Summary of the new findings of the thesis: - Social housing policies in Vietnam have been adjusted over time to expand and increase opportunities for low-income individuals to access and own housing. Besides policies encouraging the supply of social housing, the government also provides financial support to households through preferential loan packages with installment payments over many years. Developers of social housing also benefit from increasingly expanded preferential policies. This has created more opportunities for low-income individuals to own homes. ButThe main difficulties faced by homebuyers in accessing social housing are barriers to: access to information, verification of housing status, household registration, scoring criteria, and access to loans. These shortcomings in accessing social housing give certain groups, such as civil servants, public employees, and those working in the police and military, an advantage and fewer difficulties compared to those working in the informal sector. - Owning a home through a lease-to-own arrangement (renting first, then buying) effectively meets the needs of low-income earners; however, the number of homes available under this arrangement is more limited than outright purchase. The main difficulties people face during the ownership process include transferring ownership, mortgaging, and changing title. Furthermore, according to buyers, the process of completing the paperwork for social housing ownership still involves many cumbersome administrative procedures, and the time to receive the ownership certificate is relatively long (an average of 2-3 years). - During the use of social housing, people still face some difficulties in accessing basic social services because most social housing areas are located quite far from the city center. Furthermore, the quality of social housing is not yet as desired. However, due to the moderate apartment sizes, reasonable prices, and preferential loans with low interest rates, social housing remains the choice of many low-income individuals. - High community cohesion and a friendly social environment are prominent characteristics of social housing areas. The similarity in circumstances, background, and economic conditions helps them bond with each other, creating a healthy, friendly social environment and providing mutual support in times of difficulty. 12. Practical applications (if any): Use as a reference material in teaching the urban sociology and policy sociology courses. 13. Future research directions: Further research into the ownership and use of social housing and the social housing needs of low-income individuals during the period 2020-2030. 14. 11. Summary of new findings of the thesis:
- Social housing policies, through different periods of time, have been revised and expanded to increase opportunities for low-income earners to have access to and ownership of houses. In addition to incentive policies in social housing supplies, the State has undertaken measures of providing financial support to households to buy houses through preferential loan packages for payment in installments for many years. Social housing investors also enjoy expanding preferential policies. This has created opportunities for housing ownership of low-income earners.
ButMajor difficulties faced by people in the process of access to social housing include barriers in access to information, certification of the housing status and permanent residence book (household registration), criteria for scoring and access to credit loans. Constraints in access to social housing have made some groups of people such as State employees, personnel of the social security sector and army have more advantages than those working in the informal sector.
- Housing ownership in the form of rent purchase (rent first and purchase later) meets the need of low income earners. However, the availability of this form is more limited than those for purchase. In the process of housing ownership, the main difficulties faced by people are assignment, collaterals and holder transfer … Moreover, the process of completion of social housing ownership dossiers, according to buyers, still faces cumbersome administrative procedures, long time waiting for receiving certificate of ownership (2-3 years on average).
- During using social housing, the users face some difficulties in having access located to basic social services, as most social housing apartment buildings are far from the center. Alongside with this, the quality of social housing is not as expected by the users who have to conduct frequent maintenance and repairs. This is one of the dangers of social housing schemes. However, due to small space of apartments with reasonable price and preferential credit loans, social housing remains a choice for many low-income earners.
- High community cohesion and friendly social environment are typical characteristics in social housing areas. The similarities in circumstances, original status and economic conditions help the residents be close to each other, creating a healthy, friendly and mutual support environment. This is one of the factors helping residents in social housing areas to stay longer there.
12. Practical applicability: It is used as reference in teaching of the urban sociology and policy sociology credit.
13. Further research directions: More in-depth research on the process of ownership and use of social housing and the need for social housing by low income earners in 2020-2030.
