At the conference, Head of the Financial Planning Department Pham Xuan Hoan presented the summary report of 2022 and the task plan for 2023. Accordingly, the work of organizing the apparatus and implementing decentralization, delegation of authority, and strengthening autonomy in the spirit of the Resolution, the new Regulations on organization and operation of the National University in accordance with the Law on Higher Education, the Government's Decrees on university autonomy continued to be completed. A number of units and organizations were newly established or adjusted, arranged, and consolidated.
Regarding training, VNU has completed the model, method, and online training method associated with quality assurance; innovated the structure and content of training programs; expanded the scale and improved the quality of talent training and doctoral training according to international standards; implemented one-stop administrative procedures, one file in supporting students.
Regarding science and technology (S&T), VNU has completed the management mechanism and innovated the method of organizing the implementation of S&T tasks; Built special mechanisms and policies to increase the innovation index; Developed science and technology potential, in which priority was given to investment in development policies, using a team of highly qualified and talented scientists; strong research groups; Closely linked scientific research with development cooperation activities through the construction and implementation of major programs, projects and science and technology transfer.
Last year, VNU promoted digital transformation, focusing on digitizing learning materials, staff and student data; strengthening the implementation of online administrative procedures and implementing online training. VNU issued the "Digital University Architecture of VNU to 2025, vision to 2030 according to the Vietnam e-Government Architecture Framework, version 2.0"; issued the Plan for IT application and development of Digital University to 2025 at VNU; developed Guidelines on ensuring information security and database security on VNU's information technology platforms; developed and proposed the Smart University Urban ICT Framework of VNU in Hoa Lac...
VNU also continues to promote the construction of the University Urban Area in Hoa Lac, including forming a central area, implementing projects well according to plan, putting into use completed construction items, initially forming the core space of the project to ensure a green, clean and beautiful landscape. 2022 marks the transformation of the VNU Urban Area in Hoa Lac when VNU and its member and affiliated units officially work, teach and study here. VNU has implemented a 300-day plan with many completed construction items, meeting the needs of modern facilities and equipment for studying and teaching for students and lecturers.
In 2023, VNUN identified 6 key tasks, which are: (1) Perfecting the organizational model and autonomy mechanism of VNU and its member units and affiliated units associated with university governance in an effective approach in accordance with the Decree, the new Regulations on VNU, the Law on Higher Education and other relevant legal regulations; focusing on developing a team of excellent lecturers - scientists, and scientific staff with a scale and quality that meets the development requirements of VNU. (2) Continuing to innovate training work. Implementing programs to attract and train talents; modern training models in the direction of promoting connectivity and connectinga units inside and outside VNU; organize training and implement policies and activities to support and serve students and lecturers at Hoa Lac. (3) Develop scientific and technological potential, innovation, in which priority is given to investment in developing spin-off enterprises, key laboratory systems, research groups(4) Continue to promote digital transformation, application of digital technology to meet the requirements of fundamental and comprehensive innovation in training, scientific research and university administration of VNU: OneVNU, MyVNU, VNUPortal. (5) Continue to promote the construction of university urban areas in Hoa Lac, focusing on completing the core space of the project to ensure a green, clean and beautiful landscape to serve well the teaching, learning and scientific research activities at Hoa Lac campus; start construction of a number of works of the World Bank project. (6) Diversify and substantiate domestic and international cooperation activities; Promote cooperation, develop partners, promote implementation and effectively exploit cooperation with international partners to enhanceexchange international lecturers and students and increase resources for training, scientific research and enhance the position of VNU.

At the conference, Head of the Science and Technology Department Vu Van Tich said that VNU always focuses on promoting comprehensive cooperation with agencies, units, businesses and localities to improve capacity in training, scientific research and knowledge transfer, linking training and providing high-quality, highly qualified human resources to meet the practical needs of society, linking scientific research with application and transfer of results into life to serve the cause of industrialization, modernization and international integration of Vietnam. VNU's science and technology products are oriented and planned according to 4 main groups of fields: (1) Social sciences and humanities; (2) Natural sciences and medicine; (3) Science, technology and engineering; (4) Interdisciplinary and cross-disciplinary sciences.
Head of Training Department Nguyen Dinh Duc shared that VNU has continuously innovated training methods as well as developed interdisciplinary and cross-disciplinary training programs to promote the comprehensive strengths of VNU, meeting the needs of society and the requirements of the Fourth Industrial Revolution. Training activities in the past year have developed in both scale and quality. 2022 is the first year that VNU has developed and simultaneously issued training regulations for all levels of VNU, ensuring the principles of conformity with the regulations of the Ministry of Education and Training, tightening and improving the quality of training, and integrating VNU with international standards. This school year is also the first time that VNU has piloted a model of training bachelors and masters in addition to opening new interdisciplinary and cross-disciplinary training programs. Last year, VNU also issued many policies to support lecturers and students such as: Working regulations for lecturers at VNU, scholarship programs for students in basic sciences, scholarship programs for postgraduate students and post-doctoral trainees...
The conference also listened to the sharing of leaders of member schools and affiliated units about solutions to successfully implement tasks in 2023.
Concluding the conference, VNU President Le Quan praised and congratulated VNU on its achievements over the past year. President Le Quan said that these achievements, in addition to the efforts of the collective of lecturers, scientists, students, and the support of the team of former teachers, leaders, and managers of VNU through the periods, were achieved thanks to the attention and close direction of the Party and State leaders, the help of central and local ministries, departments, and branches, and the companionship of international friends, businesses, and alumni.
“In 2023, VNU is determined to innovate and promote its position and pioneering role in training, scientific research, technology transfer, innovation and community service,” emphasized VNU President Le Quan.
Based on the Party Committee's orientation, VNU will focus on implementing a number of key tasks in the coming year.
The first is innovation in university governance. VNU will review and evaluate 30 years of organization and operation to continue perfecting the model; strengthen decentralization and implement autonomy mechanisms combined with goal-based governance and digital transformation to ensure sustainable development.
The second is to maintain and gradually improve the quality and scale of training in a number of fields, especially basic sciences; orient the restructuring of professions at training institutions to meet the requirements of socio-economic development in the new context of university autonomy; deploy a comprehensive education model for full-time students at Hoa Lac, emphasizing moral education, traditional cultural values, aesthetic values, physical foundation and health associated with international integration capacity to innovate, create differences and added value for students as well as affirm the role and position of VNU.
Third, focus on investing in and developing strong research groups that reach regional and international levels, acting as the core to enhance the scientific and technological capacity of VNU; promote cooperation with businesses to bring some research results, inventions and innovations into life, directly serving the socio-economic development of the country.
Fourthly, mobilize total resources from the State budget, public-private partnership, and aid and sponsorship sources to implement the plan to build a green, smart and sustainable VNU Urban Area in Hoa Lac.Within the framework of the conference, VNU President Le Quan, authorized by the President, awarded the First, Second and Third Class Labor Medals and the title of National Emulation Fighter, and certificates of merit from the Prime Minister to collectives and individuals with outstanding achievements in the period from 2016 to 2021, contributing to the cause of national construction and defense.
On this occasion, the leaders of VNU awarded the Emulation Flag to the units with outstanding achievements in the 2021-2022 school year; the "VNU Teacher of the Year 2022" Award to 10 individuals, the "Promising Teacher of VNU in 2022" Award to 01 individual, the "Innovative Teacher of VNU in 2022" Award to 02 groups and 03 individuals. Along with that, the teachers who won the "VNU Teacher of the Year 2022" Award received certificates of merit from the President of VNU.
In particular, the University of Social Sciences and Humanities was awarded the Emulation Flag for Outstanding Achievement; Dr. Nguyen Dinh Lam (University of Social Sciences and Humanities) was honored to receive the Award "VNU Teacher of the Year 2022".
