INTRODUCTION

1. Urgency of the topic

Ho Chi Minh left our Party and people a comprehensive and profound system of ideology in many fields. Among them, there is the ideology of promoting the role of the people in protecting security and order. Practice has proven that Ho Chi Minh's ideology of promoting the role of the people in protecting security and order has profound theoretical and practical value; it is a fine spiritual heritage that contributes to elevating and developing the nation's tradition of respecting people, creatively applying and developing the viewpoints of Marxism-Leninism; it is the ideological foundation that guides the Party to organize and promote the role of the people in protecting security and order. Over time, the results of promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology from the movements of "Three No's", "Five Lien Gia Bao", "Ten Lien Gia Bao"... during the resistance war against French colonialism; The movements of “Secret anti-espionage”, “Protecting public order”, “Preventing espionage, preventing fire, preventing accidents”... during the resistance war against the US to save the country; after the liberation of the South and the unification of the country, the “Mass movement to protect national security” is a clear proof of the lasting value of Ho Chi Minh's thought on promoting the role of the people in protecting security and order. Because of such great value and significance, it is extremely necessary to continue to research, interpret the content, value and apply Ho Chi Minh's thought to build directions and solutions to promote the role of the people in protecting security and order.

Research shows that under the leadership of the Communist Party of Vietnam, the activities of researching, studying and applying Ho Chi Minh's ideology to promote the role of the people in protecting security and order have been of interest and implemented very early. Many authors inside and outside the People's Public Security force have published scientific works related to this content with many approaches and research methods, achieving many different results. However, up to now, there has been no scientific work that has directly researched comprehensively and systematically Ho Chi Minh's ideology on promoting the role of the people in protecting security and order and applied it today from the perspective of approaches and research methods of political science, Ho Chi Minh studies. Using the approach and research methods of political science and Ho Chi Minh studies will contribute to clarifying more clearly and objectively Ho Chi Minh's thoughts on promoting the role of the people in protecting security and order, as a theoretical basis to continue to correctly and creatively apply his thoughts to promote the role of the people in protecting security and order in the coming time.

Currently, the research and summary of practical activities to promote the role of the people in protecting security and order according to Ho Chi Minh's thought are still very urgent. Urgent because, in practice, promoting the role of the people in protecting security and order according to Ho Chi Minh's thought, besides the achieved results, there are still some limitations that need to be quickly overcome. In some places and at some times, the awareness of the importance of promoting the role of the people in protecting security and order is not really correct; the organization and dissemination work is not profound and is still formal; the construction of content and the use of methods and forms to promote the role of the people are not yet complete; the force to promote the role of the people in protecting security and order is still lacking and weak in some places and at some times; the effectiveness of promoting the role of the people in protecting security and order is not high; the role of the people in protecting security and order is still vague; The work of protecting security and order is mainly undertaken by the People's Public Security Force; the mass of people have not been mobilized to participate in protecting security and order; a part of the people do not clearly understand their role in protecting security and order, so they have a dependent mentality, thinking that protecting security and order is not their right and obligation, so they do not participate or participate enthusiastically; there are even cases of law violations that become criminals. There are cases of active participation in preventing and fighting crime but the effectiveness is not high, even causing damage to the health, life, property of themselves and society. In that situation, studying and summarizing the practice of promoting the role of the people in protecting security and order according to Ho Chi Minh's thought will provide us with an objective and scientific perspective and assessment of the achievements that have been made, pointing out the shortcomings and limitations and finding the causes to promptly develop scientific solutions to continue promoting the achieved results and promptly overcome the shortcomings and limitations.

In addition, the world and domestic situation has many new factors affecting the promotion of the people's role in protecting security and order according to Ho Chi Minh's thought, especially the emergence of a market economy; international integration; the rapid development of science and technology; non-traditional security issues, hostile and reactionary forces stepping up sabotage against the cause of national construction and defense... This poses an urgent need to continue researching and developing policies, directions and solutions to continue promoting the people's role in protecting security and order according to Ho Chi Minh's thought in a correct, creative manner, suitable to the characteristics of the new situation.

For the above reasons, the researcher chose the topic:“Ho Chi Minh's thought on promoting the role of the people in protecting security and order and applying itin the present stage"PhD thesis in Political Science, majoring in Ho Chi Minh studies.

2. Research purpose and tasks

2.1. Research purpose

Clarifying the content of Ho Chi Minh's thought on promoting the role of the people in protecting security and order; applying Ho Chi Minh's thought to accurately assess the current situation of promoting the role of the people, identifying the issues, determining the direction and proposing a number of groups of scientific solutions to continue promoting the role of the people in protecting security and order in the new situation.

3.1. Research subjects

The PhD student studies Ho Chi Minh's ideology on promoting the role of the people in protecting security and order in the period 1945 - 1969. This is the period when Ho Chi Minh's ideology on promoting the role of the people in protecting security and order was formed and fundamentally developed.

The doctoral student applies Ho Chi Minh's thought on promoting the role of the people in protecting security and order as a theoretical basis and framework to study the current situation of promoting the role of the people in protecting security and order of the People's Public Security force in terms of achievements, limitations and causes nationwide, period 2005 - 2019. This is the time frame since the Prime Minister issued Decision No. 521/QD-TTg, dated June 13, 2005 on the National Day for Protecting National Security.

On the basis of applying Ho Chi Minh's thought and the practice of promoting the role of the people in protecting security and order, the researcher identifies directions and proposes solutions to continue promoting the role of the people in protecting security and order with a vision to 2025.

4. Theoretical basis and research methods

4.1. Theoretical basis

The thesis topic is researched on the basis of the worldview and methodology of Marxism-Leninism; the guidelines and policies of the Communist Party of Vietnam on promoting the role of the people in protecting security and order.

4.2. Research methods

The thesis uses research methods of political science and interdisciplinary scientific research methods such as: Logical method combined with historical method, analytical method and synthetic method, comparative method, expert method to clarify the basic contents and values ​​of Ho Chi Minh's thought on promoting the role of the people in protecting security and order.

The thesis uses the method of collecting and analyzing documents, the method of summarizing practices, the statistical method, and the comparison method to evaluate the results and limitations of applying Ho Chi Minh's thought on promoting the role of the people in protecting security and order nationwide. At the same time, the thesis uses the sociological survey method with 1,060 votes to survey the practice of promoting the role of the people in protecting security and order in some key areas of security and order; some large cities; some provinces with many ethnic minorities and religions.

The thesis also uses forecasting analysis methods, planning methods, and hypothesising methods to determine directions and propose solutions.

During the research process, the above methods can be used independently or combined with each other to solve the tasks of the thesis.

The thesis contributes to systematizing and clarifying the content and value of Ho Chi Minh's ideology on promoting the role of the people in protecting security and order.

6. Significance of the thesis

The results of the thesis contribute to enriching scientific awareness of Ho Chi Minh's thought and some practical issues on the basis of applying Ho Chi Minh's thought.

The research results of the thesis contribute to providing more scientific arguments and evidence for the Party, the State, especially the People's Public Security force, to raise awareness and practice activities to promote the role of the people in protecting security and order to meet the requirements and tasks set forth in the new situation according to Ho Chi Minh's thought.

After completion, the thesis can be used as a reference for research, study and teaching of a number of related subjects in the field of Political Science, Ho Chi Minh Studies; and security education science.

The research results of the thesis contribute to proving the lasting value of Ho Chi Minh's thought on promoting the role of the people in protecting security and order, thereby contributing to the research, propaganda, study and follow of Ho Chi Minh's thought, morality and style under the leadership of the Party.

Ho Chi Minh's thought on promoting the people's role in protecting security and order is a comprehensive and profound system of viewpoints on goals, contents, subjects, objects, and methods to make the people's role increasingly fully manifest, widely spread, and further developed in preventing, detecting, and fighting to stop and defeat all plots and activities that harm national security and crimes that violate the law on social order and safety.

2.2.Content of Ho Chi Minh's ideology on promoting the role of the people in protecting security and order

2.2.1. Objective of promoting the role of the people in protecting security and order

He commented: "Millions of people's ears and eyes form a "heavenly net", so secret agents cannot escape" [92, p.53. He emphasized that "With hundreds of thousands of eyes shining, hundreds of thousands of ears listening, the villains and thugs will be exposed and will have to reform under the great force of the masses" [94, p.77].

Third, promote the role of the people in the fight against crime.

According to Ho Chi Minh, first of all, it is necessary to focus on promoting the role of the people in the fight against crime, especially against sabotage activities, against enemy intelligence activities, protecting the lives and property of citizens and the state. On another occasion, Ho Chi Minh requested: “Every citizen, every agency must resolutely fight against corruption and waste” [94, p.298].

According to Ho Chi Minh, promoting the role of the people in protecting security and order is the responsibility of many entities. However, he thoroughly identified that the People's Public Security is the main entity, playing a core and pioneering role in promoting the role of the people in protecting security and order.

To fulfill the task of being the core force promoting the role of the people in protecting security and order, Ho Chi Minh advocated building a People's Public Security force that is strong in all aspects of politics, ideology, and organization:

That great role is explained by him through the following aspects:

2.2.5. Methods to promote the role of the people in protecting security and order

According to Ho Chi Minh, education is an important and indispensable measure to promote the role of the people in protecting security and order. It is not by chance that Ho Chi Minh affirmed that promoting the role of the people in protecting security and order must be done through education. He wrote: "International experience proves that: To fight saboteurs as well as American spies, the best way is to organize and educate the people thoroughly" [95, p.246].

In the field of security and order protection, Ho Chi Minh often reminded specialized agencies and units to always attach importance to and do well the work of mass mobilization. They must know how to promote the people's talents, intelligence, and strength to fight and defeat all plots, methods, and tricks of hostile forces and other criminals. They must know how to promote the role of the people in all conditions and circumstances, from small to large matters, relying on the people. Specialized forces must absolutely avoid the idea of ​​valuing professional, scientific, and technical measures over mass mobilization measures.

Ho Chi Minh advised:

For the masses, because the level of the masses is still low, it must be said simply and concisely. For example: During the period of secret activities, the slogan of 3 no's was applied - the masses understood and could do it, and at the same time promoted their creativity, for example, when the enemy spread out the traps and stretched the ropes to detect the cadres, the masses protected the cadres and the enemy could not detect the cadres [100, p.143].

According to Ho Chi Minh, in order to maximize the role of the people through mass mobilization work, cadres doing mass mobilization work must grasp and understand the thoughts, aspirations, and feelings of the people, and must understand the traditions and culture of the local people. “The police are friends of the people, so the work, especially the heroic work of the army and people in the localities, the police must know clearly” [91, p.387].

To build and consolidate people's organizations in protecting security and order, in addition to regularly requesting and reminding party committees at all levels, relevant agencies and units to regularly help the people, Ho Chi Minh also required the people not to be passive, but to be active, proactive, and creative in building and consolidating their own self-governing models and organizations in agencies, units, and residential areas. Thereby, helping people to promote their great role in protecting the lives and property of themselves, their families, and for society to always be peaceful and happy.

Summarizing the experience of building and consolidating people's organizations in protecting security and order, Ho Chi Minh affirmed: "The truth has been fully proven that wherever farmers have established their own self-defense teams, those self-defense teams not only maintain security and order in villages and districts but can also support the revolutionary government and strengthen the Party's base" [87, p.191].

Fourth, reward method- motionyes

Realizing the role of emulation and rewards, Ho Chi Minh paid special attention to using this method to promote the role of the people in protecting security and order. During the process of leading the Vietnamese revolution, although he was busy with many national affairs, he always took time to encourage, reward and motivate cadres and people in carrying out revolutionary tasks in general and in protecting security and order in particular.

He always regularly has forms of timely commendation and encouragement for individuals, units, forces and people who have achieved outstanding results in protecting security and order. He clearly shows special attention to emulation and commendation work to promote the role of the people in protecting security and order, inSpeech to cadres, soldiers and people of Hoa Binh province,Ho Chi Minh had an assessment and praise: “Since the restoration of peace, the people have tried to produce, maintain order and security, and unite among ethnic groups. That is very good. The Party Central Committee and the Government have words of praise for the people, cadres, and soldiers” [96, p.548]. When he learned that the people and cadres of Cao Bang province had many achievements in suppressing bandits, maintaining order and security, and protecting the peaceful and happy life of the people, Ho Chi Minh praised and commended: “That is a good achievement. On behalf of the Party Central Committee and the Government, I commend you, comrades” [98, p.47]. In the article titled “Model child Trinh Van Kieu" published in the newspaperPeopleOn November 4, 1954, Uncle Ho praised the Ministry of Public Security and Hanoi City for promptly praising and encouraging the 13-year-old boy Trinh Van Kieu for his achievements in collecting guns and bullets and handing them over to the police. These are just typical activities that clearly demonstrate his special attention to emulation and reward work to promptly motivate and encourage people to participate in maintaining security and order.

Based on the importance of emulation and reward work in promoting the role of the people in protecting security and order, Ho Chi Minh required that emulation and reward work must be organized regularly, continuously, and persistently in all conditions and circumstances. Emulation and reward must be for the right people, those with merit must be rewarded appropriately, and those who violate discipline must be handled strictly, depending on the nature and level. Those who request emulation and reward work must be organized into movements, according to each specific subject, with appropriate methods, ways, and forms of reward. Rewards must be encouraging and motivating, both worthy and appropriate to the people's contributions. At the same time, he also pointed out that emulation and reward must ensure thrift, encouragement, and motivation are the main factors.

Ho Chi Minh also pointed out that not everyone who is rewarded is a meritorious person, but doing anything useful for the revolution and the people is meritorious. Therefore, he advised individuals and organizations that have been rewarded to continue to try harder, and individuals and organizations that have not been rewarded must try even harder. It is necessary to launch a movement of emulation and rewards between the army and the army, between the army and the people to create a great motivation to promote the role of the people in the fight against crime, firmly protecting the security and order of the Fatherland.

2.3. The ideological value of Ho Chi Minh on promoting the role of the people in protecting security and order

Ho Chi Minh's thought on promoting the role of the people in protecting security and order is a product of culture, formed and developed on the basis of inheriting and developing the fine cultural treasure of the Vietnamese people, absorbing the cultural quintessence of humanity, the most important of which is the Marxist-Leninist viewpoint on the role of the masses in creating history in the specific conditions of Vietnam.

Ho Chi Minh's thought is the basis and foundation for our Party and each cadre and party member to correctly and deeply perceive the great role of the people; to have scientific methods to promote the role of the people in protecting security and order; to help each cadre and party member clearly perceive their responsibilities and tasks, thereby taking specific and practical actions to promote the role of the people in the most correct, creative and scientific way.

Based on the influence of Ho Chi Minh's ideology, in every period of history, the Party has always proactively proposed policies and measures to promote the role of the people in a correct, scientific and creative manner. Our Party clearly understands that maintaining security and order must always rely on the people. Thanks to that, the cause of maintaining order and security over the years has always received great sympathy and support from the people.

Historical practice has proven that, thanks to the guidance of Ho Chi Minh's thought, the Communist Party of Vietnam has led the political system to organize, gather, and promote the great role of the people in firmly protecting the security and order of the Fatherland. In all conditions and circumstances, the great strength of the people in protecting security and order has been constantly developed. Since then, the role of the people has been increasingly demonstrated clearly and specifically in the field of protecting security and order. The people are truly the masters, the masters, and the decisive force for success in the fight against crime.
