1. Purpose and scope of the thesis

-Research objectives

This study clarifies the policies and directives of the Hanoi City Party Committee regarding Hanoi's leadership in foreign economic relations from 1986 to 2006; identifies the achievements, limitations, and causes of limitations in the leadership of the City Party Committee; and, based on this, draws some valuable lessons for other cities nationwide to learn from when leading foreign economic relations.

2. Research methods used

Based on the general theoretical foundation of Marxism-Leninism, to achieve the research objectives and tasks, the dissertation extensively utilizes universal methods of historical science such as: the historical method, the logical method, and closely combines these two methods. It also employs other methods such as: analysis, synthesis, comparison, statistics, and contrast. These methods are applied appropriately to each content area of ​​the dissertation.

3. Main results and conclusions

3.1. Main results

First,This study systematizes, analyzes, and clarifies the viewpoints, policies, and guidance process of the Hanoi Party Committee's foreign economic relations from 1986 to 2006; thereby objectively and scientifically reconstructing the picture of Hanoi's foreign economic relations from the beginning of the Doi Moi (Renovation) period to 2006.

SecondThis study draws lessons from the Hanoi Party Committee's leadership in foreign economic relations, based on the achievements, limitations, and causes of those limitations from 20 years of practical experience in leading foreign economic relations.

Third isThe thesis can then be used as a document to support research on related issues.

3.2. Conclusion

Research topic"The Hanoi City Party Committee led foreign economic relations from 1986 to 2006."The thesis draws the following conclusions:

1. This thesis clarifies the factors influencing the planning and direction of Hanoi's foreign economic relations by the Hanoi Party Committee during the periods from 1986-1996 and 1996-2006. Hanoi, as the capital of Vietnam – the "political, economic, cultural, scientific, technical, and international trade center of the entire country" – possesses significant potential and advantages for developing foreign economic relations. From 1986 to 2006, in addition to internal factors, the development of Hanoi's foreign economic relations was directly and profoundly affected by external factors. These factors created impetus but also presented the Hanoi Party Committee with urgent requirements for leading the development of foreign economic relations.

2. Implementing the Party's guidelines and policies on developing foreign economic relations, during the years 1986-2006, spanning two phases (1986-1995 and 1996-2006), the Hanoi City Party Committee led the gradual renewal, expansion, and improvement of the effectiveness of foreign economic relations, determined to achieve success in becoming "the central hub for politics, culture, and science and technology, as well as a major economic center and international trading center of the whole country." This represents a long process of thinking about the development of foreign economic relations, from incomplete to gradually perfected, in the leadership of the Hanoi City Party Committee's foreign economic development.

3. The thesis has summarized the achievements, identified limitations, and identified the causes of these limitations in the leadership of the Hanoi Party Committee regarding Hanoi's foreign economic relations from 1986 to 2006. Besides its strengths, the Hanoi City Party Committee is not without its limitations and shortcomings, such as:First,The process of formulating policies on foreign economic development sometimes fails to keep pace with changing realities;SecondDuring the leadership and direction of foreign economic activities, there were sometimes shortcomings and limitations that were slow to be addressed and resolved;Third isOverall, foreign economic activities are still not commensurate with the development potential of the capital city. These limitations stem from two groups of causes: objective and subjective, with subjective causes being the main ones.

4. The thesis draws several important lessons learned, including: 1) Raising awareness of the importance of foreign trade for Hanoi's economic development; 2) Enhancing the leadership capacity of the city's Party Committee and the effectiveness of state management of foreign trade activities; 3) Focusing on developing foreign trade in conjunction with international economic integration, closely integrating domestic and international markets; 4) Maximizing the effectiveness of foreign affairs work to serve foreign trade activities; 5) Strengthening measures to improve competitiveness to promote the development of foreign trade.

Firstly,the thesis has systematized, analyzed and clarified the views, guidelines and processes of leading foreign economic relations of the Hanoi Party Committee from 1986 to 2006; Thus, objectively and scientifically reconstructing the foreign economic relations of Hanoi from the beginning of renovation to 2006.

Northeast, drawn lessons from the leadership of the Hanoi Party Committee in the foreign economic relations based on the achievements, limitations and causes of restriction from the practice of 20 years leading foreign economic relations.

3. The thesis outlines the achievements, drawbacks and causes that led to the restriction of the leadership of the Hanoi Party Committee in the foreign economic relations of Hanoi from 1986 to 2006. In leadership practice in the years 1986 - 2006, the Hanoi Party Committee has made important achievements: first, the Party Committee has become increasingly aware of the position and role of the foreign economic relations for the socio-economic development of the capital; Secondly, the views and policies of the Party Committee in foreign economic affairs have been improved and improved.
