Results of the 2008 Party Work Conference

On April 5, 2008, the Party Committee of the University of Social Sciences and Humanities held the 2008 Party Work Conference. Attending and directing the conference were Associate Professor, Dr. Pham Trong Quat, Secretary of the Party Committee of Hanoi National University, representatives of the Organizing Committee, the Propaganda Committee of the Party Committee of Hanoi National University, along with Party Committee members, the Board of Directors of the University of Social Sciences and Humanities; Party Cells, Heads of Units, Chairman of the Trade Union, Secretary of the Ho Chi Minh Communist Youth Union, Chairman of the Veterans Association, Chairman of the Student Association of the University.

The conference heard and discussed the following reports:

1. Report on the results of 19 months of implementing the Resolution of the 25th Party Congress.

The report highlighted the achievements, including:

- Regarding political and ideological work: Organize study and develop plans to implement the Resolution of the 25th Party Congress of the School, the Resolution of the 10th Party Congress and the resolutions of the 10th Central Committee, the Resolution of the 3rd National University Party Congress and the Resolution of the 14th Hanoi City Party Congress.

Organize the implementation of the campaign "Studying and following Ho Chi Minh's moral example" with specific activities: storytelling contest about Ho Chi Minh's moral example, organizing exchange sessions with veterans; Singing Contest dedicated to Him... linking the campaign's content with assigned expertise and tasks.

- Regarding personnel work:

Directed well the recruitment of staff and civil servants. Recruited 18 teaching staff and 13 administrative staff. 25 staff defended their master's theses and 12 staff defended their doctoral theses, 01 staff was awarded the title of professor and 14 staff were awarded the title of associate professor.

The number of staff with postgraduate degrees reached 78.62% (the target for 2010 is 85%); the number of staff with professor and associate professor titles reached 16.35% (the target for 2010 is 20%).

Issue regulations on training, fostering and improving professional qualifications for staff with the following contents: responsibilities of each staff member and unit head in training, fostering and improving staff qualifications; training time to achieve academic degrees and titles; reward regime.

Issue documents on guidelines for evaluating work results of cadres and civil servants; amend and supplement guidelines on emulation and reward assessment.

- Regarding professional work:

+ Training:

Directed the development and implementation of the credit-based training conversion plan; accepted 893/1001 undergraduate lecture outlines and 673 graduate lecture outlines based on credits, 60 textbooks, lectures, 17 translated documents and 12 university-level specialized documents. 85.05% of university subjects have lectures and textbooks.

Open a number of new training majors and majors, implement international-class training programs (BA in Linguistics and MA and PhD in Vietnamese History), expand 2+2 and 3+1 training cooperation with Korea and China, and train masters in Organizational Management and Child and Adolescent Psychology with Toulouse II University.

+ Student management: Implement student management well; organize dialogues between school leaders and students; establish a career counseling department for students (85 consultations have been provided). Implement student rewards and discipline well; 467 students were rewarded at all levels, the number of students disciplined decreased compared to previous years (from 0.06% to 0.04%). Consider subsidies and tuition exemptions for poor students with a total amount of 428,390,000 VND.

+ Scientific research management work:

Successfully organized 24 scientific conferences, typically the conferences: Western Philosophy in the 20th Century, the 3rd Oriental Studies, Vietnam in the Asian trade system in the 16th - 17th centuries, 100 years of Dong Kinh Nghia Thuc School...

The Student Scientific Conference was well organized, with 2 groups and 18 individuals awarded first prizes, 2 groups and 18 individuals awarded second prizes, 3 groups and 23 individuals awarded third prizes. 2 groups won third prizes at the Ministry level.

Accepted 41 VNU-level projects and 27 school-level projects and signed research contracts for 44 VNU-level projects and 36 school-level projects; currently participating in 3 state-level projects.

 

+ Foreign affairs: Signed 11 more cooperation documents with universities around the world.

- Financial and infrastructure work: Complete the school construction and development plan until 2010 and vision to 2020; plan to build a new facility in Hoa Lac and supplement and amend the internal spending regulations.

- Leadership of mass organizations: Directing the Trade Union, Youth Union, Student Association, and Veterans Association to organize well the term congress and carry out well the activities according to their functions.

- Party building work:

+ The Party Committee has issued a Conclusion on administrative reform work in the University of Social Sciences and Humanities.

+ Summarize the implementation of Resolution 21 of the 22nd Party Committee on Youth Union and student work.

+ Carry out well the work of evaluating the quality of Party organizations and Party members.

The Party Committee was recognized as a strong and clean Party Committee in 2006 and 2007; 85% of Party cells achieved the title of strong and clean Party cells and 86% of Party members were qualified to complete their tasks well, 9 Party cells and 41 Party members were awarded at all levels.

Admitted 81 new party members, including 30 cadres and 51 students (the target for the whole term is 160). Organized a class to foster awareness of the Party for 634 union members who are cadres and students.

General assessment: After 19 months of implementing the Resolution of the 25th Party Congress, the entire Party has successfully fulfilled the majority of the set targets. However, there are still some targets, especially the target on improving the quality of cadres, Party cells and units need to be more determined in implementing the set plan.

2. Report on the results of improving the quality of staff and some solutions for developing staff in the coming time.

The school's staff has remained stable in quantity and quality over the past time: the total number of staff at the school is currently 518, including 379 teaching staff and 139 administrative staff. The teaching staff with postgraduate degrees reached 78.62%, of which 32.18% were holding doctorates of science and new doctors (the target for 2010 is 85%, of which 60% have doctorates); the number of staff with professor and associate professor titles reached 16.35% (the target for 2010 is 20%).

However, the number of teaching staff is still insufficient compared to the assigned tasks; the proportion of staff with doctoral degrees and professor and associate professor titles is still low compared to the requirements of high-quality training; foreign language proficiency to meet the requirements of teaching in foreign languages ​​is still low.

To overcome the limitations in the quality of teaching staff, in the coming time it is necessary to promote the training and appropriate use of leading and leading staff and comprehensively train young staff, especially focusing on improving the proportion of PhDs and foreign language proficiency among teaching staff.

Solutions to improve the qualifications of staff: Build a team of leading and leading staff; increase the rate of qualified lecturers. Implement well the Regulations on training, fostering and management of staff and civil servants. Develop a plan to improve the professional qualifications and foreign languages ​​of staff; have priority policies, financial support and rewards for staff who strive to meet the standards.

3. Summary of one year of implementing the campaign "Studying and following Ho Chi Minh's moral example". Results achieved:

- Organize learning and develop a plan to implement the movement.

- Organize a storytelling contest about Ho Chi Minh's moral example: first prize belongs to the Faculty of Oriental Studies, second prize belongs to the Faculty of Journalism and third prize belongs to the Faculty of Management Science.

- The school was awarded second prize in the storytelling contest about Ho Chi Minh's moral example organized by Hanoi National University.

- Organize a Singing Contest to honor Him.

- Link professional activities with campaign content.

- Content and solutions to implement the campaign in 2008:

+ Content: Linking the campaign with administrative reform issues, practicing thrift, fighting corruption and waste, and competing in "Teaching well, Learning well".

+ Solution: Party cells and units integrate the content of the movement into the content of monthly Party cell and unit activities; evaluate Party members, cadres and students implementing the movement by evaluating the effectiveness of work and training.

4. Provide guidance on Party work for Party cell committees

The conference discussed and agreed with the report of the Party Committee Standing Committee, and expressed its determination to well implement the Resolution of the 25th Party Congress, especially the work of improving the quality of cadres, and at the same time well organize and implement the campaign "Studying and following the moral example of Ho Chi Minh".
