Right after President Ho Chi Minh signed the Decree (October 10, 1945) establishing the University of Letters, university education managers demonstrated a timely grasp of the training trends of the times and knew how to absorb them step by step to apply them effectively, in accordance with the country's reality when the August Revolution had just succeeded.
