11. Summary of new results of the thesis

The thesis analyzes the factors affecting the process of Dong Nai Provincial Party Committee leading the construction of the grassroots political system, pointing out the current status of the grassroots political system before 1991 and the issues raised.

Based on authentic historical documents, the thesis objectively recreates the process of proposing policies and directing the organization and implementation of building the grassroots political system of the Dong Nai Provincial Party Committee through two stages: 1991 - 2005 and 2006 - 2015 in the following aspects: building grassroots party organizations; building the government and staff at the grassroots level; building and consolidating the Fatherland Front and socio-political organizations.

The thesis draws conclusions on the advantages of the Dong Nai Provincial Party Committee in leading the construction of the grassroots political system, which are thoroughly grasping and promptly and appropriately applying the Party's political system construction guidelines to the local practical situation; the Provincial Party Committee with high political determination, leads and directs the organization to regularly, comprehensively and promptly implement the policy of renovating the grassroots political system; the political system at the grassroots level of Dong Nai province is gradually consolidated, improved, the quality and efficiency of operations are improved, creating momentum for economic development, stabilizing the political - social situation and security - order in the province. At the same time, it points out some limitations, which are shortcomings in the awareness of the Party's policies; in the organization of implementation; in the organizational structure and quality of operations of the political system at the grassroots level.

The thesis draws valuable lessons from the practice of leadership in building the political system at the grassroots level in the period of 1991-2015 of the Dong Nai Provincial Party Committee to apply and promote in the next period.

The thesis analyzes the factors affecting the process of Dong Nai provincial Party leader in building the basic political system, points out the status of the grassroots political system before 1991 and some vital issues raising.

Based on true historical data, the thesis objectively re-creates the process of setting guidelines and directs the implementation of building the grassroots political system of Dong Nai Provincial Party Committee through two stages: 1991 - 2005 and 2006 - 2015 in terms of: Building party grassroots organizations; building government and officials and civil servants at the grounds; building and consolidating the Fatherland Front and socio-political organizations.

The thesis also draws comments on the advantages of Dong Nai Provincial Party Committee in leading the establishment of groundswells political system, which is thorough and timely application, appropriates to the line of building the Party's political system in situation of local practices; Provincial Party Committee with high political determination, leads and directs its organization the policy of renovating the groundswell political system regularly and comprehensively; Dong Nai province's political system has been gradually more and more strengthened, improved in terms of quality and efficiency, creating powerful motivation for economic development, socio-political stabilization and security situation in the province. It has also pointed out some limitations which are concerns on the Party's policy advocacy; organization of implementation; on the organizational structure and operational quality of the grassroots political system. Importantly, the thesis submits some valuable lessons learned from the leadership practice in building the political system at the base of the 1991-2015 period of the Dong Nai Provincial Party Committee to apply and promote in the next period.
