Leveraging the Party's leadership role to comprehensively reform all aspects of the school's activities.

The Party Congress of the University of Social Sciences and Humanities, held on June 27, 2020, adopted a Resolution containing many important contents for the University's development strategy for the 2020-2025 term. The following are some of the main points:
 
  • Direction:Leveraging the Party's leadership role to comprehensively innovate all aspects of activities in order to develop the University of Social Sciences and Humanities into a research university, affirming its national and international position, and contributing to the development of Vietnam National University, Hanoi and the country in the new era.
  • Overall objective:Strengthening the leadership role of Party committees at all levels; promoting the traditions, strengths, and position of the University of Social Sciences and Humanities; mobilizing all resources for the comprehensive development of the University, proactively pursuing university autonomy; implementing breakthrough innovations in organizational and personnel management, training, research, and advanced university governance; applying modern technology in all fields to develop the University into a research university; providing high-quality human resources in social sciences and humanities to meet the requirements of national development in the context of the fourth industrial revolution and international integration.
  • Implementation measures:We are determined to implement comprehensive, synchronized, focused, and targeted reforms with an appropriate roadmap to build and develop the school.
  • Some indicators:

1. Regarding Party building work:

- The Party Committee strives to achieve the title of "Party Committee that excellently fulfills its tasks annually," with 20% of Party branches achieving the title of "Excellently fulfilling its tasks," and 90% of Party members achieving the title of "Goodly fulfilling their tasks" or higher.

- Maintain a target of 40-45 new party members each year, with at least two-thirds being students.

2. Regarding personnel matters:

- Strive for 75% of faculty members to hold doctoral degrees and 29% to hold professor or associate professor titles by 2025.

- Strive for a ratio of 20 students per lecturer for all training programs offered by the university.

3. Regarding training:

- Strive for postgraduate students to account for 25% of the total number of full-time students.

- There are 38 undergraduate programs; postgraduate programs are being reviewed with a view to integrating some existing programs and opening some new ones.

- Develop two more training programs with an international focus; with at least 50 courses taught in English and other international languages.

- Strive for 25% of undergraduate and postgraduate courses to have textbooks.

- We aim for 90% of students to graduate on time, 20% to graduate ahead of schedule, and 90% to find employment within 12 months of graduation.

- The goal is for the High School for Social Sciences and Humanities to have 650 students by 2025.

4. Regarding scientific research:

- There are 500 articles in reputable international scientific journals; each lecturer with a doctoral degree has 1 international publication per year; professors and associate professors have at least 1 international publication in an ISI/SCOPUS journal or at least 1 chapter in a monograph published in reputable publishers worldwide within 3 years.

- There are 05 policy advisory bodies that provide input to the Party, the State, and central agencies.

- There are 5 national and international science awards.

- There are at least 10 cooperation programs with businesses and localities. Implement 15 to 20 state-level or equivalent scientific research projects; training units have at least one ministerial-level or equivalent research project each year.

- Develop at least two interdisciplinary research directions. Produce at least five outstanding research products based on research in the social sciences and humanities. Each research field should have one comprehensive research project.

- Each faculty member with a doctoral degree regularly leads or participates in at least one scientific research project. The goal is for 70% of young lecturers to actively participate as members of research groups and networks both domestically and internationally; and to collaborate and partner with at least three pilot enterprises to research and develop commercially viable research products.

5. Regarding quality assurance: An additional one-third of training programs have been accredited according to the AUN standards, and 100% of training programs have undergone peer review or quality accreditation.

  • Regarding key tasks and solutions

- Enhancing the Party's leadership role and Party building work. Strengthening the Party's direct, comprehensive, and absolute leadership in formulating major, key development policies and plans for the University; emphasizing the role of Party committees at all levels in political and ideological work; building organizational structures, managing and developing the staff; launching new and ensuring the quality of training programs; directing the development and implementation of development projects; major research topics, scientific research tasks, domestic and international cooperation relationships, and the University's administrative work.

- Focus on building and developing a team of officials and experts through recruitment; develop a team development plan based on field groups, competency frameworks, and job title standards; provide training and professional development for officials; and implement policies to attract, encourage, honor, and reward highly qualified scientists.

- Comprehensively reform training methods, review and evaluate to restructure training programs, encourage the development of high-quality, socially-oriented training programs; invest in student recruitment, especially postgraduate recruitment; strengthen the linkages between training programs and improve the information technology infrastructure to meet quality requirements and support the innovation of training methods.

- Promote scientific research, create high-quality scientific products and policy advice, especially outstanding products in the social sciences and humanities.

- Effectively apply advanced university management models and methods, and diversify material resources.
