The first opening ceremony of Hanoi National University in Hoa Lac

On October 23, 2022, VNU held the first Opening Ceremony at the VNU-Hoa Lac Urban Area. This is a historic event for VNU teachers and students, especially 1,500 students of the QH.2022 course from the University of Education, University of Medicine and Pharmacy, Vietnam-Japan University, and International School, studying together for the first time in Hoa Lac.

Comrade Tran Thanh Man, Politburo member, Permanent Vice Chairman of the National Assembly of the Socialist Republic of Vietnam attended and spoke at the opening ceremony.

Also attending were Mr. Nguyen Dac Vinh - Member of the Party Central Committee, Chairman of the National Assembly's Committee for Culture and Education; Ms. Nguyen Thuy Anh - Member of the Party Central Committee, Chairman of the National Assembly's Committee for Social Affairs; Mr. Le Quang Huy - Member of the Party Central Committee, Chairman of the Committee for Science, Technology and Environment; Mr. Duong Thanh Binh - Member of the Party Central Committee, Head of the National Assembly's Petition Committee; Mr. Nguyen Kim Son - Member of the Party Central Committee, Minister of Education and Training; Mr. Pham Tat Thang - Member of the Party Central Committee, Deputy Head of the Standing Committee, Central Mass Mobilization Committee; Lieutenant General Huynh Chien Thang - Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Mr. Vu Hai Quan - Member of the Party Central Committee, Director of Ho Chi Minh City National University and representatives of leaders of ministries, departments, branches, central agencies and Hanoi, diplomatic agencies, domestic and international partners.
On the side of VNU, there were Mr. Le Quan, Party Committee Secretary, Chairman of the Council, President of VNU; Mr. Nguyen Hoang Hai, Permanent Deputy Secretary of the Party Committee, Permanent Deputy President of VNU; Mr. Nguyen Hieu, Deputy Secretary of the Party Committee, Vice President of VNU; Chairman of the Science and Training Council Vu Minh Giang; Chairman of the Education Quality Assurance Council Mai Trong Nhuan and representatives of the leaders of the Office and functional departments, member units and units under VNU.
The new academic year 2022-2023 begins with teachers and students of VNU in a special context, that is, the VNU Urban Area in Hoa Lac following the model of a smart university, a green university, with synchronous facilities and modern equipment has been officially put into operation, gradually completed and synchronized in the direction of "5 in 1", contributing to raising the level of VNU in the new period. This year is the first academic year that VNU in Hoa Lac welcomes 1,500 QH.2022 students of VNU from the University of Education, University of Medicine and Pharmacy, Vietnam - Japan University, and International School to study together.
In his opening speech, VNU President Le Quan shared that the VNU Hoa Lac Project was approved by the Government in 2003 with a scale of 1,113 hectares. In 2018, the project was transferred from the Ministry of Construction to VNU. After nearly 20 years, the total disbursed capital for the project has only reached about 15%, mainly focusing on site clearance and infrastructure.

VNU currently has a student population of about 60,000 students and teachers. However, the entire inner-city area of VNU is only 16 hectares, mainly belonging to three member schools: University of Natural Sciences; University of Social Sciences and Humanities and University of Foreign Languages. Most units in VNU have to rent facilities at a cost of hundreds of billions of VND per year. Space for training and scientific research is very cramped, with almost no space for research transfer and service provision cooperation. Therefore, putting the VNU project in Hoa Lac into use will help create new space to elevate VNU.
On October 20, 2021, the first meeting to discuss the plan to send students to Hoa Lac to study took place. In the spirit of not saying no, not saying difficult, not talking back, the entire VNU has implemented three peak periods, each lasting 100 days. On May 19, 2022, the VNU Agency officially moved its headquarters to Hoa Lac according to Notice No. 1666/TB-VNU issued on May 18, 2022. This is a milestone marking the transformation of the entire VNU towards a new development space in terms of facilities, academic life and university administration.

“The success stems from VNU changing its thinking and approach to a new space like Hoa Lac: Shifting from focusing exclusively on the University of Natural Sciences moving to Hoa Lac to putting it into common use to meet the essential and urgent needs of the entire VNU to ensure that construction is put into effective use as soon as it is built; Shifting from basic science majors to opening new engineering and technology majors and social sectors with high demand; Shifting from forcing units to administratively move to Hoa Lac to prioritizing the development of units in need. Above all, the leaders must move to Hoa Lac for the collective to follow the example, when VNU moves to move, the units will be ready, when teachers move, students and families will feel secure. If we are not present day and night in Hoa Lac, Hoa Lac will find it difficult to transform itself.”- Director Le Quan emphasized.
VNU President Le Quan hopes that with the determination of VNU teachers and students, by 2025, there will be 25,000 students studying in Hoa Lac. VNU President expressed his hope that with the new development space, VNU will quickly rise up, worthy of the trust of the Party, State and People, worthy of becoming a leading center of knowledge. In the coming time, VNU in Hoa Lac will be the place that students want to come to, a common home for teachers and staff, and a place for cooperation and development of businesses.
Speaking at the opening ceremony, Permanent Vice Chairman of the National Assembly Tran Thanh Man acknowledged and highly appreciated the efforts of leaders, staff, lecturers and students in moving the headquarters of VNU, organizing enrollment and implementing training in Hoa Lac.

The Standing Vice Chairman of the National Assembly affirmed that VNU has been and is continuing to make strong strides, affirming its reputation, establishing its position as a leading university in Vietnam and entering the group of universities with high positions in the region and the world. The initial successes of VNU, along with a number of universities, are creating a new momentum for Vietnamese higher education on the path of fundamental and comprehensive innovation according to the policies of the Party and State.
Comrade Tran Thanh Man suggested that scientists and leaders of VNU should focus all resources on building the VNU Urban Area, gradually improving the quality of life services, learning and training conditions of students here. Along with that, it is necessary to continue to strongly innovate teaching and learning methods to promote the positivity, proactiveness and creativity of students; enhance practical skills, apply knowledge to solve practical problems; each teacher is always a shining example of ethics, self-study, self-research and creativity for students to follow.
Comrade Tran Thanh Man also asked Hanoi leaders to pay attention to speeding up site clearance as well as ensuring security, order and safety for students.
“We need a smart and sustainable VNU Urban Area, becoming a place where start-up ideas and creativity converge, as well as preserving and promoting many traditional and national cultural values to contribute to the successful implementation of the Capital Law and the city development strategy. VNU must become a key driving force in the socio-economic development of the Capital.”- Comrade Tran Thanh Man requested.

Do Minh Trang said that from the first days of enrollment, new students of VNU have experienced an impressive integration week for QH.2022 students at the VNU Urban Area in Hoa Lac, enjoying the cool green space, fresh air right in the middle of lecture halls HT1, HT2, activating all senses in the reading room space of the Library Center and Digital Knowledge in harmony with nature. This is the beginning of the new students of QH.2022 on the journey of discovery and self-improvement to become global citizens, useful to society.

With prestige and position at home and abroad, as well as a long tradition in training, scientific research andknowledge transfer, VNU has made many decisions to promote internal strength and nurture young scientists. In 2021, VNU issued the Regulations on supporting scholarships for doctoral students and postdoctoral interns, which is a pioneering breakthrough in postgraduate training, contributing to improving the quality and efficiency of training and scientific research activities of VNU. Along with that, policies on working regimes for lecturers, researchers, and young scientists with many advantages and international integration have also been issued and implemented. The pilot scholarship program for students majoring in Basic Sciences will create an open mechanism to encourage students with excellent achievements to study their favorite majors, while creating human resources for higher education levels, as well as scientific human resources in the future.
2022 is a memorable year for VNU with many outstanding events: the University of Law was established by the Prime Minister on the basis of upgrading the Faculty of Law; the Government Standing Committee agreed to transfer the Construction Hospital with two facilities in Thanh Xuan and Linh Dam to VNU; Many VNU scientists are on the list of the most influential scientists in the world.

It can be said that with the responsibility of leading the education system, VNU always strives to affirm its position through the results and quality of its activities to be recognized in international ranking systems, recognizing the position and prestige of Vietnamese education on the world education map. Continuously for the past 5 years, VNU has been ranked in the group of 1000 best higher education institutions in the world by Quacquarelli Symonds (QS) and Time Higher Education (THE).
Most recently, VNU was awarded the QS Recognition of Improvement award. This is the first time a Vietnamese university has received this award.
