Results of the 2008 Party Work Conference

On April 5, 2008, the Party Committee of the University of Social Sciences and Humanities held its 2008 Party Work Conference. Attending and directing the conference were Assoc. Prof. Dr. Pham Trong Quat, Secretary of the Party Committee of Vietnam National University, Hanoi; representatives from the Organization and Propaganda Departments of the Party Committee of Vietnam National University, Hanoi; and members of the Party Committee, the Board of Directors of the University of Social Sciences and Humanities; Party Committee members of the branches; heads of units; the Chairman of the Trade Union; the Secretary of the Ho Chi Minh Communist Youth Union; the Chairman of the Veterans Association; and the Chairman of the Student Association of the University.

Results of the 2008 Party Work Conference

On April 5, 2008, the Party Committee of the University of Social Sciences and Humanities held its 2008 Party Work Conference. Attending and directing the conference were Assoc. Prof. Dr. Pham Trong Quat, Secretary of the Party Committee of Vietnam National University, Hanoi; representatives from the Organization and Propaganda Departments of the Party Committee of Vietnam National University, Hanoi; and members of the Party Committee, the Board of Directors of the University of Social Sciences and Humanities; Party Committee members of the branches; heads of units; the Chairman of the Trade Union; the Secretary of the Ho Chi Minh Communist Youth Union; the Chairman of the Veterans Association; and the Chairman of the Student Association of the University.

The conference heard and discussed the following reports:

1. Report on the results of 19 months of implementing the Resolution of the 25th Party Congress..

The report highlighted the achievements, including:

- Regarding political and ideological work: Organizing study sessions and developing plans for implementing the Resolution of the 25th Party Congress of the University, the Resolution of the 10th Party Congress and resolutions of the 10th Central Committee, the Resolution of the 3rd Party Congress of Vietnam National University, Hanoi, and the Resolution of the 14th Party Congress of Hanoi City.

The organization implemented the campaign "Studying and following the moral example of Ho Chi Minh" with specific activities: storytelling competitions about Ho Chi Minh's moral example, organizing exchange sessions with veterans; the "Singing in Honor of Him" ​​competition... linking the content of the campaign with the assigned professional duties and tasks.

- Regarding personnel matters:

The recruitment of staff and officials was well-managed. Eighteen teaching staff and 13 administrative staff were recruited. 25 staff members defended their master's theses and 12 defended their doctoral dissertations; one staff member was appointed professor and 14 staff members were appointed associate professor.

The number of staff with postgraduate degrees reached 78.62% (the target for 2010 was 85%); the number of staff with professor or associate professor titles reached 16.35% (the target for 2010 was 20%).

The regulations on training, professional development, and upgrading the professional skills of staff members are issued, including: the responsibilities of each staff member and unit head in the training, professional development, and upgrading of staff skills; the training time required to achieve academic degrees and titles; and the reward system.

Issued guidelines for evaluating the work performance of officials and employees; revised and supplemented guidelines for awarding commendations and prizes.

- Regarding professional work:

+ Training activities:

Directed the development and implementation of the credit-based training conversion plan; 893 out of 1001 undergraduate lecture outlines and 673 postgraduate lecture outlines under the credit system have been approved, along with 60 textbooks and lectures, 17 translated documents, and 12 specialized undergraduate documents. 85.05% of undergraduate courses now have lectures and textbooks.

Opening several new majors and specializations, implementing world-class training programs (Bachelor of Linguistics and Master's and PhD degrees in Vietnamese History), expanding 2+2 and 3+1 training partnerships with South Korea and China, and offering Master's degrees in Organizational Management and Child and Adolescent Psychology with the University of Toulouse II.

+ Student Management: Effectively managed students; organized dialogues between school leaders and students; established a career counseling department for students (provided counseling for 85 students). Effectively implemented student awards and disciplinary measures; 467 students received awards at various levels, and the number of students disciplined decreased compared to previous years (from 0.06% to 0.04%). Provided subsidies and tuition fee reductions for underprivileged students totaling 428,390,000 VND.

+ Scientific research management:

The organization successfully held 24 scientific conferences, notably: Western Philosophy in the 20th Century, the 3rd Oriental Studies Conference, Vietnam in the Asian Trade System in the 16th-17th Centuries, and the 100th Anniversary of the Dong Kinh Nghia Thuc School...

The student scientific conference was well organized, with 2 groups and 18 individuals awarded first prize, 2 groups and 18 individuals awarded second prize, and 3 groups and 23 individuals awarded third prize. Two groups also received third prize at the ministerial level.

The department has completed the acceptance of 41 projects at the Vietnam National University level and 27 projects at the university level, and signed research contracts for 44 projects at the Vietnam National University level and 36 projects at the university level; it is currently participating in 3 state-level projects.

 

+ External relations: Signed 11 additional cooperation agreements with universities around the world.

- Financial and infrastructure work: Completed the school's construction and development plan up to 2010 and the vision for 2020; developed a plan for building a new facility in Hoa Lac and supplemented and revised the internal expenditure regulations.

- Leadership of mass organizations: Directing the Trade Union, Youth Union, Student Association, and Veterans Association to successfully organize their term congresses and effectively implement activities according to their functions.

- Party building work:

The Party Committee has issued a Conclusion on administrative reform work in the University of Social Sciences and Humanities.

+ Summary of the implementation of Resolution 21 of the Party Committee of the 22nd term on Youth Union work and student affairs.

+ Effectively carry out the assessment of the quality of Party organizations and Party members.

The Party Committee was recognized as a clean and strong Party Committee in 2006 and 2007; 85% of the Party branches achieved the title of clean and strong Party branches, and 86% of Party members were qualified and performed their duties well. Nine Party branches and 41 Party members received commendations at various levels.

Eighty-one new party members were admitted, including 30 officials and 51 students (the target for the entire term was 160). A training course on Party awareness was organized for 634 union members, including officials and students.

Overall assessment: After 19 months of implementing the Resolution of the 25th Party Congress, the entire Party Committee has successfully achieved the vast majority of the set targets. However, there are still some targets, especially those related to improving the quality of the cadre, where Party branches and units need to be more resolute in implementing the planned objectives.

2. Report on the results of improving the quality of the staff and some solutions for developing the staff in the future..

The school's staff has remained stable in both quantity and quality over the past period: the total number of staff is currently 518, including 379 teaching staff and 139 administrative staff. 78.62% of the teaching staff hold postgraduate degrees, with 32.18% holding doctorates (the target for 2010 was 85%, with 60% holding doctorates); 16.35% of the staff hold professor or associate professor titles (the target for 2010 was 20%).

However, the number of teaching staff is still insufficient compared to the assigned tasks; the proportion of staff with doctoral degrees and professorships/associate professorships is still low compared to the requirements of high-quality training; and the level of foreign language proficiency required for teaching in a foreign language is still low.

To overcome the limitations in the quality of the teaching staff, in the coming period it is necessary to promote the training and rational utilization of leading and specialized staff, and to strengthen the comprehensive training of young staff, especially focusing on increasing the proportion of PhD holders and foreign language proficiency among the teaching staff.

Solutions to improve the qualifications of staff: Build a team of leading and specialized staff; accelerate the rate of lecturers meeting standards. Effectively implement regulations on training, professional development, and management of staff and civil servants. Develop a plan to improve the professional skills and foreign language proficiency of staff; have preferential policies, financial support, and rewards for staff who strive to meet standards.

3. Summary of one year of implementing the campaign "Studying and following the moral example of Ho Chi Minh"Results achieved:

- Organize learning sessions and develop plans for implementing the campaign.

- A storytelling competition about the moral example of Ho Chi Minh was held: first prize went to the Faculty of Oriental Studies, second prize to the Faculty of Journalism, and third prize to the Faculty of Management Science.

- The school was awarded second prize in the storytelling competition about the moral example of Ho Chi Minh, organized by Hanoi National University.

- Organize a singing contest dedicated to the Leader.

- Integrate professional activities with the content of the campaign.

- Content and solutions for implementing the campaign in 2008:

+ Content: Linking the campaign to administrative reform, practicing thrift, combating corruption and waste, and promoting the "Teaching well, Learning well" emulation movement.

+ Solution: Party branches and units should integrate the campaign's content into their monthly branch and unit meetings; evaluate party members, cadres, and students' participation in the campaign in conjunction with assessing their work performance and self-improvement.

4. Guidance on Party work for Party committees at the branch level.

The conference discussed and agreed with the report of the Standing Committee of the Party Committee, and expressed its determination to effectively implement the Resolution of the 25th Party Congress, especially the work of improving the quality of the cadre team, and at the same time organize the effective implementation of the campaign "Studying and following the moral example of Ho Chi Minh".
