1. Purpose and research objects of the thesis
The thesis aims at two main objectives:
- Identify policy issues for managing people's archives in Vietnam
- Propose initial solutions to policy problems
For that purpose, the thesis focuses on the main subjects including:
- Current policies and laws on people's archives
- Policy issues to be addressed and possible solutions that can be implemented in the coming time
2. Research methods used:
To collect data for the thesis's arguments and evidence, the author used the following methods:
- Text synthesis: This method is used to synthesize, compare and analyze the content of current policy and legal documents on people's archives to identify policy issues that have been and are being resolved, inadequacies and conflicts between policy documents and predict possible risks due to those inadequacies.
- Sociological survey: over 300 citizens and 40 archival managers answered the survey on the contents related to the thesis topic. The data collected from this survey was used to initially collect opinions from the main subjects affected by the people's document management policy as a basis for developing policy solutions.
- Case studies: three in-depth case studies and several other cases are used as examples to illustrate the trends and current status of archives management among the people; these cases are studied through the study of documents such as books, articles on the cases, memoirs of case witnesses, direct observations of the cases and personal interviews of case characters.
- Group interviews through conferences, workshops and individual in-depth interviews: through conferences and workshops, some key issues of the thesis were sent to relevant subjects such as managers and researchers, leading to necessary debates so that multi-dimensional opinions could be raised, adding more data to the thesis's conclusions; in-depth interviews helped clarify the views and approaches of owners and managers on the predictions that will be presented in the thesis.
3. Main results and conclusions
3.1. Main results
With some of the above methods, the thesis has achieved the following basic results:
- Build a basic theoretical framework on the concept and characteristics of people's archives;
- Demonstrate the lack of consistency, overlap and lack of coherence of current policies and laws on people's archives;
- Identify the consensus and disagreement in the views of managers and owners of people's archives.
- Develop a number of basic policy solutions, including both long-term and temporary solutions in Vietnam's current policy environment, with reference to international experience.
3.2. Conclusion
With some of the above methods, the thesis has proven and solved the following problems:
- The policy issue that needs to be addressed for people's archives is to synchronize the legal system with feasible solutions towards unifying goals and sharing resources.
- The core solution of the policy on managing people's archives is to build a mechanism that allows many social components to participate in managing people's archives while still ensuring the role of state archives in monitoring and managing documents that are meaningful to the Nation - People.
