- Based on the draft plan of tasks for the 2008-2009 academic year of the Executive Committee of the Youth Union of Hanoi National University.
- Based on the 2008-2009 academic year plan of the University of Social Sciences and Humanities.
- Based on the conditions for implementing the work contents of the 2008-2009 school year.
- Continue implementing Phase II of the campaign to study and follow the moral example of Ho Chi Minh, raising awareness and actions of union members regarding the responsibilities of the younger generation towards the school, the community, and society.
- Continue to maintain and further develop the operational model to support student union members in their studies, scientific research, and life skills.
- Maintain cultural and sports activities, and community volunteer activities with the motto: maximize the abilities and creative spirit of each member and student; strengthen the mobilization of resources outside the school into activities.
- Improve the selection and training of high-quality youth union officials, strengthen guidance and supervision of activities at the branch level, and do a good job of developing Party membership among union members, officials, and students.
Continuing research, gradually transforming and adapting to the credit-based training model, and building and promoting the image of the youth movement at the University of Social Sciences and Humanities - Vietnam National University, Hanoi.
- Thoroughly disseminate the content of the annual school year plan to each youth union branch, identifying each branch as the basis for implementing the annual school year plan.
- Coordinate and seek support from Party committees at all levels during the implementation of the school year plan.
- Improve the quality of personnel management, from the selection process to the training phase.
- Promote the core political role in the work of the Association, and strengthen the linkages in activities between the Youth Union and the Student Association.
- Develop specific criteria for evaluating emulation and reward activities, and strengthen inspection work for units.

- Based on the annual plan of the University's Youth Union and the practical conditions of each unit, the Executive Committees of the Sub-branches of the Youth Union develop and guide the sub-branches in developing and implementing their respective annual plans.
- The plans of the units should closely follow the plan of the Youth Union, and should be specific to facilitate implementation and monitoring.
- In addition to the general activities organized by the University's Youth Union, each unit should proactively and creatively develop its own specific activities that are meaningful and attract a large number of union members to participate.
- In addition to the Annual School Plan, the School Youth Union Executive Committee will issue a scoring sheet for the annual competition. We request that all sub-branches of the Youth Union pay attention and direct their respective branches to seriously implement this for the purpose of evaluating performance at the end of the school year.
- During the implementation process, units should proactively report to the Youth Union of the University so that they can provide timely support and inspection.
- In addition to the above plan, based on specific conditions, the University's Youth Union will plan to mobilize units to participate in ad hoc activities and activities organized by the Hanoi National University Youth Union, the Hanoi City Youth Union, and the Central Youth Union.
