Based on clarifying some theoretical issues regarding the development of ethics among People's Public Security officers, and assessing the current state of the ethical development process, this dissertation identifies directions and proposes key solutions for building a clean and strong ethical code among People's Public Security officers to meet the requirements of the current period.

3.1. Main results

- Contributing to affirming the theoretical and methodological values ​​of Marxism-Leninism and Ho Chi Minh Thought on ethics and moral development.

- Clarifying the meaning of the concept of ethics, building the ethics of police officers, and the contents of building the ethics of police officers; theoretical contents regarding the laws and factors affecting the ethics of police officers.

- Assessing the current state of ethical development among police officers, identifying challenges, and proposing directions and solutions for building a clean and strong ethical code for police officers.

3.2. Conclusion

-This dissertation does not aspire to specialize in the issue of ethics, but rather relies on the core viewpoints and scientific methodology of Marxism-Leninism and Ho Chi Minh Thought as the theoretical and methodological basis for approaching and researching the issue of building ethics for the People's Public Security force.

- The thesis addresses the issue of building the ethics of the People's Public Security force, drawing upon and refining research findings from both domestic and international works, within and outside the People's Public Security sector, identifying theoretical and practical issues that need to be resolved in its research.

- This dissertation does not study the development of ethics for police officers from the perspective of organizational science or force-building science, but rather approaches it from the perspective of philosophical and ethical science. From a theoretical standpoint, the dissertation clarifies the meaning of the concept of ethics and the development of ethics for police officers, highlighting the importance of ethics and the development of ethics for revolutionary police officers. Developing the ethics of police officers has become a vital issue to ensure a clean, strong, professional, elite, and progressively modernized police force.

- Theoretically, the thesis analyzed and summarized the basic requirements and content of building the ethics of the People's Police. Due to the nature of the profession, the thesis identified six standards for building the ethics of the People's Police and analyzed the laws governing the impact of various factors on the process of building the ethics of the People's Police.

- The dissertation examined the process of building the ethics of the People's Public Security Force since its establishment, especially the development of ethics during more than 30 years of reform. The dissertation affirms that the process of building the ethics of the People's Public Security Force has achieved important, fundamental, and solid results, thanks to which the People's Public Security Force has continuously matured and grown stronger as it is today.

-The dissertation analyzed and clearly identified the issues raised as dialectical contradictions that need to be resolved. Based on that, the dissertation proposed three general directions based on strategic orientation principles and five main solutions to build a truly clean, strong, professional, elite, and progressively modern People's Public Security force, meeting the requirements of protecting security and order in the current new revolutionary period.

- The thesis does not have ambition on discussing morality in particular, but uses the core viewpoints, the scientific methodology of Marxism-Leninism and Ho Chi Minh's thought as theoretical and methodological basis to approach and research issues of moral development for People's police officers.

- Issues of moral development for People's police officers are inherited and refined from findings of domestic and foreign research works, inside and outside the People's Public Security sector, identifying the theoretical and practical issues that need to be addressed in the research.

- The thesis does not research moral development for People's police officers from the science of organizing or building People's Public Security force, but approaches from the perspective of science of philosophy – morality. From theoretical perspective, the thesis has clarified the concept of morality and moral development for People's police officers, specifying the importance of morality and moral development for revolutionary police officers. Moral development for People's police officers becomes a vital issue to ensure that the People's Public Security force is transparent, strong, formal, elite and step by step modern.
