11. Summary of new results of the thesis:

- Social housing policies in Vietnam have been adjusted over time to expand and increase opportunities for low-income people to access and own housing. In addition to policies to encourage the supply of social housing, the government has also introduced financial support measures for households through preferential loan packages for installment purchases over many years. Social housing investors also enjoy increasingly expanded preferential policies. This has brought many opportunities for low-income people to own housing.

-The main difficulties in accessing social housing that home buyers encounter are barriers in: accessing information, confirming housing status, household registration, scoring criteria and accessing loans. The shortcomings in accessing social housing make some groups such as civil servants, public employees, people working in the police and military have advantages and less difficulties than those working in the informal sector.

- Owning a house in the form of rent-purchase (rent first - buy later) meets the needs of low-income people well, however, the number of houses in this form is more limited than the form of immediate purchase. In the process of owning a house, the main difficulties people encounter are transferring, mortgaging, changing the name... In addition, the process of completing the social housing ownership profile, according to home buyers, still has many cumbersome administrative procedures, the time to be granted a certificate of ownership is relatively long (average from 2-3 years).

- In the process of using social housing, people still encounter some difficulties in accessing basic social services because most of the social housing areas are located quite far from the city center. In addition, the quality of social housing is not as expected. However, due to the moderate apartment area with reasonable prices and preferential loans with low interest rates, social housing is still the choice of many low-income people.

- High community cohesion and a friendly social environment are prominent features of social housing areas. The similarities in circumstances, backgrounds and economic conditions have helped them bond together to create a healthy, friendly social environment and help each other in difficult times.

12. Practical applicability: (if any): Used as reference material in teaching urban sociology and policy sociology.

13. Further research directions: Further research on the process of ownership, use of social housing and the need for social housing of low-income people in the period 2020-2030.

11. Summary of new findings of the thesis:

- Social housing policies, through different periods of time, have been revised and expanded to increase opportunities for low-income earners to have access to and ownership of houses. In addition to incentive policies in social housing supplies, the State has undertaken measures of providing financial support to households to buy houses through preferential loan packages for payment in installments for many years. Social housing investors also enjoy expanding preferential policies. This has created opportunities for housing ownership of low-income earners.

-Major difficulties faced by people in the process of access to social housing include barriers in access to information, certification of the housing status and permanent residence book (household registration), criteria for scoring and access to credit loans. Constraints in access to social housing have made some groups of people such as State employees, personnel of the social security sector and army have more advantages than those working in the informal sector.

- Housing ownership in the form of rent purchase (rent first and purchase later) meets the need of low income earners. However, the availability of this form is more limited than those for purchase. In the process of housing ownership, the main difficulties faced by people are assignment, collaterals and holder transfer … Moreover, the process of completion of social housing ownership dossiers, according to buyers, still faces cumbersome administrative procedures, long time waiting for receiving certificate of ownership (2-3 years on average).

- During using social housing, the users face some difficulties in having access located to basic social services, as most social housing apartment buildings are far from the center. Alongside with this, the quality of social housing is not as expected by the users who have to conduct frequent maintenance and repairs. This is one of the dangers of social housing schemes. However, due to small space of apartments with reasonable price and preferential credit loans, social housing remains a choice for many low-income earners.

- High community cohesion and friendly social environment are typical characteristics in social housing areas. The similarities in circumstances, original status and economic conditions help the residents be close to each other, creating a healthy, friendly and mutual support environment. This is one of the factors helping residents in social housing areas to stay longer there.

12. Practical applicability: It is used as reference in teaching of the urban sociology and policy sociology credit.

13. Further research directions: More in-depth research on the process of ownership and use of social housing and the need for social housing by low income earners in 2020-2030.
