New regulations on organizing foreign language courses in undergraduate and postgraduate programs.

On March 23, 2023, Vietnam National University, Hanoi issued Guideline No. 1011/HD-ĐHQGHN on organizing the training of foreign language courses within the general knowledge block and determining the learning outcomes in undergraduate, master's, and doctoral training programs at Vietnam National University, Hanoi.

According to these Guidelines, the foreign language courses offered in training programs at Vietnam National University, Hanoi (VNU) include: English, Russian, French, Chinese, German, Japanese, Korean, Spanish, Italian, Lao, and Thai, as detailed in Appendix 1 of these Guidelines. In cases where a training unit wishes to offer other foreign language courses, the unit must submit a written request to the Director of VNU for consideration and decision.

* For university level:Foreign language courses are compulsory for students and are offered as part of the overall curriculum at Vietnam National University, Hanoi. The results of these courses are included in the semester GPA, the overall GPA for all courses, and the cumulative GPA. The number of credits required for compulsory foreign language courses in undergraduate programs is: Foreign Language B1: 5 credits (for standard programs), Foreign Language B2: 5 credits (for talent and high-quality programs).

Students enrolled in programs requiring a Level 3 learning outcome must have completed B1 level foreign language courses. Students enrolled in programs requiring a Level 4 learning outcome must have completed B1 and B2 level foreign language courses. Students are considered to have completed the foreign language courses when they have completed all required courses and achieved passing grades as stipulated in Regulation 3626. The foreign language learning outcome for students is documented with valid certificates (Appendix 2 in the attached file below).
Students who submit a foreign language certificate meeting the learning outcomes required by the curriculum within 30 days of enrollment will be considered to have met the learning outcomes and will be exempt from courses and exams. They will also have their credits converted to equivalent credits for the corresponding foreign language course within the general knowledge block, specifically: level 3 is equivalent to 9 points, level 4 is equivalent to 10 points (on a 10-point scale). For the QH-2022 cohort, students with valid foreign language certificates must submit them before May 1st, 2023 to be recognized as equivalent according to regulations.

* For Master's degree level:The foreign language course in the master's program is a compulsory course that students must complete and is assessed as either pass or fail. The foreign language course is considered pass if the student achieves a grade of C or higher on the course exam, or if the student meets the learning outcomes according to Regulation 3636. The number of credits for the foreign language course in the master's program is Foreign Language B2 (postgraduate): 5 credits, which are counted towards the total credits in the program but are not used to calculate the cumulative GPA.
The accumulated value of foreign language modules is realized through classroom teaching and learning activities, and self-study activities by students and trainees, aiming to achieve the specified foreign language proficiency learning outcomes.Regulation 3626andRegulation 3636.
The foreign language proficiency requirements for undergraduate programs are stipulated in Clause 3, Article 13 of Regulation 3626; for master's programs in Clause 2, Article 35 of Regulation 3636; and for doctoral programs in Clause 8, Article 9 of Regulation 3638. The methods for determining foreign language proficiency requirements are specified in Section 3 of this Guideline.
