- Contributing to the summary of the practical process by which the Nghe An Provincial Party Committee applied the Central Party Committee's policy on building a team of ethnic minority cadres in the political system, in mountainous districts.

- To summarize some experiences in leadership activities of the Nghe An Provincial Party Committee regarding the work of building a contingent of ethnic minority cadres in the political system, which can be applied to better implement the work of building a contingent of ethnic minority cadres in the political system in mountainous localities nationwide in the future.

- The results of a practical survey on the leadership process of building a contingent of ethnic minority cadres in the political system of mountainous districts in Nghe An province over 20 years (1996-2015) provide a theoretical basis for Party committees at all levels to refer to when leading the building of a contingent of ethnic minority cadres in the political system in mountainous areas with similarities to Nghe An province.

- The research findings of this dissertation can serve as a reference for agencies formulating policies on the development of specialized human resources in mountainous regions.

- The research findings of this dissertation contribute additional reference materials for research and teaching on local history, the implementation of ethnic policies in general, and the development of ethnic minority cadres in particular in Nghe An province.

Examine the Party's policies on ethnic minority issues (social welfare; human resources; political system; education; culture, etc.) and the implementation process in localities, make observations, and draw lessons learned.

- From the results of reality survey on the process of leading the building of ethnic official body in the political system in mountainous districts of the Communist Party Committee of Nghe An Province within 20 years (from 1996 to 2015), which is the theoretical basis for the communist party committee of all levels to refer to during the building of ethnic official body in the political system in mountainous areas with similarities with Nghe An Province.

- Study results of the thesis can be used as a reference for restraining of special human resource development in mountainous areas.
