Enhancing communication capacity regarding social insurance and health insurance.

At the workshop "Communication on Social Insurance and Health Insurance Policies: Current Situation and Solutions" held on April 17, 2018, the important role of the press and media in communicating about social insurance and health insurance was once again emphasized and reflected from many different perspectives.

The workshop was attended by managers and administrators involved in the implementation of health insurance and social insurance policies; researchers and trainers in journalism and media; and journalists.

The press works alongside the Vietnam Social Security.

Social insurance and health insurance are two major policies of the Party and the State, two pillars of the social security system, contributing to the realization of social justice. They are also important indicators reflecting the development and progress of the State and society.

As of 2018, in Vietnam, the number of people participating in social insurance was 13.79 million, unemployment insurance was 11.69 million, and health insurance reached 80.55 million, achieving a coverage rate of 85.9% of the national population. These are impressive figures and demonstrate the significant efforts of the Vietnam Social Insurance (VSI) in implementing the policies of the Party and State into practical life and bringing tangible benefits to the people. One of the important reasons for this result is the effective coordination between VSI and the media.

Prof. Dr. Nguyen Van Kim(Vice Rector of the University of Social Sciences and Humanities) delivered the opening remarks at the workshop, highly appreciating the cooperation between the Faculty of Journalism and Communication and Vietnam Social Security.

According to Dr. Doan Van Bau (Deputy Director of the Information Center for Propaganda Work, Central Propaganda Department), stemming from the inherent need to strengthen the power of policies and laws, as well as the important role of the press in the process of building, perfecting, and implementing policies and laws on health insurance and social insurance, agencies, including the Vietnam Social Insurance Agency, and press agencies within the Party's press system have become increasingly close and fully demonstrated their obligations and responsibilities in coordinating their work. In 2017 alone, mass media published 2,590 news articles, reports, interviews, documentaries, special features, seminars, online discussions, dialogues, television shows, etc., on social insurance and health insurance. This data shows that news articles on this field appear quite frequently in the media.

Dr. Doan Van Bau (Deputy Director of the Information Center for Propaganda Work, Central Propaganda Department) presented a paper titled "Propagating Social Insurance and Health Insurance Policies in the Party's Press System and the Guiding Principles of the Central Propaganda Department".

Ms. Duong Ngoc Anh (Deputy Director of the Communication Center, Vietnam Social Security) stated: "Never before have information about social insurance and health insurance been so abundant and accessible to the public. Currently, Vietnam Social Security is coordinating with more than 70 media outlets to organize communication activities on social insurance and health insurance policies and laws to the people. In particular, four major media outlets regularly collaborate on communication about social insurance and health insurance policies and laws, especially targeting students, including Tien Phong newspaper, Thanh Nien newspaper, Tuoi Tre newspaper, and Thieu Nien Tien Phong newspaper."

Ms. Duong Ngoc Anh (Deputy Director of the Communication Center, Vietnam Social Security) presented a paper titled "Communicating Social Insurance and Health Insurance Policies and Laws to Students: Current Situation and Solutions".

In 2017 alone, over 7,000 reports, seminars, special features, columns, direct dialogues, news articles, and reports reflecting on the organization and implementation of social insurance, health insurance, and unemployment insurance policies, as well as the activities of Vietnam Social Insurance, were published, including 300 news articles on health insurance policies for students. Notably, at the beginning of each school year, the Social Insurance Newspaper and Social Insurance Magazine published a special issue on student health insurance, distributing it to schools. As a result, the student health insurance program achieved many positive results. While in the 2010-2011 school year, only nearly 70% of students nationwide participated in health insurance, this figure rose to approximately 80% in the 2012-2013 school year and 85% in the 2013-2014 school year. By the end of 2016, the rate of students participating in health insurance reached 92.5%, with approximately 15.9 million students. Many localities became bright spots nationwide, consistently achieving participation rates of over 90%, or even 100%, such as Hai Duong and Thai Binh.

Journalist Tran Ngoc Ha (Head of Culture and Society Department, Vietnam Law Newspaper) presented a paper titled "Journalists' Access to Information on Social Insurance and Health Insurance at Vietnam Law Newspaper".

Researching from the perspective of information in the Vietnam Law Newspaper, journalist Tran Ngoc Ha (Head of the Culture and Society Department, Vietnam Law Newspaper) also affirmed that current media agencies have very close and effective coordination with Vietnam Social Security. This agency has placed great importance on communication work, so policies on social insurance and health insurance are fully and easily accessible to the people. Specifically, in the Vietnam Law Newspaper, most publications contain information related to social insurance and health insurance. In addition, the newspaper has a section on social insurance and health insurance on the Culture and Society page, and a section on "Answers to Social Insurance and Health Insurance Policy Questions" on the Reader's page. In the two years 2016-2017, the newspaper published 508 articles with content related to social insurance and health insurance, covering topics such as: investigating and reporting on violations of social insurance and health insurance laws; critiquing and monitoring the implementation of health insurance laws; current issues of social insurance and health insurance; and guidance on the implementation of social insurance and health insurance policies. Enhance new communication methods and models.

Assoc. Prof. Dr. Nguyen Thi Thanh Huyen(Head of the Public Relations Department, Faculty of Journalism and Communication) chaired the workshop.

Although the results achieved are very encouraging, experts believe that communication activities related to social insurance and health insurance in the context of the 4.0 revolution and the current digital age must become increasingly diverse, responsive, and professional in their approach, information reporting, and communication message development.

Arguing that current communication about social insurance and health insurance policies is dry, formulaic, and unappealing, Mr. Nguyen Son Minh (Faculty of Journalism and Communication, University of Social Sciences and Humanities) suggested that, in the digital context of the Internet and mobile telecommunications networks, it is necessary to experiment with and accept new thinking in disseminating and explaining policies in a flexible and adaptable way, with the motto "People prefer to hear and see media products before incorporating communication messages." Viral videos/viral clips are one suggestion. "Unsung Hero" is one of the most popular Thai advertisements worldwide with 18 million interactions. It is one of the 10 most influential viral clips in the world and is indeed a successful life insurance communication message in Thailand. The informational content in such a viral video is simple, easy to understand, easy to share, and spread across social media, forums, websites, television, computers, and smartphones. This is a valuable lesson for social insurance and health insurance communication in Vietnam.

MSc. Nguyen Son Minh (Faculty of Journalism and Communication, University of Social Sciences and Humanities) proposed the application of new media in communicating about social insurance and health insurance in Vietnam.

Introducing the experience of using new media in policy communication in South Korea to the workshop, Associate Professor Dr. Do Thi Thu Hang (Academy of Journalism and Communication) emphasized that social media and online tools are now being used as an essential group of communication methods and forms in developed countries. Accordingly, the three most important applications of social media in policy communication are: surveying public opinion; organizing online communication programs and campaigns; and crisis management.

Dr. Do Anh Duc (Faculty of Journalism and Communication, University of Social Sciences and Humanities) argues that the communication methods regarding health insurance and social insurance in Vietnam have traditionally relied primarily on mass media, thus tending towards a one-way approach targeting the intended audience. He believes that for a humane government policy to reach public awareness and understanding, mere communication alone is insufficient. Dr. Do Anh Duc also suggests a "participatory communication" model that emphasizes public involvement, promoting individual initiative and encouraging communities and individuals to choose and pursue their goals. In this model, citizens proactively design communication activities and interact with each other. They are the subjects of organized communication, often like group activities or games. Communicators act as facilitators, guiding and providing suggestions to help individuals independently seek knowledge and answers to their questions. Topics related to social insurance and health insurance can be effectively applied through participatory communication models such as sharing experiences, networking, telling personal stories, quizzes, handling situations, and answering questions…
