2.2.1. About diploma:
Those who have a good university degree or higher or have scientific publications related to the field of study and research from the following majors can take the exam directly without having to take additional courses: Political Science; Party Building and State Administration; State Management; International Relations; Public Management; Management Science; Human Resource Management; Management Information Systems; Office Management; Labor Relations; Project Management.
Diplomas issued by foreign educational institutions must undergo recognition procedures according to current regulations of the Socialist Republic of Vietnam.
2.2.2. Regarding foreign language proficiency:
Have foreign language proficiency (English, Russian, French, German, Chinese) from level 3 or higher according to the 6-level foreign language proficiency framework for Vietnam.
Candidates who are foreign citizens must have Vietnamese proficiency at level 4 or higher according to the Vietnamese Proficiency Framework for Foreigners or have graduated from university (or equivalent level or higher) where the training program is taught in Vietnamese.
2.2.3. Other conditions:
- Have a clear personal history, not prosecuted for criminal liability;
- Be healthy enough to study;
- Meet other requirements of VNU.

4. Application procedures
4.1. Online registration for candidates registering for the exam

4.2. Submit your application directly to the University of Social Sciences and Humanities with the following details:
- List of documents to be submitted to the School includes:
+ Application form (printed from the online application portal and signed to confirm completion)
+ Copy of Citizen ID card (mandatory requirement to declare candidate and learner management data according to the regulations of the Ministry of Education and Training.
+ CV certified by the agency or local authority managing the candidate.
+ Certified copy of university diploma.
+ Certified copy of Diploma Certificate issued by the Department of Quality Management, Ministry of Education and Training (for candidates with diplomas issued by foreign educational institutions).
+ Certified copy of university transcript.
+ Certified copy of foreign language input standard certificate.
+ Certified copy of scientific research work and certificate of scientific research achievements (if any). For scientific research work, the copy must fully show the cover page, table of contents and content of the candidate's published work.
* Requirements when submitting application:
- Candidates must prepare their own application documents in accordance with the requirements in the Admission Notice.
- Application documents must be put in a document bag (paper bag), clearly stating the following information on the outside: Candidate's full name; Exam registration code (issued after successful online registration); Postgraduate application documents for the second round of 2025.
