11. Summary of the new findings of the thesis
This thesis analyzes the factors affecting the process of the Dong Nai Provincial Party Committee leading the construction of the grassroots political system, pointing out the reality of the grassroots political system before 1991 and the issues that arose.
Based on authentic historical documents, this thesis objectively reconstructs the process of formulating policies and directing the organization and implementation of building the grassroots political system of the Dong Nai Provincial Party Committee through two periods: 1991-2005 and 2006-2015, in the following aspects: building grassroots party organizations; building the government and the contingent of cadres and civil servants at the grassroots level; building and consolidating the Fatherland Front and other socio-political organizations.
The thesis concludes that the strengths of the Dong Nai Provincial Party Committee in leading the construction of the grassroots political system are: timely and appropriate application of the Party's guidelines on building the political system to the local situation; the Provincial Party Committee, with high political determination, regularly, comprehensively, and promptly leads and directs the implementation of the policy on reforming the grassroots political system; the grassroots political system in Dong Nai province is gradually consolidated and improved, with enhanced quality and effectiveness, creating momentum for economic development, political and social stability, and security and order in the province. At the same time, it points out some limitations, namely shortcomings in understanding the Party's guidelines; in implementation; and in the organizational structure and quality of operation of the grassroots political system.
This thesis draws valuable lessons from the practical experience of leading the construction of the political system at the grassroots level in Dong Nai province during the period 1991-2015, to be applied and promoted in the next phase.
12. Practical applications: serving the compilation of local Party history, research materials, teaching and learning at the Dong Nai Provincial Political School and colleges and universities in the area.

The thesis analyzes the factors affecting the process of Dong Nai provincial Party leader in building the basic political system, points out the status of the grassroots political system before 1991 and some vital issues raising.
Based on true historical data, the thesis objectively re-creates the process of setting guidelines and directs the implementation of building the grassroots political system of Dong Nai Provincial Party Committee through two stages: 1991 - 2005 and 2006 - 2015 in terms of: Building party grassroots organizations; building government and officials and civil servants at the grounds; building and consolidating the Fatherland Front and socio-political organizations.
The thesis also draws comments on the advantages of Dong Nai Provincial Party Committee in leading the establishment of groundswells political system, which is thorough and timely application, appropriates to the line of building the Party's political system in situation of local practices; Provincial Party Committee with high political determination, leads and directs its organization the policy of renovating the groundswell political system regularly and comprehensively; Dong Nai province's political system has been gradually more and more strengthened, improved in terms of quality and efficiency, creating powerful motivation for economic development, socio-political stabilization and security situation in the province. It has also pointed out some limitations which are concerns on the Party's policy advocacy; organization of implementation; on the organizational structure and operational quality of the grassroots political system. Importantly, the thesis submits some valuable lessons learned from the leadership practice in building the political system at the base of the 1991-2015 period of the Dong Nai Provincial Party Committee to apply and promote in the next period.
