04.28According to Professor Hoang Anh Tuan, Rector of the University of Social Sciences and Humanities and Head of Project KX.04.28/21-25, this is a national science and technology project led by the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and has initially achieved some results. The project team has completed the system of specialized topics within the project to develop the scientific products registered for the project. To date, the overview report, recommendations report, and draft scientific paper are being finalized by the scientists and are expected to undergo preliminary acceptance at the end of 2024.
With a team of experienced experts from within and outside the University of Social Sciences and Humanities, as well as international experts, the draft has incorporated contributions from scientists in many different fields. The scientific conference "Breakthrough Solutions in Training, Utilizing, and Attracting Talent to Serve the Rapid and Sustainable Development of the Country" is the forum for scientists to discuss and contribute ideas for the project team to adjust and supplement the draft, aiming to bring the highest professional quality to the document.
The workshop received numerous comments and contributions from scientists in various fields.
Professor Phung Huu Phu, former member of the Central Committee of the Communist Party of Vietnam, former Standing Vice Chairman of the Central Theoretical Council, former Rector of the University of Social Sciences and Humanities, and Chairman of the Scientific and Training Council of the University of Social Sciences and Humanities, emphasized that the research topic needs to clarify the concept of talent and the criteria for evaluating talent, in order to develop breakthrough policies. In addition, there is a need to innovate the understanding of attracting, utilizing, training, and nurturing talent within the political system.
Professor Phung Huu Phu emphasized the need to innovate the perception of attracting, utilizing, training, and nurturing talent within the political system.Highly appreciating the significance and value of topic KX04.28, Associate Professor Bui Truong Giang - Vice Chairman in charge and General Secretary of the Central Theoretical Council - emphasized that this is a topic of urgent importance in the current context of the country. Contributing his opinion to the draft report, Associate Professor Bui Truong Giang stated that the topic needs to include more comprehensive international experiences from countries that have successfully trained, utilized, and attracted talent, in order to summarize lessons, especially in the public sector in Vietnam.

Prof. Dr. Bui Truong Giang - Vice Chairman in charge, General Secretary of the Central Theoretical CouncilRaising questions about the training objectives of specialized high schools and high-quality training programs at universities nationwide, Associate Professor Dr. Luu Bich Ngoc - Head of the Office of the National Council on Education and Human Resource Development - shared that criteria for comprehensive training should be established for students in these training institutions. In addition to focusing on cutting-edge knowledge, skills training is necessary to comprehensively equip students, contributing to building a high-quality workforce for the country.
Currently, many localities have policies to recruit and attract talent; however, there are still discrepancies compared to reality. For example, the scoring criteria and certifications are not favorable to personnel trained in other countries who return to Vietnam to work. Associate Professor Dr. Luu Bich Ngoc emphasized that relevant agencies have been and are implementing solutions to address this issue. The aforementioned issues need to be researched and supplemented to be included in the proposed solutions of the research project.

In addition, Mr. Le Duc Thang suggested that the project should develop a set of criteria for evaluating what constitutes talent and propose new recommendations for utilizing talent to enrich and improve the scientific quality of the project.

Establishing a national-level institution that values talent through competitive examinations is a lesson learned from many advanced countries around the world, such as Singapore, China, and Japan, which we can emulate.

The workshop attracted the participation and contributions of many scientists from various fields.The project team will incorporate as many opinions as possible from scientists to finalize the project report, thereby providing effective policy advice on training, utilizing, and attracting talent to serve the rapid and sustainable development of the country.
Previously, in May 2024, the project team organized a scientific workshop titled "Perspectives, Policies, and the Current State of Training, Utilization, and Talent Attraction in Vietnam," receiving numerous contributions from nearly 80 experts and scientists in various fields: education, culture and arts, science and technology, economics, and management science. The workshop discussed and clarified the system of perspectives and policies, as well as assessed the current state of training, utilization, and talent attraction in Vietnam with new arguments.
