Competition plan to respond to Youth Month 2010

To practically achieve achievements to celebrate the 79th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2010); the 120th anniversary of President Ho Chi Minh's birthday; the 56th anniversary of the Dien Bien Phu victory; the 35th anniversary of the complete liberation of the South and national reunification; to welcome the 26th Party Congress of the University of Social Sciences and Humanities, the 65th anniversary of the tradition of the University of Social Sciences and Humanities, and the 1000th anniversary of Thang Long - Hanoi, the Executive Committee of the University Youth Union launched a 79-day peak emulation campaign (from March 2 to May 19, 2010) among all the youth of the University.

To practically achieve achievements to celebrate the 79th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2010); the 120th anniversary of President Ho Chi Minh's birthday; the 56th anniversary of the Dien Bien Phu victory; the 35th anniversary of the complete liberation of the South and national reunification; to welcome the 26th Party Congress of the University of Social Sciences and Humanities, the 65th anniversary of the tradition of the University of Social Sciences and Humanities, and the 1000th anniversary of Thang Long - Hanoi, the Executive Committee of the University Youth Union launched a 79-day peak emulation campaign (from March 2 to May 19, 2010) among all the youth of the University.

I. PURPOSE, MEANING

- Strengthening political and ideological education activities, ethics and lifestyle for union members and students associated with the movement of following Ho Chi Minh's moral example with the orientation of contributing to building a disciplined and civilized school environment.

- Actively promote the role of the Youth Union in encouraging and supporting union members, staff and students in studying, scientific research, professional development, contributing to improving the training quality of the School.

- Guide and inspect the peak work of building strong youth union branches and associations; movement to train union members; and develop the Party on the occasion of Youth Month.

- Encourage units to organize many cultural, sports and social activities to enrich cultural and spiritual life while demonstrating the pioneering role of the school's youth.

II. TIME

The competition lasts for 79 days, from March 2, 2010 to May 19, 2010.

III. CONTENT

1. Promote political and ideological education for union members and members to practically respond to phase II of the campaign "Studying and following Ho Chi Minh's moral example" towards building a disciplined and civilized school environment and student style of the University of Social Sciences and Humanities.

+ 100% of units continue to implement phase 2 of the campaign "Studying and following Ho Chi Minh's moral example" with attention paid to practical, specific and appropriate activities for union members and students (with detailed instructions).

+ Organize a Wall Newspaper writing contest for all branches and associations with 3 main contents: welcoming Youth Month, building a disciplined and civilized school environment; welcoming the School Party Congress and celebrating the 120th birthday of President Ho Chi Minh; welcoming the 1000th anniversary of Thang Long - Hanoi (with detailed plan).

+ Youth Union branches and associations promote the spirit and awareness of self-management, propagate and mobilize union members and students not to skip classes or classes, and not to cause disorder during class. Build civilized and polite behavior of union members and students when coming to school; preserve and protect public property, and do not litter in public places.

+ Strengthen the management of union members, grasp the ideological situation of union members; develop a union member training program with specific contents and criteria in the emulation campaign to implement well school discipline, study order, qualities and style of the school's students; promptly have forms of encouragement and rewards for union members and students with good achievements in study and work as well as discipline for union members and students who violate the rules.

2. Promote activities to encourage and support learning, scientific research, and professional development among union members.

+ Units regularly support and urge branches and associations to implement good discipline, study awareness and ensure serious exams, without cheating in exams.

+ The Youth Union and Association branches proactively organize sessions to guide scientific research methods and present a scientific report to the union members and students of the unit, especially first and second year students. Strive for each unit to organize 01 session to guide students (units are requested to note the role of the Youth Union staff in this content).

+ Each unit builds a model of professional activities focused on union members and students depending on the characteristics of each unit, encouraging units to link up to organize and establish highly effective model models.

+ Units actively support and encourage union members and students to conduct scientific research to ensure the quantity and quality of the 2010 scientific research conference. Based on the research results of the units, the Standing Committee of the School Union will select 05 typical reports (with specific selection criteria) for awards. 3. Improve the quality of union and association activities, continue to improve the form of activities suitable for credit training conditions; do a good job of introducing union members who are Party members to the Party organization for consideration and admission.

+ Ensure that 100% of Youth Union branches and sub-branches properly implement the Guidelines for Youth Union Procedures to participate in Party development work (issued by the School Youth Union Executive Committee).

+ Each Union branch has at least 01 student member recommended for consideration for admission to the Party (focusing on second and third year students).

+ Ensure that 100% of youth union branches and associations organize regular activities, have a logbook to track the number of participating members and fully record the minutes of the activities. Units proactively organize model activities according to the instructions of the School Youth Union Executive Committee.

+ Direct the Youth Union branches and the Association branches to build "Groups of active members studying and training to become Party members" from the Youth Union branches, promote the role of Party members in the common activities of the unit; organize meetings with Party members.

+ Improve the quality of Youth Union cadres: organize training for Youth Union and Association cadres to ensure that 100% of Executive Committee members of the Youth Union from the first year and above are trained in the form of specialized training or through regular activities of the Youth Union (implemented according to the instructions of the Hanoi National University Youth Union).

+ Innovate the content of activities of the Youth Union and Association branches: Ensure regular activities of the Youth Union branches with rich, suitable and quality content; use the content of the Youth Union branch activities as the basis for evaluating the set targets and plans; promote the role of outstanding members and students in the activities of the Youth Union branches.

3. Enhance cultural, sports and social activities to celebrate major holidays and important events, contributing to enriching the cultural and spiritual life of union members and students.

+ Units proactively organize cultural, artistic, sports and social activities to attract a large number of union members and students to participate in celebrating Youth Month and major holidays.

+ Outdoor cultural exchange program and Blood donation day for school staff and students (with detailed plan).

+ Organize photo exhibitions, calligraphy and wall newspapers according to themes throughout the competition (with detailed plan).

+ Units actively respond and participate in activities organized by the Youth Union and Student Association of the School as well as being mobilized to participate.

+ Strengthen effective and meaningful activities for Clubs, Groups, Teams, and Groups throughout the school according to the set goals and plans (request units to make specific proposals).

+ Organized activities must adhere to the set targets and content while ensuring human safety and maximum savings on operating costs.

IV. COMPETITION INDICATORS

100% of units fully participate in political activities and activities organized by the Youth Union and Student Association of the School.

1. For the Union level:

+ Each Union and Youth Union organizes at least 01 collective activity at the Faculty or Inter-Faculty level to celebrate Youth Month.

+ Each Union and Student Union establishes at least one regular professional activity model for union members and students.

+ Each unit introduces at least 01 member for Party admission.

2. For Branches and Associations:

+ Mobilize members to implement the policy of "Disciplined study - Serious exams".

+ 100% of youth union and association branches maintain effective regular activities.

+ 100% of youth union branches and associations participate in writing wall newspapers.

+ 100% of the youth union branches propagate and mobilize union members and students to follow school discipline and create a civilized and elegant school environment.

+ Encourage youth union branches to organize tours and picnics to historical, cultural and traditional sites of Hanoi.

3. For affiliated branches

+ Strive for each branch to introduce at least 01 outstanding member for consideration of Party admission.

+ Organize regular union activities and provide timely support to union members of your unit.

+ Organize 01 activity to celebrate youth month.

V. IMPLEMENTATION ORGANIZATION

1. Youth Union, Student Association of the School

- Develop a master plan, report to the School Party Committee and the superior Youth Union to launch and direct units to implement.

- Organize school-level activities and direct forces to participate in activities at Hanoi National University.

- Organize preliminary summary at the end of March 2010 and final summary of the competition in May 2010.

2. Union branches, Union associations and affiliated Union branches

- Based on the plan of the Youth Union and Student Association of the School, develop and implement a plan suitable to the conditions and characteristics of the unit.

- Written summary report submitted to the Office of the Youth Union and Student Union of the School before March 24, 2010.

- Written summary report submitted to the Office of the Youth Union and Student Union of the School before May 15, 2010.

3. Direction

- It is necessary to thoroughly understand the objectives and contents of the emulation campaign among the Youth Union cadres; actively propagate to the majority of union members and members to participate in the programs in the direction of linking each activity content with the hosting of a student group or a branch - association, avoiding the situation of not having a core force for each program during the organization and implementation process. The branches - associations need to assign responsibilities to the Executive Committee members in charge of each activity content.

- The School Youth Union Executive Committee strengthens the guidance on the assignment of responsibilities of each Executive Committee member in inspecting and urging the activities of the units, considering it a basic guiding measure to ensure the success of the emulation campaign.

Attention: In the contents of the emulation program, except for some concentrated activities, the remaining activities mainly take place during the self-training process of union members and students; the decisive factor for success is the dissemination and propaganda of activities, motivating union members and students to participate; assigning responsibilities among union members and students; strengthening inspection and propaganda work to promote the self-awareness and proactiveness of union members and students participating in the program.

In order for the emulation campaign to achieve the best results, we request that the members of the Youth Union Executive Committee, the School's Student Union, the Executive Committee of the Faculties' Youth Union, the affiliated Youth Unions, the Executive Board, the Board of Directors of the Clubs/Groups/Teams/Groups, and the Information Department seriously launch the plan and implement activities according to the above-mentioned contents.
