- Based on the draft plan of tasks for the 2008-2009 school year of the Executive Committee of the Hanoi National University Youth Union.

- Based on the conditions for implementing the work contents of the 2008 - 2009 school year.
- Continue to implement phase II of the campaign to study and follow Ho Chi Minh's moral example, raising awareness and actions of union members about the responsibility of the young generation towards the School, community and society.
- Continue to maintain and develop additional operating models to support student union members in studying, scientific research and life skills.
- Maintain cultural and sports activities, volunteer activities to contribute to the community with the motto: maximize the ability and creativity of each member and student; increase the mobilization of resources outside the school for activities.
- Do a good job in selecting and training to improve the quality of the Youth Union staff, strengthen the work of training and supervising activities at the branch level, and do a good job in developing the Party among Youth Union members, cadres and students.
Continue to research, gradually transform and adapt to the credit-based training model, build and promote the image of the youth movement of the University of Social Sciences and Humanities - Vietnam National University, Hanoi.
- Thoroughly disseminate the contents of the school year plan to each branch, identifying the branch as the basis for implementing the school year plan.
- Coordinate and seek support from all levels of the Party Committee in the process of implementing the school year plan.
- Promote the quality of personnel work from the selection stage to the training process.
- Promote the core political role in the Association's work, strengthen the connection in activities between the Youth Union and the Student Association.

- Based on the school year plan of the School Youth Union, based on the practical conditions of each unit, the Executive Committee of the Youth Union branches builds and guides the branches to build and implement the school year plan of their level.
- The plans of the units need to closely follow the plans of the Youth Union and need to be specific for easy implementation and inspection.
- In addition to the general activities organized by the School Youth Union, units need to be proactive and creative in building specific activities for their units that are practical and attract a large number of union members to participate.
- In addition to the School Year Plan, the School Youth Union Executive Committee will issue a School Year Competition Score Sheet. We request that the Youth Union branches pay attention and direct their units to seriously implement it to consider competition at the end of the school year.
- During the implementation process, units need to proactively report so that the School Youth Union can have timely support and inspection plans.
- In addition to the above plan, based on specific conditions, the School Youth Union will have a plan to mobilize units to participate in unexpected activities, activities organized by the Hanoi National University Youth Union, the City Youth Union and the Central Youth Union.
