1. Purpose and research objects of the thesis

-Research purpose

Clarifying the policies and directions of the Hanoi Party Committee on leading Hanoi's foreign economic affairs from 1986 to 2006; pointing out the achievements, limitations, and causes of limitations in the leadership of the City Party Committee; on that basis, drawing some valuable experiences for reference for other cities in the country when leading foreign economic affairs.

-Research object

Policies and directions of the Hanoi Party Committee on foreign economic affairs from 1986 to 2006.

2. Research methods used

Based on the general theoretical basis of Marxism - Leninism, to complete the research purpose and tasks, the thesis widely uses universal methods of historical science such as: historical method, logical method and closely combines those two methods, at the same time also uses a number of other methods such as: analysis, synthesis, comparison, statistics, comparison... The above methods are applied appropriately to each content of the thesis.

3. Main results and conclusions

3.1. Main results

One is, systematize, analyze, clarify the viewpoints, policies and foreign economic guidance process of Hanoi Party Committee from 1986 to 2006; thereby, objectively and scientifically reconstruct the picture of Hanoi's foreign economic from the beginning of renovation to 2006.

Two is, drawing experiences on the leadership of the Hanoi Party Committee in foreign economic leadership based on achievements, limitations and causes of limitations from 20 years of practice in foreign economic leadership.

Three is, the thesis can be used as a document for research on related issues.

3.2. Conclusion

Research the topic“Hanoi City Party Committee led foreign economic affairs from 1986 to 2006”, the thesis draws some conclusions as follows:

1. The thesis clarifies the factors affecting the planning and direction of Hanoi's foreign economic affairs by the Hanoi Party Committee in the period from 1986 - 1996 and 1996 - 2006. Hanoi is the capital of Vietnam - "the nerve center of politics, economics, culture, science and technology and international transactions of the whole country", with many potentials and advantages for developing foreign economic affairs. From 1986 to 2006, in addition to internal factors, the development of Hanoi's foreign economic affairs was directly and deeply affected by external factors. The above factors created driving forces but also posed urgent requirements for the Hanoi Party Committee in leading the development of foreign economic affairs.

2. Implementing the Party's guidelines and policies on foreign economic development, in the years 1986 - 2006 through two periods 1986 - 1995 and 1996 - 2006, the Hanoi Party Committee has led the step-by-step innovation, expansion and improvement of foreign economic efficiency, determined to successfully implement the goal of becoming "a political, cultural and scientific-technical nerve center, and at the same time a major economic center and international transaction center of the whole country". It is a long-term process of thinking about foreign economic development from incomplete to gradually complete in the leadership of foreign economic development of the Hanoi Party Committee.

3. The thesis has summarized the achievements, drawn out the limitations and causes leading to the limitations in the leadership of the Hanoi Party Committee on Hanoi's foreign economic affairs from 1986 to 2006. Besides the advantages, Hanoi City Party Committee cannot avoid limitations and disadvantages such as:One is, the process of planning policies on foreign economic development sometimes fails to keep up with changes in reality;Two isIn the process of leading and directing foreign economic activities, there are still many shortcomings and limitations that are slow to be overcome and resolved;Three isIn general, foreign economic activities are not yet commensurate with the development potential of the capital. These limitations stem from two groups of objective and subjective causes, of which subjective causes are the main ones.

4. The thesis draws some important experiences such as: 1) Raising awareness of the importance of foreign economic relations for Hanoi's economic development; 2) Improving the leadership capacity of the City Party Committee, the effectiveness of State management of foreign economic activities; 3) Focusing on developing foreign economic relations associated with international economic integration, closely combining the domestic market with the international market; 4) Promoting the effectiveness of foreign affairs work to serve foreign economic activities; 5) Strengthening measures to improve competitiveness to promote foreign economic development.

Secondly, drawn lessons from the leadership of the Hanoi Party Committee in the foreign economic relations based on the achievements, limitations and causes of restriction from the practice of 20 years leading foreign economic relations.

Third, the thesis can be used as a document for researching related issues.

3.2.Conclusion

Studying the topic of "Hanoi Party Committee leading international economic relations from 1986 to 2006", the thesis draws some conclusions as follows.:

1. The thesis clarifies the factors involving the Hanoi Party Committee's planning and directing of Hanoi's foreign economic relations in the period 1986 - 1996 and 1996 - 2006. Hanoi is the capital of Vietnam - the center of political, economic, cultural, scientific and technical and international transactions of the country", having many potentials and advantages for the development of foreign economic relations. It is a process of developing long-term foreign economic relations from incomplete to gradually improvement in leading the foreign economic development by the Hanoi Party Committee..

3. The thesis outlines the achievements, drawbacks and causes that led to the restriction of the leadership of the Hanoi Party Committee in the foreign economic relations of Hanoi from 1986 to 2006. In leadership practice in the years 1986 - 2006, the Hanoi Party Committee has made important achievements: first, the Party Committee has become increasingly aware of the position and role of the foreign economic relations for the socio-economic development of the capital; Secondly, the views and policies of the Party Committee in foreign economic affairs have been improved and improved. Thirdly, the policy of the Party Committee of Hanoi has created conditions for foreign economic activities to develop and at the same time develop some key areas; Fourthly, the guideline and direction of foreign economic development by the Party Committee has guaranteed the general principles of the Party on independence and independence in international economic cooperation.
