This year's awards included 102 projects, all of which possess high scientific content and make positive contributions to the practical aspects of socio-economic development, national security, and defense. After several rounds of selection, the councils worked to narrow down the list to 9 projects that were awarded the Ho Chi Minh Prize and 7 projects that were awarded the State Prize for Science and Technology.

Among them, the work "History and Culture of Vietnam - A Partial Approach" by Professor Phan Huy Le was honored with the Ho Chi Minh Prize. Professor Phan Huy Le is a renowned historian, President of the Vietnam Historical Science Association, former Head of the Department of Ancient and Medieval History (Faculty of History), former first Head of the Faculty of Oriental Studies, and former Director of the Center for Vietnamese Studies and Cultural Exchange (the predecessor of the Institute of Vietnamese Studies and Development Science, Vietnam National University, Hanoi). Professor Phan Huy Le was also awarded the State Prize for Science and Technology in 2000 for his work "Searching for the Roots" (2 volumes).

The work "History and Culture of Vietnam - A Partial Approach" is considered a breakthrough in theory and methodology in the study of Vietnamese history and culture, highly regarded by the international scientific community; it serves as the scientific basis for the dossier proposing that UNESCO recognize Thang Long Imperial Citadel as a World Cultural Heritage site; and it lays the foundation for carrying out many other significant studies.

The Ho Chi Minh Prize and the State Prize for Science and Technology are awarded by the Party and the State to outstanding works and groups of works with high scientific and technological value. The awards began in 1996 and have been presented four times to date.
