- Purpose of the thesis.

On the basis of clarifying some theoretical issues on building the ethics of the People's Police, assessing the current status of the process of building the ethics of the People's Police, the thesis determines the direction and proposes the main solutions to build the ethics of the People's Police to be clean and strong to meet the requirements of the current stage.

Research object: Building ethics of People's Police in the current period.

2. Research methods used

Research methods: The thesis is carried out on the basis of using different research methods such as analysis and synthesis, history and logic, comparison, expert, sociological investigation, abstraction, typification, generalization, seminar, discussion, document research, expert interviews, etc.

3. Main results and conclusions

3.1. Main results

- Contribute to affirming the theoretical and methodological values ​​of Marxism-Leninism, Ho Chi Minh's thought on ethics and moral building.

- Clarify the concept of ethics, building ethics for police officers and the contents of building ethics for police officers; theoretical contents on the regularity and factors affecting ethics for police officers.

- Assess the current status of building public security ethics and issues raised and propose directions and solutions to build clean and strong public security ethics.

3.2. Conclusion

-The thesis does not have the ambition to discuss specifically the issue of ethics, but is based on the core viewpoints and scientific methodology of Marxism-Leninism and Ho Chi Minh's thought as the theoretical and methodological basis to approach and research the issue of building ethics for the People's Public Security.

- The issue of building the ethics of the People's Public Security, the thesis inherits and distills from the research results of domestic and foreign works, in and outside the People's Public Security sector, identifying theoretical and practical issues that need to be solved in its research.

- The thesis does not study the building of public security officers' ethics from organizational science or the science of building public security forces, but approaches it from philosophical and ethical science. From a theoretical perspective, the thesis has clarified the connotation of the concept of ethics and building public security officers' ethics, and pointed out the importance of ethics and building public security officers' ethics. Building public security officers' ethics has become a vital issue to ensure a clean, strong, disciplined, elite, and gradually modern public security force.

- In terms of theory, the thesis has analyzed and generalized the basic requirements and contents of building the ethics of the People's Public Security. Due to the regulations of the profession and the ethics of the People's Public Security, the thesis has identified 6 standards to build the ethics of the People's Public Security and at the same time analyzed the regularity of the impacts of factors on the process of building the ethics of the People's Public Security.

- The thesis has examined the process of building the ethics of the People's Public Security Forces since the establishment of the Public Security Force, especially the building of the ethics of the People's Public Security Forces in more than 30 years of renovation. The thesis affirms that the process of building the ethics of the People's Public Security Forces has achieved important, fundamental, and solid results, thanks to which the People's Public Security Forces have continuously grown and developed as they are today.

-The thesis has analyzed and pointed out the issues raised as dialectical contradictions that need to be resolved. On that basis, the thesis proposes 3 general directions with the principles of strategic orientation and 5 main solutions to build a truly clean, strong, disciplined, elite, and gradually modernized public security force, meeting the requirements of the task of protecting security and order in the current new revolutionary period.

Research objective: Moral development for People's police officers at present stage.

Research methods: The thesis is executed on the basis of using different methods such as analysis and synthesis, history and logic, comparativeness, expert, sociological investigation, abstraction, typification, generalization, seminar, talk show, document research, expert interviews, etc.

- Contribute to affirm the theoretical and methodological values ​​of Marxism-Leninism and Ho Chi Minh's thought on morality and moral development.

- Clarify the connotation of morality, moral development for People's police officers and contents of moral development for People's police officers; theoretical contents of regularity, factors affecting moral development for People's police officers.

- Assess the practical situation of moral development for People's police officers as well as issues posed and suggested orientations and solutions to develop strong and transparent morality for People's police officers.

3.2. Conclusions

- The thesis does not have ambition on discussing morality in particular, but uses the core viewpoints, the scientific methodology of Marxism-Leninism and Ho Chi Minh's thought as theoretical and methodological basis to approach and research issues of moral development for People's police officers.

- Issues of moral development for People's police officers are inherited and refined from findings of domestic and foreign research works, inside and outside the People's Public Security sector, identifying the theoretical and practical issues that need to be addressed in the research.

- The thesis does not research moral development for People's police officers from the science of organizing or building People's Public Security force, but approaches from the perspective of science of philosophy – morality. From theoretical perspective, the thesis has clarified the concept of morality and moral development for People's police officers, specifying the importance of morality and moral development for revolutionary police officers. Moral development for People's police officers becomes a vital issue to ensure that the People's Public Security force is transparent, strong, formal, elite and step by step modern.

- From theoretical perspective, the thesis has analyzed and generalized the requirements and the basic content of moral development for People's police officers. Due to regulations of the career and ethics of People's police officers, the thesis has identified six standards of moral development for People's police officers and analyzed the regularity and factors impacting moral development for People's police officers.
