This is the first in-depth workshop on this field, focusing on raising awareness of the role of science and technology information in Vietnam's socio-economic development. At the same time, it contributes to policy development and proposes specific solutions to improve the effectiveness of application and management of this information resource.
In his opening speech, Mr. Tran Van Tung, Chairman of the Vietnam Association for Science and Technology Information, emphasized that VASTI is always ready to play the role of a bridge to bring knowledge from the research lab to production life, from ideas to practical applications. He said that science and technology information is the foundation for creating a smart, modern and efficient economy, and affirmed that the conference will open up opportunities to share innovative solutions, promoting sustainable development.

Speaking at the workshop, comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized that science and technology information is the "bloodline" of development, of key significance in the process of industrialization, modernization and international integration. He affirmed that the workshop is an important opportunity to propose appropriate solutions and policies, promote the sharing and effective application of national data resources.

In his speech, Associate Professor Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, compared science and technology information to the “lifeblood” that nourishes scientists and the research community. He said that to increase competitiveness, Vietnam needs to build an open, interconnected data ecosystem and link it with new technologies such as artificial intelligence, blockchain, and synthetic data. Through that, Associate Professor Dr. Vu Hai Quan hopes that scientists will share many practical solutions and recommendations, helping the source of science and technology information become more profound and more applicable.

In the official session, Associate Professor Dr. Do Van Hung (University of Social Sciences and Humanities, VNU) on behalf of the research team presented a paper "Building a scientific and technological information ecosystem for innovation and digital economic development in Vietnam".
The paper analyzes the current state of the fragmented data system, limited investment, lack of specialized human resources, and the unpopular culture of data sharing. Based on international experience, the group of authors proposes a model of the science and technology information ecosystem based on four principles: “openness - connectivity - safety - added value”.
Accordingly, Vietnam needs to improve the legal system, build a national integrated data platform, apply AI in analyzing research trends, and promote open science culture. He emphasized: only when data becomes a “source of knowledge energy” can it create sustainable momentum for innovation and the digital economy.

The workshop also acknowledged the role of the Vietnam Association for Science and Technology Information (VASTI) as a bridge between research institutes, universities, and enterprises in proposing policies, building data standards, and promoting open science culture. The University of Social Sciences and Humanities has actively participated in many activities of the Association, and is also a pioneering higher education institution in training human resources for information management, meeting new requirements for building and exploiting the national science and technology information ecosystem.
