Plan for the emulation campaign in response to Youth Month 2010

To practically celebrate the 79th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2010); the 120th anniversary of President Ho Chi Minh's birth; the 56th anniversary of the Dien Bien Phu victory; the 35th anniversary of the complete liberation of the South and national reunification; and to welcome the 26th Party Congress of the University, the 65th anniversary of the tradition of the University of Social Sciences and Humanities, and the 1000th anniversary of Thang Long - Hanoi, the Executive Committee of the University's Youth Union launched a 79-day intensive emulation campaign (from March 2 to May 19, 2010) among all the youth of the University.

To practically celebrate the 79th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2010); the 120th anniversary of President Ho Chi Minh's birth; the 56th anniversary of the Dien Bien Phu victory; the 35th anniversary of the complete liberation of the South and national reunification; and to welcome the 26th Party Congress of the University, the 65th anniversary of the tradition of the University of Social Sciences and Humanities, and the 1000th anniversary of Thang Long - Hanoi, the Executive Committee of the University's Youth Union launched a 79-day intensive emulation campaign (from March 2 to May 19, 2010) among all the youth of the University.

I. PURPOSE AND SIGNIFICANCE

- Strengthen political and ideological education activities, as well as moral and lifestyle education for student union members, in conjunction with the movement to follow the moral example of Ho Chi Minh, with the aim of contributing to building a disciplined and civilized school environment.

- Actively promote the role of the Youth Union in encouraging and supporting its members, both faculty and students, in their studies, scientific research, and professional development, thereby contributing to improving the quality of education at the University.

- Providing guidance and conducting intensive inspections on building strong youth union branches and associations; the movement for training union members; and Party development during Youth Month.

- Encourage units to organize more cultural, artistic, and sports activities, as well as social activities to enrich the cultural and spiritual life, while demonstrating the pioneering and leading role of the school's youth.

II. TIME

The emulation campaign lasted for 79 days, from March 2, 2010 to May 19, 2010.

III. CONTENT

1. Strengthen political and ideological education for union members and association members in practical response to Phase II of the "Studying and Following the Moral Example of Ho Chi Minh" campaign, aiming to build a disciplined and civilized school environment and a student-style environment at the University of Social Sciences and Humanities.

+ 100% of units continue to implement phase 2 of the campaign "Studying and following the moral example of Ho Chi Minh," paying attention to practical, specific activities suitable for union members and students (with detailed guidance).

+ Organize a wall newspaper writing competition for all youth union branches and associations with 3 main themes: celebrating Youth Month and building a disciplined and civilized school environment; celebrating the School Party Congress and commemorating the 120th birthday of President Ho Chi Minh; and celebrating the 1000th anniversary of Thang Long - Hanoi (detailed plan will be provided).

+ Youth union branches and associations should uphold the spirit and awareness of self-governance, and promote and encourage union members and students not to skip classes or cause disorder during lessons. They should cultivate civilized and polite behavior among union members and students when coming to school; preserve and protect public property, and not litter in public places.

+ Strengthen the management of union members, understand the ideological situation of union members and association members; develop a training program for union members with specific content and criteria during the emulation campaign to effectively implement school discipline, study habits, qualities and style of students of the University; promptly provide encouragement and rewards to union members and students with good achievements in studies and work, as well as discipline union members and students who violate regulations.

2. Promote activities that encourage and support learning, scientific research, and professional development among union members and association members.

+ The units regularly support and encourage the youth union branches and associations to maintain good discipline, study habits, and ensure that exams are conducted seriously, without any cheating.

+ Student unions and associations should proactively organize sessions on scientific research methods and scientific report presentations for their members and students, especially first-year and second-year students. Each unit should strive to organize at least one such session for students (units are requested to pay attention to the role of the staff union in this area).

+ Each unit should develop a model of focused professional activities for its members and students, depending on the specific characteristics of each unit. Units are encouraged to collaborate to establish model programs that are highly effective.

+ Units should actively assist and encourage union members and students in scientific research to ensure both the quantity and quality of the 2010 scientific research conference. Based on the research results of the units, the Standing Committee of the University Youth Union will select 05 outstanding reports (with specific selection criteria) for awards. 3. Improve the quality of branch union and association activities, continue to refine the forms of activity suitable to the credit-based training conditions; do a good job of introducing union members who are potential Party members to the Party organization for consideration and admission.

+ Ensure that 100% of the Youth Union branches and sub-branches correctly implement the Guidelines and Procedures for Youth Union participation in Party development work (issued by the School Youth Union Executive Committee).

+ Each student union branch must have at least one student member recommended for Party membership consideration (focusing on second-year and third-year students).

+ Ensure that 100% of youth union branches and associations organize regular activities, maintain records of participating members, and keep complete minutes of all meetings. Units should proactively organize model activities according to the guidelines of the School Youth Union Executive Committee.

+ Directing the Youth Union branches and associations to establish "Groups of active Youth Union members striving to become Party members" from the branch level, promoting the role of Youth Union members who are Party members in the unit's overall activities; organizing meetings with Youth Union members who are prospective Party members.

+ Improve the quality of Youth Union officials: organize training for Youth Union and Association officials, ensuring that 100% of the Executive Committee members of the Youth Union branches from the first year onwards receive training in the form of specialized training or through regular branch meetings (following the guidelines of the Youth Union of Hanoi National University).

+ Innovate the content of branch and association activities: Ensure regular branch activities with rich, relevant, and high-quality content; use the content of branch activities as a basis for evaluating the set targets and plans; promote the role of outstanding members and students in branch activities.

3. Strengthen cultural, sports, and social activities to celebrate major holidays and important events, contributing to enriching the cultural and spiritual life of union members and students.

+ Units proactively organize cultural, artistic, sports, and social activities to attract a large number of union members and students to participate in celebrating Youth Month and commemorating major holidays.

+ Organizing outdoor cultural exchange programs and a blood donation day for faculty and students of the University (detailed plan available).

+ Organize photo exhibitions, calligraphy exhibitions, and wall posters based on themes throughout the competition period (detailed plan will be provided).

+ Units actively responded to and participated in activities organized by the Youth Union and Student Association of the University, as well as those mobilized to participate.

+ Enhance effective and meaningful activities for clubs, organizations, teams, and groups throughout the school in accordance with the set goals and plans (specific proposals are requested from each unit).

+ Activities must adhere closely to the set targets and content while ensuring personnel safety and minimizing operating costs.

IV. COMPETITION CRITERIA

100% of the units fully participated in all political activities and events organized by the Youth Union and Student Association of the University.

1. For the Inter-branch Youth Union/Inter-branch Association level:

Each Youth Union and Student Union shall organize at least one collective activity at the Faculty or Inter-Faculty level to celebrate Youth Month.

Each Youth Union branch and student union branch shall develop at least one model for regular professional activities for its members and students.

Each unit must nominate at least one Youth Union member for Party membership consideration.

2. For Youth Union Branches/Associations:

+ Encourage members to strictly adhere to the principle of "Studying with discipline - Taking exams seriously".

+ 100% of youth union branches and associations maintain regular and effective activities.

+ 100% of youth union branches and associations participated in writing wall newspapers.

+ 100% of the youth union branches propagated and mobilized union members and students to strictly adhere to school discipline and maintain a civilized and elegant school environment.

Encourage youth union branches to organize visits and excursions to historical, cultural, and traditional sites in Hanoi.

3. For affiliated Youth Union branches

+ Strive for each youth union branch to recommend at least one outstanding member for consideration for Party membership.

+ Organize regular branch meetings and provide timely support to members in your unit.

+ Organize one activity to celebrate Youth Month.

V. IMPLEMENTATION ORGANIZATION

1. Youth Union, Student Association of the School

- Develop an overall plan, report to the School Party Committee and the higher-level Youth Union to organize the launch and direct the units to implement it.

- Organize school-level activities and direct the team's participation in activities at the Hanoi National University level.

- A preliminary review will be held at the end of March 2010, and a final review of the emulation campaign will be held in May 2010.

2. Subordinate Youth Union Branches, Sub-Associations, and Branches

- Based on the plans of the Youth Union and the Student Association of the University, develop and implement a plan that is appropriate to the conditions and specific characteristics of your unit.

- Submit the preliminary report in writing to the Youth Union Office, Student Union of the University before March 24, 2010.

- The final report in writing must be submitted to the Youth Union Office of the University before May 15, 2010.

3. Guidance and direction

- It is necessary to thoroughly instill in the awareness of the Youth Union's cadres the goals and content of the emulation campaign; actively promote participation among a large number of Youth Union members and association members in the programs, linking each activity with the hosting of a student group or a branch of the Youth Union/Association, avoiding the situation where there is no core force for each program during the organization and implementation process. Branches of the Youth Union/Association should assign responsibilities to Executive Committee members to oversee each activity.

- The Executive Committee of the School's Youth Union will strengthen its guidance on assigning responsibilities to each Executive Committee member in inspecting and supervising the activities of the units, considering this a fundamental directive to ensure the success of the emulation campaign.

AttentionIn the program's contents, except for some concentrated activities, the remaining activities mainly take place during the self-training process of union members and students; the decisive factor for success is the dissemination and promotion of activities, motivating union members and students to participate; assigning responsibilities among union members and student leaders; strengthening inspection and propaganda work to promote the self-awareness and proactiveness of union members and students in participating in the program.

To ensure the campaign achieves the best results, we request that all members of the Executive Committee of the Youth Union and Student Association of the University, the Executive Committees of the Faculty's Youth Union Branches, the affiliated Youth Union Branches, and the Executive Boards and Heads of the Clubs/Teams/Groups, and the Information Department seriously launch the plan and implement activities according to the contents mentioned above.
