- The viewpoints and policies of the Vinh Phu Provincial Party Committee on building agricultural cooperatives from 1968 to 1996 are presented systematically as well as the historical picture of the process of organizing, directing and implementing the results of building agricultural cooperatives of the Vinh Phu Provincial Party Committee from 1968 to 1996 are restored, not only contributing to enriching and enriching the knowledge about the history of the Party Committee, the history of Vinh Phu province in the past and the two provinces of Vinh Phuc and Phu Tho later; but also contributing to affirming the important role of grassroots Party Committees in the innovation process as well as the importance of the task of building strong grassroots Party Committees in the Party building strategy in general.

The thesis would scientifically present the views and guidelines of Vinh Phu's Party Committee on setting up agricultural cooperatives from 1968 to 1996. Furthermore, this paper would also restore a historical picture of the process of organization, direction and implementation of results of farming cooperatives in Vinh Phu in this period. It aims to contribute not only to enrich the knowledge about the history of Party and Vinh Phu previously (and later, Vinh Phuc and Phu Tho provinces) but also affirm the importance of grassroots party committees in the reform process as well as the significance of building strong grassroots party committees in the Party's strategy in general.
An analysis of the achievements, constraints and experience drawn from the leadership process of Vinh Phu provincial Party Committee on building of agricultural cooperatives from 1968 to 1996 is the reference value not only for Vinh Phuc and Phu Tho in the construction of agricultural cooperatives in the current period but also for some other locals with similar conditions. Simultaneously, it also contributes to providing more scientific foundations for forming guildlines and policies of transforming the cooperative under the current law
