- To truthfully reflect the process of organizing, directing, and implementing land consolidation and reallocation towards industrialization and modernization of agriculture and rural areas from 1996 to 2013 by the Party Committee.

- To clarify the development of the Party Committee's awareness in leading and organizing the implementation of land consolidation towards industrialization and modernization of agriculture and rural areas through the periods 1996-2006 and 2006-2013; contributing to summarizing practical and theoretical experiences, and suggesting lessons learned from the Thanh Hoa Party Committee's leadership in land consolidation towards industrialization and modernization of agriculture and rural areas.

Currently, land consolidation and exchange is still taking place in practice throughout the country. Therefore, the research results of this thesis contribute to providing relevant sectors, levels, localities, and practitioners with a basis for resolving some of the issues arising in the practice of land consolidation and exchange in Vietnam.

Research on the process of land accumulation and concentration by the Party and the State in general, and Thanh Hoa province in particular.

- Clarify the cognitive development of the Party in the process of leadership, implementing land consolidation in the direction of industrialization and modernization of agriculture and rural development over the period 1996-2006, 2006-2013; contributes to reviewing the practice and theory, suggesting the lessons drawn during Thanh Hoa Party leaders land consolidation in the direction of industrialization and modernization of agriculture and rural development.

11. Practical applicability

Currently, land consolidation work is still going on all localities in the country. Therefore, the research results of the thesis contribute to give the industry, at all levels, local, and who practices the grounds for solving some of the issues raised in practical land consolidation in Vietnam.
