Excerpt from Official Dispatch No. 1500/XHNV dated August 20, 2010 announcing the Plan to organize conferences for officials and civil servants at all levels in the 2010-2011 school year.
I. Conference of staff and employees of units
1. Content+ Listen and discuss the summary report of the 2009-2010 school year and the direction for the 2010-2011 school year of the unit; + Contribute opinions to the Draft report of the Board of Directors on the implementation results of the Resolution of the Staff Conference of the 2009-2010 school year and the direction and plan for the 2010-2011 school year; + Elect delegates to attend the School Staff Conference:
- Elect at a rate of 1/2 of the total number of staff and civil servants in the payroll, labor contracts and work contracts with 12 months or more, currently present at the unit; if the balance is 01, elect 01 more delegate;
- The elected candidate must receive more than 50% of the votes and not have been disciplined at the level of reprimand or higher;
- Contract staff under 1 year attend the Staff Conference at the unit but are not eligible to run for election or be nominated.
2. TimeThe conference of staff and civil servants of each unit will take place from September 6, 2010 to September 20, 2010. Units that are prepared in time can organize it earlier.
3. Ingredients: All officers and employees in the unit.
II. School-level staff conference
1. Content+ Listen and discuss the Report of the Board of Directors on the results of implementing the Resolution of the Conference of Staff and Civil Servants in the 2009-2010 school year and the direction and plan for the 2010-2011 school year; + Report synthesizing the opinions of the units for the Draft Report of the Board of Directors on implementing the Resolution of the Conference of Staff and Civil Servants in the 2009-2010 school year and the direction and plan for the 2010-2011 school year; + Report on the School's finances; + Report of the People's Inspectorate; + Launch of emulation for the 2010-2011 school year.
2. Conference participants+ Ex-officio delegates, including: Party Secretary, Principal, Vice Principal, Chairman of the School Trade Union, Head of the People's Inspectorate, Secretary of the Ho Chi Minh Communist Youth Union of the School, Head of the Women's Union of the School; + Delegates elected from the Conference of Staff and Employees of the units.
3. Time: September 25, 2010 (Saturday)
III. Documents submitted to the School
Based on the above instructions, the units send the registration of the time to organize the Conference of Staff and Civil Servants, the Summary Report of the 2009-2010 school year and the direction of the 2010-2011 school year to the School Union Office 1 week before the Conference so that the School leaders can schedule their attendance. Within 3 days, after organizing the Conference, the units send the conference minutes and the list of delegates attending the School Staff and Civil Servants Conference to the Trade Union Office (Room 601, Building E). According to the request of Hanoi National University, from this year onwards, the School Staff and Civil Servants Conference must end before September 30 every year. Therefore, it is recommended that heads of units soon have a plan and direct the organization of the conference at the unit according to the schedule. The School Union Propaganda Department, the Political Department and Student Affairs Department coordinate to implement propaganda activities and introduce the School Staff and Civil Servants Conference for the 2010-2011 school year.
