According to the report, doctoral training at the University of Social Sciences and Humanities is conducted in accordance with the regulations, rules, and guidelines of the Vietnam National University, Hanoi. Based on the admission guidelines of the Vietnam National University, Hanoi, the university sets enrollment quotas for each training specialization. Annually (two rounds/year), admission announcements are posted on the university's official website; applications are reviewed and professional assessments of candidates are conducted in accordance with regulations.
In recent years, the number of doctoral students admitted to the University of Social Sciences and Humanities has consistently ranked first among member universities under the Vietnam National University, Hanoi. The university currently offers 31 doctoral programs. Some programs have attracted more applicants in recent years than others, such as International Relations, Political Science, and Tourism Studies. Conversely, some programs have not been as attractive to applicants, such as Sino-Vietnamese Studies, Archaeology, Anthropology, and Historiography and Historical Sources Studies.
Each training specialization is built upon different characteristics to ensure high-quality output standards. In addition to organizing teaching, course modules, and evaluating dissertation outlines and topics related to doctoral dissertations, the specialized training units under the university are also responsible for creating conditions for doctoral students to complete many other activities such as professional development, participation in scientific research projects, etc.
However, the number of doctoral students who completed the training program and defended their dissertations within the standard 3-year period was not large (10%), the majority were within the 5-year period (80%), and a small number were returned to their workplaces (10%).
The Rector of the University of Social Sciences and Humanities stated that in recent years, postgraduate training, including doctoral training, has consistently developed and maintained quality.
The university has implemented numerous solutions to ensure the quality of doctoral training, providing society with high-quality human resources and contributing to the acceleration of socio-economic development.
Professor Hoang Anh Tuan, the Rector of the university, affirmed: "Doctoral training is the final stage of training high-quality human resources. The consistent viewpoint of the University of Social Sciences and Humanities is: academic foundation, but modernity is the trend. With this spirit, in recent years, postgraduate training, including doctoral training, has always been stable and developing, ensuring quality."
Based on practical experience in training and in relation to the implementation of policies and laws on doctoral training at the institution, the University of Social Sciences and Humanities has a number of proposals and recommendations.
Firstly, over the past five years, the Ministry of Education and Training has twice revised the regulations on doctoral training with Circular 08/2017/TT-BGDĐT in 2017 and Circular 18/2021/TT-BGDĐT in 2021. These two circulars have different regulations regarding the output standards of doctoral students, leading to certain difficulties in the training process. The university proposes that the issuance of new regulations on doctoral training should be based on continuity and development, with a roadmap appropriate to the social context.
Secondly, there is a need for stricter and more effective quality control policies to ensure the quality of doctoral training, creating a serious academic environment and healthy competition among doctoral training institutions in the context of increasing autonomy.
Standing Member of the Committee on Culture and Education, Associate Professor Dr. Bui Hoai Son, raised a question about doctoral training at the University of Social Sciences and Humanities.
Speaking at the meeting, Vice Chair of the Committee on Culture and Education Nguyen Thi Mai Hoa acknowledged the effectiveness of the training programs at the University of Social Sciences and Humanities in recent years, which have made a significant contribution to the training of high-quality human resources in the social sciences and humanities for the country.
Deputy Head Nguyen Thi Mai Hoa stated that training high-quality human resources in general, and doctoral training in particular, faces many advantages but also numerous difficulties and challenges. The sharing and recommendations at the working session will be studied and incorporated by the Supervisory Delegation, thereby contributing to the improvement of the policy and legal system regarding doctoral training.
