The University of Social Sciences and Humanities successfully organized the opening session of the 38th rotating meeting of SEAMEO SPAFA.

On the morning of September 12, 2023, the opening session and first meeting of the 38th rotating meeting of SEAMEO SPAFA - Southeast Asian Centre for Knowledge, Education and Arts - took place at the University of Social Sciences and Humanities, Vietnam National University, Hanoi (VNU-USSH).

Representing the Ministry of Education and Training was Dr. Nguyen Thi Thanh Minh, Deputy Director of the Department of International Cooperation.
Representing the University of Social Sciences and Humanities, VNU Hanoi were Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, Assoc. Prof. Dr. Bui Thanh Nam - Deputy Secretary of the Party Committee, Head of the Training Department, Prof. Dr. Lam Thi My Dung - Former Director of the Museum of Anthropology, and Dr. Nguyen Minh Nguyet - Deputy Head of the Cooperation and Development Department.
International delegates included Mr. Khemchat Thepchai - Chairman of the SPAFA Board of Directors, Mr. Jeremy R. Barns - President of SEAMEO, and Ms. Pintip Lamnirath - Secretary of SEAMEO. Also present were members of the current SPAFA Coordinating Board and representatives from 10 member countries.

The meeting took place in person at the VNU-USSH Auditorium and online via Zoom.

SEAMEO SPAFA was established by the Council of Ministers of Education of 11 Southeast Asian countries, with the goal of strengthening cooperation among member countries and developing the region's cultural heritage through education, research, and professional services. Vietnam was recognized as a full member of the SEAMEO Council on February 10, 1992, and has since actively and effectively participated in the development of this organization.
Each year, SEAMEO SPAFA holds rotating meetings in member countries to discuss recent initiatives, assess the results of ongoing collaborative projects, and propose cooperation plans. The 38th Board Meeting (GBM) of SPAFA was held in Hanoi, and the University of Social Sciences and Humanities, Vietnam National University, Hanoi, had the honor of hosting the 2023 rotating meeting.
On behalf of the University of Social Sciences and Humanities, Rector Hoang Anh Tuan extends the warmest welcome to all international guests who have visited the University of Social Sciences and Humanities.

Rector Hoang Anh Tuan emphasized: "In 2023, the University of Social Sciences and Humanities is honored to be the host of the SEAMEO SPAFA rotating meeting. This is one of the important activities of the University to strengthen and further expand cooperation with organizations from countries in the region in research and training in the field of social sciences and humanities. We are aware of the significance, importance, and our role as representatives of the Ministry of Education and Training in demonstrating responsibility, professionalism, and effectiveness in organizing this event, as well as actively participating in SEAMEO SPAFA activities. Therefore, we have made thorough and careful preparations."
Speaking at the opening ceremony, Mr. Khemchat Thepchai, Chairman of the Board of Directors of SPAFA, expressed his gratitude to Professor Hoang Anh Tuan and the University of Social Sciences and Humanities for their meticulous preparation for this event and for the warm welcome extended to the delegation.

SPAFA Board Chairman Khemchat Thepchai hopes that during the discussions at the 38th meeting, the Executive Board will receive many open and constructive exchanges, proposing new ideas for SPAFA's future operations.

Ms. Pintip Lamnirath, Secretary of SEAMEO, emphasized the significance of SEAMEO SPAFA's achievements in promoting archaeology and fine arts in the region, thereby helping the world to better understand Southeast Asia's rich and diverse cultural heritage, and contributing to its preservation for sustainable development. In the future, SEAMEO SPAFA will accelerate digital transformation while focusing on emerging issues such as globalization and climate change, along with other concerns facing member countries.

Speaking at the meeting, Deputy Director of the Department of International Cooperation, Ministry of Education and Training, Nguyen Thi Thanh Minh, expressed gratitude for the support and cooperation of SEAMEO SPAFA with universities, educational and research organizations in Vietnam over the past period. Many research and training activities in art, history, and archaeology have been implemented very effectively, bringing many practical values.
The SEAMEO SPAFA annual meeting is an important event, and the Ministry of Education and Training has complete confidence and reassurance in choosing the University of Social Sciences and Humanities, VNU Hanoi, as the organizer. All preparations have been carried out meticulously and professionally by the University.

Associate Professor Bui Thanh Nam - Head of the Training Department, on behalf of the University of Social Sciences and Humanities, expressed profound gratitude to the Council of Ministers of Education from Southeast Asian countries and the Ministry of Education and Training of Vietnam for trusting and giving the University this valuable opportunity.

Associate Professor Bui Thanh Nam (Head of Training Department, VNU-USSH) emphasized that SEAMEO SPAFA's achievements in archaeology, heritage, and art have left an indelible mark in affirming the diverse cultural and historical values ​​of Southeast Asia. SPAFA has served as a beacon for academic institutions throughout the region.

VNU-USSH has a rich history and a genuine academic foundation, making it one of Vietnam's leading universities. It plays a crucial role in nurturing a team of scientists, policymakers, and socially influential individuals. The university's tradition of leading training and research in the Social Sciences and Humanities is highly regarded by its partners.

Following the opening session, the 38th Board Meeting of SPAFA (GBM) will proceed with discussions and reach consensus on several key areas of the organization's operational plan for 2024.

As part of the 2023 annual meeting in Vietnam, the SEAMEO SPAFA Board of Directors delegation will visit museums, archaeological sites, and famous historical and cultural landmarks in Hanoi, such as the National Assembly Museum, the Temple of Literature, and Thang Long Imperial Citadel. The delegates will also have time to experience Vietnamese culinary culture with traditional dishes.
