On October 23, 2022, Vietnam National University, Hanoi (VNU) held its first opening ceremony at the VNU Hoa Lac Urban Area. This event held historical significance for VNU faculty and students, especially for the 1,500 students of the QH.2022 cohort from the University of Education, the University of Medicine and Pharmacy, the Vietnam-Japan University, and the International School, who were studying together in Hoa Lac for the first time.
Comrade Tran Thanh Man, Member of the Political Bureau and Standing Vice Chairman of the National Assembly of the Socialist Republic of Vietnam, attended and delivered a speech at the opening ceremony.
 Also attending were Comrade Nguyen Dac Vinh - Member of the Central Committee of the Party, Chairman of the National Assembly's Committee on Culture and Education; Comrade Nguyen Thuy Anh - Member of the Central Committee of the Party, Chairman of the National Assembly's Committee on Social Affairs; Comrade Le Quang Huy - Member of the Central Committee of the Party, Chairman of the National Assembly's Committee on Science, Technology and Environment; Comrade Duong Thanh Binh - Member of the Central Committee of the Party, Head of the National Assembly's Committee on Citizen Petitions; Comrade Nguyen Kim Son - Member of the Central Committee of the Party, Minister of Education and Training; Comrade Pham Tat Thang - Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization; Lieutenant General Huynh Chien Thang - Member of the Central Committee of the Party, Deputy Chief of the General Staff of the Vietnam People's Army; Comrade Vu Hai Quan - Member of the Central Committee of the Party, Director of the Vietnam National University Ho Chi Minh City; and representatives of leaders from ministries, departments, central and Hanoi agencies, diplomatic agencies, and domestic and international partners.
Representing Vietnam National University, Hanoi (VNU) were Mr. Le Quan, Secretary of the Party Committee, Chairman of the Council, and Director of VNU; Mr. Nguyen Hoang Hai, Permanent Deputy Secretary of the Party Committee and Permanent Deputy Director of VNU; Mr. Nguyen Hieu, Deputy Secretary of the Party Committee and Deputy Director of VNU; Mr. Vu Minh Giang, Chairman of the Science and Training Council; Mr. Mai Trong Nhuan, Chairman of the Education Quality Assurance Council; and representatives from the Office and functional departments, member units, and affiliated units of VNU.
The 2022-2023 academic year begins for the faculty and students of Vietnam National University, Hanoi (VNU) in a special context: the VNU urban area in Hoa Lac, designed as a smart, green university with synchronized facilities and modern equipment, has officially been put into operation and is being gradually completed and standardized according to the "5-in-1" model, contributing to elevating VNU in the new phase. This year marks the first academic year that VNU in Hoa Lac welcomes 1,500 students from the 2022 intake of VNU, including the University of Education, the University of Medicine and Pharmacy, the Vietnam-Japan University, and the International School, to study there.
In his opening speech, the Director of Vietnam National University, Hanoi, Le Quan, shared that the Vietnam National University, Hanoi project in Hoa Lac was approved by the Government in 2003 with a scale of 1,113 hectares. In 2018, the project's investor was transferred from the Ministry of Construction to Vietnam National University, Hanoi. After nearly 20 years, the total disbursed capital for the project has only reached about 15%, mainly focused on land clearance and infrastructure development.

 The Vietnam National University, Hanoi (VNU) currently has approximately 60,000 students and faculty members. However, the entire inner city area of ​​VNU is only 16 hectares, mainly belonging to three member universities: the University of Natural Sciences; the University of Social Sciences and Humanities; and the University of Foreign Languages. Most units within VNU have to rent facilities at a cost of hundreds of billions of VND per year. Space for training and scientific research is very limited, with virtually no space for research transfer and service provision collaboration. Therefore, bringing the VNU project in Hoa Lac into operation will create new space to elevate VNU's status.
On October 20, 2021, the first meeting to discuss the plan to relocate students to Hoa Lac for their studies took place. In the spirit of not saying no, not saying it was difficult, and not backing down, the entire Vietnam National University, Hanoi (VNU) implemented three intensive phases, each lasting 100 days. On May 19, 2022, VNU officially moved its headquarters to Hoa Lac, as announced in Notice No. 1666/TB-ĐHQGHN dated May 18, 2022. This marks a milestone in VNU's transformation towards a new space for development in terms of infrastructure, academic life, and university governance.
 
 
“The success stems from the VNU's shift in mindset and approach towards a new space like Hoa Lac: Moving from focusing solely on the University of Science to Hoa Lac to making it a shared space that meets the essential and urgent needs of the entire VNU, ensuring that construction is completed and put into effective use; shifting from basic science disciplines to opening new engineering, technology, and social science disciplines with high demand; and moving from administratively mandating units to relocate to Hoa Lac to prioritizing the development of units that already have a need. Above all, leaders must relocate to Hoa Lac for the collective to follow suit; units must be ready when VNU's agencies relocate; and students and their families must feel secure when teachers relocate. If we weren't present day and night at Hoa Lac, it would be difficult for Hoa Lac to transform.”- Director Le Quan emphasized.
The Director of Vietnam National University, Hanoi (VNU), Le Quan, expressed his hope that, with the determination of the faculty and students of VNU, 25,000 students will come to study at Hoa Lac by 2025. He also expressed his wish that, with this new development space, VNU will quickly rise to prominence, living up to the trust of the Party, the State, and the people, and becoming a leading center of knowledge. In the future, VNU at Hoa Lac will be a place that students aspire to attend, a common home for teachers and staff, and a location for cooperation and development for businesses.
Speaking at the opening ceremony, Standing Vice Chairman of the National Assembly Tran Thanh Man acknowledged and highly appreciated the efforts of the leaders, staff, lecturers, and students in relocating the headquarters of the Vietnam National University, Hanoi, organizing student recruitment, and implementing training at Hoa Lac.

The Standing Vice Chairman of the National Assembly affirmed that Vietnam National University, Hanoi (VNU) has been and continues to make strong strides, asserting its reputation, establishing its position as a leading university in Vietnam, and ranking among the top universities in the region and the world. The initial successes of VNU, along with several other universities, are creating a new momentum for Vietnamese higher education on the path of fundamental and comprehensive reform in accordance with the Party and State's policies.
Comrade Tran Thanh Man suggested that scientists and leaders of Vietnam National University, Hanoi should focus all resources on building the Vietnam National University, Hanoi Urban Area, gradually improving the quality of services for students' lives, studies, and training there. Along with that, it is necessary to continue to strongly innovate teaching and learning methods to promote the active, proactive, and creative nature of students; strengthen practical skills and the application of knowledge to solve real-world problems; and each teacher should always be a shining example of ethics, self-study, self-research, and creativity for students to emulate.
Comrade Tran Thanh Man also requested that Hanoi's leaders pay attention to accelerating the land clearance process as well as ensuring security, order, and safety for students.

 On behalf of the new students of the 2022 cohort, Do Minh Trang, a student majoring in International Economics at the International School, VNU Hanoi, shared her honor, pride, and happiness at beginning a new learning and living environment, which is also a very important turning point for her future career path. Do Minh Trang said that from the very first days of enrollment, the new VNU Hanoi students experienced an impressive orientation week for 2022 cohort students at the VNU Hanoi Urban Area in Hoa Lac. They enjoyed the cool green space and fresh air right in the middle of lecture halls HT1 and HT2, and activated all their senses in the reading room of the Library and Digital Knowledge Center, blending seamlessly with nature. This marks the beginning of the 2022 cohort's journey of self-discovery and self-improvement to become global citizens who are beneficial to society.

  With its prestige and standing both domestically and internationally, as well as its long tradition in training, scientific research and development...In the field of knowledge transfer, Vietnam National University, Hanoi (VNU) has implemented numerous policies to promote its internal strengths and nurture young scientists. In 2021, VNU issued regulations on scholarship support for doctoral and postdoctoral interns, a pioneering breakthrough in postgraduate training, contributing to improving the quality and effectiveness of VNU's training and scientific research activities. Alongside this, policies on working conditions for lecturers, researchers, and young scientists, with many advantages and international integration, have also been issued and implemented. A pilot scholarship program for students in basic sciences will create an open mechanism to encourage outstanding students to pursue their preferred fields of study, while simultaneously creating a pool of human resources for higher education and future scientific workforce.
2022 was a memorable year for Vietnam National University, Hanoi (VNU) with many outstanding events: the University of Law was established by the Prime Minister based on the upgrading of the Faculty of Law; the Standing Committee of the Government agreed to transfer the Construction Hospital with two facilities in Thanh Xuan and Linh Dam to VNU; and many VNU scientists were included in the list of the world's most influential scientists.

 It can be said that, with its leadership responsibility in the education system, Vietnam National University, Hanoi (VNU) always strives to affirm its position through the results and quality of its activities to be recognized in international ranking systems, acknowledging the status and prestige of Vietnamese education on the world education map. For the past five consecutive years, VNU has been ranked among the top 1000 higher education institutions in the world by Quacquarelli Symonds (QS) and Time Higher Education (THE).
Most recently, Vietnam National University, Hanoi (VNU) was awarded the QS Recognition of Improvement award. This is the first time a Vietnamese university has received this award.
During the Opening Ceremony, the Standing Vice Chairman of the National Assembly, Tran Thanh Man, presented awards to 12 students of the QH.2022 cohort who were the top-scoring entrants from 12 training units.
Many activities took place on the same day, including: a photo exhibition of VNU through the ages; a camp titled "Proud of My Club"; a Youth Sports Festival; a folk dance competition; a "Golden Bell" quiz competition; a "The Power of My Club" team-building event; a "Send a Letter to My Future Self" campaign; a VNU Freshman Welcome Gala; and a festival of art clubs…
