On November 20, 2018, Professor Pham Quang Minh (Rector of the University of Social Sciences and Humanities) received and worked with a delegation from National Dong Hwa University (Taiwan, China) led by Professor Ma Yuan-Ying (Faculty of Physics, University of Management). Also present were representatives from the Faculty of Tourism Studies, Faculty of Oriental Studies, Faculty of Management Science, Faculty of Linguistics, Faculty of Vietnamese Studies and Vietnamese Language, and the Office of Cooperation and Development.

During the meeting, Professor Pham Quang Minh stated that the University of Social Sciences and Humanities and National Tung Hwa University signed a memorandum of understanding in March 2018. Based on this, the Rector proposed that the two sides cooperate through activities such as student and trainee exchanges via joint programs and short-term courses; organizing scientific conferences on topics related to Vietnam-Taiwan relations; and conducting joint research.

In response, Professor Ma Yuan-ying expressed his gratitude for the warm welcome from the University of Social Sciences and Humanities. He highly appreciated the cooperation ideas of Professor Pham Quang Minh. He added that National Tung Hwa University is currently establishing a Vietnam-Taiwan Research Center and has invited Professor Hoang Ba Thinh (Center for Gender, Population, Environment and Social Issues Research, University of Social Sciences and Humanities) to be the center's director. He also introduced two programs: the Taiwan Experiential Education Program (TEEP) for student interns and the Elite Education Scholarship (VEST 500) for Vietnamese graduate students and researchers.

Professor Pham Quang Minh expressed his hope that the Vietnam-Taiwan Research Center would soon become a hub for academic exchange and a bridge for cooperation between the two universities. The university will support the training of Taiwanese lecturers in Vietnamese to serve the Center's activities. The university also committed to nominating suitable candidates for the two programs proposed by Professor Ma Yuan-Ying.

Professor Pham Quang Minh receives a commemorative gift from Professor Ma Vien Vinh.

National Tung Hwa University was officially established in July 1994 and currently comprises eight colleges offering 38 undergraduate programs and 56 master's and doctoral programs. The university ranks third in Taiwan for its broad range of academic disciplines, including science, engineering, design, environment, law, arts, social sciences, marine science, music, and business.
