2. Objectives of the training program(General objectives, specific objectives)
2.1. General Objectives
The Master's program in Information and Library Science equips students with comprehensive and up-to-date knowledge, skills, and attitudes in Information and Library Science, so that upon graduation, they become high-quality human resources. These graduates possess a strong grasp of the theoretical aspects of the field, high practical skills, and the ability to work independently and creatively. They are capable of quickly identifying and scientifically solving problems within their specialized field.
2.2. Specific Objectives
The Master's program in Information Science aims to equip students with the following knowledge, skills, competencies, and research capabilities upon graduation:
2.2.1. Regarding knowledge:
This course equips students with the core theories, principles, and professional techniques of modern Information and Library Science in selecting, collecting, supplementing, and developing information resources; processing, analyzing, synthesizing, storing, preserving, and organizing the creation of modern information and library products and services. It provides knowledge and methods for evaluating the current state of operations within a unit and proposing solutions to improve the quality and efficiency of its work. Students also gain knowledge of modern information and library management software and learn how to assess its quality, as well as methods for identifying, selecting, implementing, and applying modern technologies to practical professional activities and research methods in Information and Library Science.
2.2.2. Regarding skills:
The program equips students with operational skills in developing information resources, cataloging, content processing, organizing storage and preservation, designing and building modern information products and services, and libraries to serve diverse information users. Simultaneously, it will equip students with skills in comparing specialized information products and services, management, leadership, and decision-making for rapid problem-solving; and skills in evaluating and organizing research and teaching in the field of Information Science.
2.2.3. Regarding capabilities:
The training program will equip learners with the confidence to proactively perform well in all positions within information and library agencies: They will be able to guide the operations of all types of information and library agencies towards modernization: analyzing and designing systems, identifying functions and tasks, and building organizational structures and management models based on automation. They will be capable of sharing and collaborating with domestic and international partners in their specialized field. They will also be able to teach Information Science effectively in universities and colleges.
2.2.4. Regarding research:
The training program will equip learners with scientific thinking methods; methods for conducting scientific research in information and library science. They will learn how to select research problems that are theoretically and practically urgent. They will also learn how to evaluate new and advanced achievements in information and library science worldwide and apply them appropriately to Vietnam. The program will provide them with sufficient knowledge to orient their research in the field in line with the Party and State's policies and guidelines on socio-economic development in general and information and library science in particular during the period of industrialization and modernization of the country.
2.2.5. Regarding moral qualities
The training program aims to help learners cultivate and develop personal, professional, and social ethical qualities, including: honesty, seriousness, respect for others and self-respect, a proactive and ambitious attitude, responsibility in work, initiative, independence, and creativity, responsibility to the community, adherence to the law and the ability to protect the truth, support for innovation and progress; and always thinking and acting towards the goal of scientifically organizing and effectively controlling information and library activities for the overall development of the unit.
3. Admission Information
3.1. Entrance Examination Subjects
- Foreign Language: Choose one of five languages: English, Russian, French, German, or Chinese.
3.2. Eligibility Criteria
Applicants for the Master's program in Information Science, specializing in Information and Library Science, must have a clean personal record and not currently be under criminal investigation.
3.2.1. Regarding qualifications
- Possess a university degree in the relevant field (Information Science) or a related field such as Library Science;
- Or have a university degreerelated industryFor the Information Science major, students have completed supplementary courses to achieve a level equivalent to a university degree in Information Science, including: Archival Studies; History; Museology; Publishing; Journalism, International Communication; Public Relations; Cultural Studies; Cultural Management; Office Administration; Management Information Systems; and Management Science.
3.2.2. Regarding work experience
+ Individuals with a university degree in a field directly related to or suitable for the chosen major and with a GPA of "good" or higher are eligible to take the exam immediately after graduation;
+ Individuals with a university degree in the same or a related field as the registered major, but with an average GPA, must have at least one year of work experience in a professional field relevant to the registered major (calculated from the date of the university graduation certificate to the date of the exam);
+ Applicants must possess a university degree in a related field, have at least one year of work experience in a field related to information and library science (including those with a GPA of "good" or higher), and have completed a supplementary knowledge program prescribed by the University of Social Sciences and Humanities (24 credits).
3.3. List of suitable and closely related fields of study permitted for training.
3.3.1. Suitable fields
A university degree is defined as a field of study that is compatible with a master's degree program if it shares the same name in the Level IV Master's Degree Education and Training Catalog, or if the undergraduate programs of these two fields differ by less than 10% in both content and duration of study (total number of class hours or credit units of the subject area).

3.3.2. Related Industries
A university degree is defined as a field closely related to the master's degree program, provided they belong to the same group of disciplines in the Vietnamese Education and Training Catalog, Level III (except as otherwise stipulated in Clause 1 of this Article), or the undergraduate programs of these two fields differ by 10% to 40% in both content and duration of study of the subject matter (total number of class hours or credit units of the subject matter).
