10. Summary of the new findings of the thesis:

The Dien Bien Provincial Party Committee's leadership in building a team of key provincial-level officials has achieved many important accomplishments. This team has demonstrated strong political resolve, unwavering commitment to the goals and ideals of national independence and socialism, dynamism, creativity, and strict adherence to the Party's guidelines, policies, and the State's laws; contributing to significant changes in socio-economic development, maintaining political stability, and promoting industrialization and modernization, especially the industrialization and modernization of agriculture and rural areas in the province. However, a portion of the key provincial-level officials still have many shortcomings in terms of quality and capacity. While the team is large, it is not yet strong enough, showing signs of fragmentation and gaps, with limited capabilities that do not fully meet the demands of the province's socio-economic development.

Based on the Dien Bien Provincial Party Committee's leadership in building a team of key provincial-level officials from 2004 to 2011, this thesis draws several historical lessons: 1. The Dien Bien Provincial Party Committee has always clearly defined strategic goals in the work of building a team of key provincial-level officials; 2. In the implementation process, the content of each stage and step in building a team of key provincial-level officials has been constantly innovated; 3. Regularly researching, summarizing, and drawing lessons from the building of a team of key provincial-level officials and promoting the learning of experiences from some localities nationwide; 4. The Dien Bien Provincial Party Committee pays special attention to building a team of officials working in personnel organization who possess both "heart" and "vision," and has specific policies in personnel work.

11. Practical applications:

This dissertation is of significant importance in the development of key provincial-level officials in Dien Bien province from 2004 to 2011. Furthermore, it holds practical value in the process of applying its findings to the development of key provincial-level officials in the coming years, achieving even greater results and directly contributing to the comprehensive success of Dien Bien province's industrialization and modernization, making it a comprehensively developed mountainous province.

12. Future research directions:

In the coming period, I will continue to study the Party's policy on building a team of key officials and the application of this policy by the Dien Bien Provincial Party Committee in practice.

10. Summary of the latest conclusion of the thesis:

The thesis has described about the successful process of Dien Bien Provincial Communist Party Committee in leading to build the key cadres contingency at with many important achievements. In which, the core party staff has shown a strong political will, consistent with the goals and ideals of national independence and socialism, dynamic, creative, observant and implementing all the Party guidelines and policies as well as the laws of State; Therefore, they have contributed to the changing in socio-economic development, maintaining political stability, speeding up the industrialization and modernization process. However, the thesis also has illustrated some disadvantages coming from some provincial cadres which were inadequate parts, qualities and capacities in Dien Bien province. The key cadres are numerous but not strong enough; Besides, there are several signs of patchwork, shortages and limited capacity, could not satisfy the requirements of socio-economic development in province.

Based on the process of Dien Bien Provincial Communist Party Committee in leading to build key cadres contingency from 2004 to 2011, the thesis has clarified some historical experiences: 1, Dien Bien Provincial Communist Party Committee always has clear vision in defining the strategic objectives for founding the provincial key cadres; 2, In implementation, the steps contents in building the key cadres of province have often been renovated; 3, The provincial Party regularly studies, reviews and draws experiences in establishing the key staff and promoting the learning experiences from some localities nationwide; 4, Dien Bien Provincial Communist Party Committee specialty commits a great deal of attention to the development of cadres contingency in charge of organizing staff with “Mind” and “Vision” as well as adopts specific policies in cadre work.

11. Applicability in reality:

The thesis has important implications in building the key cadres contingency at provincial level of Dien Bien from 2004 to 2011. At the same time, it also has practical value in the applying process in building the key staff activity at provincial level in the recent years to achieve higher results, directly contributing to successfully promote the Dien Bien's industrialization and modernization as well as achieve comprehensive victory and becoming the mountainous province developed.

12. Further research directions: In the future, I will continue to study the Party's policies in building the key cadres contingency and the way Dien Bien Provincial Communist Party Committee apply policies in building cadres into practice.
