Culture, exchange, contact, integration, cultural assimilation... are global issues today. For Vietnam, since the implementation of the renovation process, culture and issues related to cultural preservation and development have become central topics, attracting the attention and research of the whole society and scientists. However, in terms of research, there have not been many systematic, in-depth, and fundamental studies on each aspect of cultural assimilation, assimilation, and integration.
Realizing the role of culture, the Party and the State have had many policies on culture and many mechanisms and policies to promote the cultural integration process of our country in the context of industrialization, modernization and international integration. Vietnam is increasingly becoming a close and responsible member of the world community, especially the Asia-Pacific region. Integration with the world is a trend and an objective requirement of development.
However, reality also shows that cultural management and preservation of national cultural values and identities are difficult issues. Traditional cultural values today are also facing many challenges due to the negative impacts of the market economy, regionalization and globalization trends. Faced with these difficulties and challenges, leaders, managers, researchers, conservationists and cultural developers must think together to propose appropriate policies and solutions. More than ever, the preservation and promotion of cultural values is considered an essential task associated with the requirements and goals of sustainable development of the country as it is today. The cause of industrialization, modernization and the struggle to protect national sovereignty is always associated with the protection of security, the preservation of cultural identity, and the building of Vietnamese people rich in reason and emotion, imbued with humanism and patriotism.
The issues raised above are the basic goals and most urgent tasks today in studying the impact of the process of cultural assimilation and integration on the development of Vietnam. Meanwhile, the demand and level of cultural enjoyment of Vietnamese social classes are increasing, but the ability to enjoy culture among social groups is a big challenge for those working in cultural management. In the context of an information society, integration and globalization, setting out development orientations, meeting the capacity and demand for cultural enjoyment,... implementing research work, absorbing experiences of some countries in the region and the world to have correct awareness, appropriate cultural management and development policies is always an urgent requirement.

The research project "Cultural adaptation and integration in Vietnam" focuses on research and contributes to clarifying the main contents: Firstly, clarifying theoretical and theoretical issues on cultural adaptation and integration; Secondly, analyzing historical transitions, foundations, ways of coping and the process of cultural adaptation and integration in Vietnamese history; Thirdly, evaluating the current status of cultural adaptation and integration on the process of socio-economic development and personality building of Vietnamese people today; Fourthly, proposing directions, solutions and recommendations to promote the positive and limit the negative impacts of the process of cultural adaptation and integration on the sustainable development of the country.
Can be summarized into the following major recommended issues:
The development reality of countries around the world and Vietnam shows that it is impossible to achieve long-term, sustainable development goals without paying real attention to culture, education and training, science and technology. Therefore, to achieve development goals, it is necessary to have appropriate policies and management mechanisms to develop harmoniously between economy and culture, respecting the human factor and cultural factor in a whole system.
The world is undergoing great changes. Regarding culture, we need to move towards new perceptions, correctly understand and evaluate the development trends, roles, functions and missions of culture in the cause of industrialization and modernization. Culture is moving towards dialogue, exchange and strengthening national strength. With the creative and social regulating functions of culture, we need to make efforts to promote the power of culture in political activities, economic exchanges and international cooperation.
In the current development of Vietnam, it is necessary to consider the protection of national cultural interests as an integral part of national interests.state's interest). Must consider protecting national interests in politics, security, and economy withnational cultural interestsinoverall benefitof the country. Accordingly, preserving and promoting national cultural identity and the position of national culture in the world cultural community must be considered a task of great significance.
The close relationship between cultural development and human development has been increasingly recognized in Vietnam's development thinking. To develop, the first thing is to build a human strategy. People are the center, the driving force, the decisive factor for the preservation, dissemination and creation of culture. Cultural development aims at many goals, but the main goal is for the perfection of human personality.Successfully building new human models with knowledge, creativity, emotions, personality, and beautiful lifestyle is the central task of culture..
The core of the Vietnamese cultural value system is the human being and the core of the Vietnamese human value is the cultural personality. Therefore, it is necessary to have a strategy and a system of practical and feasible solutions to build the human being and promote the personality of the Vietnamese human being in modern society. That must be considered the top concern and the core goal of the Party, the State and the whole society in the coming time. The orientation for the cultural strategy and cultural assimilation is to set out the main directions to approach the long-term valuable goals that Vietnam is striving for in the cultural and educational strategy.training people with the capacity, qualities, and mindset of global citizens.
Over the years, Vietnam has identified a roadmap and implemented fundamental solutions for the cultural development process, which are:Integrate to assimilate and assimilate to continue integrating at a higher level. The first step is to renew thinking, abandon isolationism, then international exchange and cooperation, then international integration. Accordingly, economic integration is the first step, then cultural integration and now preparing for political integration on the basis of preparing arguments and feasible solutions to renew the political system, towards building a civilized and modern state.Historical experience in acculturation shows that integration and development are the premise and condition for a real innovation, leading to a transformation of cultural models and structures.
In the development of Vietnam today,National culture has become an important national resource.. Cultural strength and potential need to be promoted and transformed into “soft power” to enhance the national position. From valuing and focusing on economic development, people increasingly realize that culture is the essential foundation of society, the driving force for sustainable development and the country's social security goals. Many economists believe that culture does not directly create material products for society, so culture is a field that has little to do with national livelihoods. They consider people working in culture and arts to belong to the category of “superstructure” and not much to do with activities that create sources of wealth to sustain society. Culture is a defining factor and at the same time an important criterion for measuring the development level of nations. Culture has the function of condensing, spreading and multiplying the strength of a nation.
Faced with the country's new development requirements, the role and mission of culture are increasingly recognized more comprehensively and deeply. After 6 years of implementing Resolution 5 of the 8th Central Committee (1998), the 9th Central Committee Conference of the 11th Central Committee (2014) continued to affirm:Culture is the spiritual foundation of society., is the goal and driving force for sustainable development of the country,Culture has been given a clear role and placed on a par with economics, politics and society.. The goal of harmonious development between economy and culture has been set as an urgent requirement. Thus,Culture has become one of the three main pillars in Vietnam's development., is in the development priority of the industrialization period and for the success of innovation and international integration.
After 3 decades of renovation, the awareness of the relationship between culture and economy has been increasingly improved. The two fields of economy and culture are not only emphasized in performing specialized functions but also become factors that simultaneously promote the development of education and training, science and technology, the development of cultural industry and cultural services, sports activities, and tourism. Culture has become an important resource for socio-economic development. Facing new development requirements, in order to buildKnowledge economy(Knowledge - based economy) First of all, Vietnam needs to focus resources on buildingCultural economy(Cultural economy) with a focus on industryCultural industry(Cultural industry). It is an important preparation step towards development.Knowledge economyrich in intellectual content and humanity. To build and develop culture, Vietnam needs to truly consider culture as a driving force and factor ensuring sustainable development; it is necessary to strongly promote the development ofCultural industry, is an industry closely related toCreative industry(Creative industry) in modern society.
In order to develop culture, in recent times, cultural management agencies have created many favorable conditions for economic sectors, including domestic and foreign private sectors, to carry out joint ventures and associations to organize cultural activities, innovate technology to preserve and promote cultural values. The cultural sector needs a more dynamic mechanism to encourage investment in facilities, technical equipment and advanced technology while creating more favorable conditions for businesses to invest in culture, attract resources and train talents. Vietnam has been focusing on developing new, advanced and creative cultural products on the basis of developing the cultural industry. If there are policies and investments in the right direction, it is likely that in the future, Vietnamese culture will have wide-ranging, deep-level and diverse-scope influences to be able to create phenomena such as "Vietnamese circulation" in some countries in the region.
Cultural managers are moving towards an open mindset to build aModern, humanistic cultural marketon the basis of developmentchain of products of cultural industry. In the process of promoting the strengths ofCultural marketandCultural industryalso need to consider building aCommercial civilization(business) andBusiness culture. There, business philosophy, professional ethics, honesty, humanistic thinking and business culture are respected and honored. The team of entrepreneurs needs to becomeCultural Entrepreneur, a large and powerful force in carrying outPeople's diplomacy strategyand in promoting the socialization of resources, investment capital of enterprises and society. Nowadays, people are particularly interested in cultural characteristics and knowledge content in consumer products. Entrepreneurs can be considered as one of theCultural forceand it is this cultural force that will createcultural productivityhas important significance inspiritual lifeof a country.
In the context of globalization, countries with medium and low levels of economic development often face many difficulties in developing and promoting cultural heritage. In strategic thinking, between protecting national interests in politics, security, and economy andnational cultural interestsand consider it an integral part ofoverall benefitof the country. Accordingly,Preserving and promoting national cultural identity in the world cultural community must be considered astrategic mission hasvital meaning.
In the era of globalization, the development of each culture is always influenced by the world's political and cultural life.Foreign cultural strategyof Vietnam believes that our country is facing great opportunities in foreign cultural relations. The trend of globalization and international integration is taking place strongly and widely all over the world. In the cultural field, the globalization process is taking place vigorously with the effective support of mass media and the explosion of creative industries.
Currently, “soft power” and “soft authority” are fundamental factors to enhance national competitiveness as well as to expand the sphere of influence of some countries in the region and the world. Therefore, increasing “soft power” is considered by many countries as the focus of their development strategies. “Soft power” is also demonstrated in the attractiveness and spread of the cultural values of that country. With the depth and fortitude forged through historical changes, it is necessary to consider the Vietnamese cultural value system as a source of strength, with the power toconvergingandadjust, can strengthen the converging force and centripetal force of the nation and above all, the Vietnamese cultural value system has a great function inlead the development trend of society.
Thanks to innovative thinking, open relations and always aiming at the goals of building an advanced culture, in recent times, Vietnamese culture has had many explorations of reflective content, experimenting with many new methods and forms of expression to enrich the genres and artistic products. The world cultural and natural heritages of Vietnam recognized by UNESCO have raised the potential and cultural values of Vietnam in the world cultural village, increasing the attractiveness, enriching the multi-colored picture, the fundamental values, the depth of Vietnamese culture along with the contributions and unique values of the natural heritage, people and culture of Vietnam.
In the current development of Vietnam, culture not only goes hand in hand with the general development of the nation, but in many aspects, culture must play a pioneering role in the development of the country. In addition, it is necessary to preserve and promote cultural identity.continue to affirm and enrich the knowledge and creative thinking of national culturein the cause of industrialization and modernization. The challenge is that if Vietnam does not achieve the common development speed compared to other countries in the region, it will fall behind and slow down not only in the cultural field.
Today's global culture, especially in highly developed countries, has made great progress in natural sciences, technology, engineering and social sciences. In recent times, many countries in the world have determined to eliminate the extractive economy and backward, low-productivity, pollution-causing technologies... to move towards advanced science and technology. The four pillars of science and technology are:science of life, new materials science, energy scienceandscience of managementcombined with the extremely strong development ofelectronics and telecommunications, information technology, all of which created the trigger for the formationknowledge economyandinformation societyof the modern world.
Cultural management always has an important meaning and role for the cultural development of a country. If there is a correct, progressive and scientific cultural management mechanism, orientation and policy, it will certainly create momentum for the development of the cultural and artistic fields, at the same time creating excitement, passion and a spirit of voluntary dedication to the development of the country's culture.
In reality, cultural awareness as well as human awareness of other economic and social fields often takes place in a three-stage process: a) Theory reflects reality, but has not yet become reality; b) Theory becomes reality in practical life; and c) Theory is still reality but no longer reflects reality. At that time, new needs will appear and be reflected in a new theory. That is the law of inertia of human awareness.
In the current context, along with the formation and development of economic culture, diplomatic culture, communication culture, and business, political culture is also considered a true science. Therefore, when talking aboutcultural management, need research to buildmanagement culturenot only for the cultural sector but also for other areas of the country.
Cultural management has been creating many favorable conditions for better implementation of the task of preserving and promoting national cultural identity combined with absorbing the quintessence of world culture. The material and spiritual life of Vietnamese people in many remote mountainous and island areas has initially improved thanks to the development of the transportation system, national electricity projects and the rapid spread of technology and mass media systems. From a different perspective,It is the need for communication and cultural enjoyment in the globalization era that culture has become the activating factor for the development of many business fields..
Besides the achievements, the biggest limitation of the career of building and managing Vietnamese culture in recent times isThere is no national coordination mechanism to organize cultural plans and activities.bigand allocate adequate investment resources for the development and promotion of cultural values.. Vietnam still lacks a team of highly qualified and professional managers and cultural officers to carry out tasks in cultural strategies, especiallyForeign cultural strategy. The lack of forecasting research, lack of development-oriented planning, training plans for cultural managers, leading experts in cultural fields; creating an environment and conditions for cultural creativity, along with many other social impacts, have led to a state of cultural, ethical and lifestyle degradation.
Recognizing these limitations, the Party and the State have paid attention to strengthening the organizational apparatus, promulgating legal documents to regulate the activities of the cultural sector, promoting the role of cultural institutions, and promoting the role of mass media and communications with new and effective methods of operation. Culture not only has an orientational meaning but is also a driving force for socio-economic development while contributing to protecting national sovereignty and security.
The cultural development career also needs to respect the role of cultural creativity of individuals, the right to ensure the values of individual cultural creativity. Vietnam's cultural policy aims to preserve and promote traditional values and heritages, the formation of creative groups, compositions, new cultural trends, especially those that develop culture on the basis of traditional national culture while demonstrating a proactive, proactive and integrated mindset.
