INTRODUCTION

1. The urgency of the topic

Ho Chi Minh bequeathed to our Party and people a comprehensive and profound system of thought across many fields. Among these is the thought on promoting the role of the people in protecting security and order. Practical evidence shows that Ho Chi Minh's thought on promoting the role of the people in protecting security and order has profound theoretical and practical value; it is a valuable spiritual legacy that contributes to elevating and developing the nation's tradition of valuing the people, creatively applying and developing the viewpoints of Marxism-Leninism; and it serves as the ideological foundation guiding the Party in organizing and promoting the role of the people in protecting security and order. Over time, the results of promoting the role of the people in protecting security and order according to Ho Chi Minh's thought, from movements such as the "Three No's," "Five Family Protection Movements," and "Ten Family Reporting Movements"... during the resistance war against French colonialism; The movements such as "Security and Counter-espionage," "Protecting Public Order," and "Preventing Counter-espionage, Fire, and Accidents" during the resistance war against the US and for national salvation, and after the liberation of the South and reunification of the country, the "Mass Movement for Protecting National Security," clearly demonstrate the enduring value of Ho Chi Minh's thought on promoting the role of the people in protecting security and order. Because of its immense value and significance, continued research, analysis of the content and value of Ho Chi Minh's thought, and its application in developing directions and solutions to promote the role of the people in protecting security and order is extremely necessary today.

Research shows that, under the leadership of the Communist Party of Vietnam, the study, understanding, and application of Ho Chi Minh's thought to promote the role of the people in protecting security and order has been given attention and implemented from a very early stage. Many authors, both within and outside the People's Public Security force, have published scientific works related to this topic with various approaches and research methods, achieving different results. However, to date, no scientific work has directly and comprehensively studied Ho Chi Minh's thought on promoting the role of the people in protecting security and order and its current application from the perspective and research methods of political science, specifically Ho Chi Minh studies. Using the approach and research methods of political science, specifically Ho Chi Minh studies, will contribute to a clearer, more complete, and objective understanding of Ho Chi Minh's thought on promoting the role of the people in protecting security and order. This will serve as a theoretical basis for continuing to correctly and creatively apply his thought to promote the role of the people in protecting security and order in the future.

Currently, research and practical analysis of promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology continues to be a pressing issue. This is urgent because, alongside the achievements, the practical implementation of promoting the people's role in protecting security and order according to Ho Chi Minh's ideology still faces some limitations that need to be quickly addressed. In some places and at some times, the understanding of the importance of promoting the people's role in protecting security and order is not entirely correct; the organization and dissemination of this ideology have not been thorough and remain largely superficial; the development of content and the use of methods and forms to promote the people's role are still incomplete; the forces promoting the people's role in protecting security and order are insufficient and weak in some places and at some times; the effectiveness of promoting the people's role in protecting security and order is not high; and the people's role in protecting security and order remains vague. The work of protecting security and order is mainly carried out by the People's Public Security force; the participation of the general public in protecting security and order has not been widespread; a segment of the population has not clearly understood their role in protecting security and order, leading to a sense of dependence, believing that protecting security and order is not their right or obligation, thus not participating or participating enthusiastically; in some cases, even violating the law and becoming criminals. There are cases where people actively participate in crime prevention and control but the effectiveness is low, and they may even suffer losses in terms of health, life, and property, both for themselves and for society. In light of this situation, studying and summarizing the practical application of the people's role in protecting security and order according to Ho Chi Minh's ideology will provide us with an objective and scientific perspective on the achievements, identify shortcomings and limitations, and find the causes in order to promptly develop scientific solutions to continue promoting the results achieved and promptly overcome existing shortcomings and limitations.

Furthermore, the global and domestic situation presents many new factors impacting the role of the people in protecting security and order according to Ho Chi Minh's ideology, especially the emergence of a market economy; international integration; the rapid development of science and technology; non-traditional security issues; and hostile and reactionary forces intensifying their efforts to undermine the nation's construction and defense... This necessitates continued research and the development of policies, directions, and solutions to further promote the role of the people in protecting security and order according to Ho Chi Minh's ideology in a correct, creative, and appropriate manner to the new circumstances.

For the reasons mentioned above, the graduate student has chosen the following topic:"Ho Chi Minh's thought on promoting the role of the people in protecting security and order and its application.in the current periodI am writing my doctoral dissertation in Political Science, specializing in Ho Chi Minh Studies.

2. Research objectives and tasks

2.1. Research Objectives

Clarify the content of Ho Chi Minh's thought on promoting the role of the people in protecting security and order; apply Ho Chi Minh's thought to accurately assess the current state of promoting the role of the people, identify the issues at hand, determine the direction, and propose several groups of scientific solutions to further promote the role of the people in protecting security and order in the new situation.

2.2.Research task

First,An overview of the research situation related to the dissertation topic.

Secondly,To develop the concept and conduct research to clarify the content of Ho Chi Minh's thought on promoting the role of the people in protecting security and order.

Third,Applying Ho Chi Minh's ideology on promoting the role of the people in protecting security and order, this study examines the current situation and identifies the issues that need to be addressed.

3. Research Subjects and Scope

3.1. Research Subjects

Ho Chi Minh's thought on promoting the role of the people in protecting security and order, and the current situation, directions, and solutions for promoting the role of the people in protecting security and order according to Ho Chi Minh's thought.

3.2. Scope of the study

The doctoral student is researching Ho Chi Minh's thought on promoting the role of the people in protecting security and order during the period 1945-1969. This is the period when Ho Chi Minh's thought on promoting the role of the people in protecting security and order was fundamentally formed and developed.

The doctoral candidate applies Ho Chi Minh's thought on promoting the role of the people in protecting security and order as a theoretical basis and framework to study the current state of promoting the role of the people in protecting security and order by the People's Public Security force, focusing on achievements, limitations, and causes nationwide, from 2005 to 2019. This period marks the time when the Prime Minister issued Decision No. 521/QD-TTg on June 13, 2005, on the National Day for Protecting National Security.

Based on applying Ho Chi Minh's ideology and the practical experience of promoting the role of the people in protecting security and order, the doctoral candidate identifies directions and proposes solutions to further promote the role of the people in protecting security and order with a vision to 2025.

4. Theoretical basis and research methods

4.1. Theoretical basis

The dissertation topic is researched on the basis of the worldview and methodology of Marxism-Leninism; and the guidelines and policies of the Communist Party of Vietnam on promoting the role of the people in protecting security and order.

4.2. Research Methodology

This dissertation employs research methods from political science and interdisciplinary scientific research methods such as: the logical method combined with the historical method, the analytical and synthetic methods, the comparative method, and the expert method to clarify the basic contents and values ​​of Ho Chi Minh's thought on promoting the role of the people in protecting security and order.

This dissertation employs methods of document collection and analysis, practical summation, statistical methods, and comparative methods to evaluate the results and limitations of applying Ho Chi Minh's thought on promoting the role of the people in protecting national security and order. Additionally, the dissertation utilizes a sociological survey with 1060 questionnaires to examine the practical application of the people's role in protecting security and order in several key security and order areas; several major cities; and several provinces with large ethnic minority and religious populations.

The thesis also utilizes predictive analysis methods, planning methods, and hypothesis-based methods to determine direction and propose solutions.

During the research process, the above methods may be used independently or in combination to address the tasks of the thesis.

5. New scientific contributions of the thesis

This dissertation contributes to systematizing and clarifying the content and value of Ho Chi Minh's thought on promoting the role of the people in protecting security and order.

This study contributes to an accurate assessment of the current state of promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology, focusing on achievements, limitations, causes, and challenges.

To develop and propose directions and several groups of valuable scientific solutions for further promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology in the new context.

6. Significance of the thesis

The research findings of this dissertation contribute to enriching the scientific understanding of Ho Chi Minh's thought and some practical issues based on the application of Ho Chi Minh's thought.

The research findings of this thesis contribute to providing additional scientific arguments and evidence for the Party, the State, and especially the People's Public Security forces to enhance awareness and practical activities in promoting the role of the people in protecting security and order, meeting the requirements and tasks set forth in the new situation according to Ho Chi Minh's ideology.

Upon completion, the thesis can be used as a reference document for research, study, and teaching of related subjects in Political Science, Ho Chi Minh Studies; and Security Education Science.

The research findings of this thesis contribute to demonstrating the enduring value of Ho Chi Minh's thought on promoting the role of the people in protecting security and order, thereby contributing to the research, dissemination, study, and emulation of Ho Chi Minh's thought, morality, and style under the leadership of the Party.

HO CHI MINH'S THOUGHTS ON PROMOTING THE ROLE OF

THE PEOPLE'S ROLE IN PROTECTING SECURITY AND ORDER

2.1.The concept of "remembering Ho Chi Minh on promoting the role of the people in protecting security and order"

Ho Chi Minh's thought on promoting the role of the people in protecting security and order is a comprehensive and profound system of views on the goals, content, subjects, objects, and methods to ensure that the role of the people is increasingly fully manifested, widely disseminated, and further developed in preventing, detecting, and combating all conspiracies and activities that harm national security and crimes that violate laws on social order and safety.

2.2.Ho Chi Minh's ideological content on promoting the role of the people in protecting security and order.

2.2.1. Objectives to promote the role of the people in protecting security and order.

Firstly, it aims to practice democracy, liberate the intellectual capacity of the people, and help the people clearly demonstrate their role in protecting security and order.

Secondly, it aims to strengthen and consolidate national unity, creating a combined strength to contribute to firmly safeguarding the security and order of the Fatherland.

2.2.2. Content on promoting the role of the people in protecting security and order.

Firstly, we must promote the role of the people in crime prevention.

The call to arms: “All our people from South to North, from cities to rural areas, must always raise their vigilance, and everywhere must be ready to defend as in the resistance period. Wherever the ‘special’ henchmen of America come, they will fall into the ‘heavenly net and earthly trap’ of our people” [98, p.142].

Secondly, we must promote the role of the people in detecting crime.

Ho Chi Minh frequently requested and reminded that crime detection work must rely on the people and utilize the people's eyes and ears. He understood that: "It is not the police, the army, or the cadres who see all of its subversive plots, but the people who see them" [94, p. 445]. He stated: "Millions of people's ears and eyes form a 'heavenly net and earthly trap,' so the secret police cannot escape" [92, p. 53]. He emphasized, "With hundreds of thousands of eyes watching and hundreds of thousands of ears listening, the criminals and thugs will be exposed and will have to reform under the immense power of the masses" [94, p. 77].

Thirdly, promote the role of the people in the fight against crime.

According to Ho Chi Minh, first of all, it is necessary to focus on promoting the role of the people in the fight against crime, especially against sabotage activities, against enemy intelligence activities, and protecting the lives and property of citizens and the state. Clearly expressing this view, Ho Chi Minh instructed: In cities and newly liberated areas, the people must help the army and police maintain order and security, protect the lives and property of the people and protect public property [94, p.427].

Besides, Ho Chi Minh emphasized promoting the role of the people in fighting crime within the political system. He reminded: “As the masters, the people must fulfill their duties as masters, must manage the capital well, that is:… combat corruption and waste, make the capital prosperous, implement good customs and traditions, be diligent, thrifty, honest, and upright” [95, p.266]. On another occasion, Ho Chi Minh requested: “Every citizen, every agency must resolutely fight against corruption and waste” [94, p.298].

2.2.3. The subjects that promote the role of the people in protecting security and order.

According to Ho Chi Minh, promoting the role of the people in protecting security and order is the responsibility of many entities. However, he thoroughly identified the People's Police as the main entity, playing a core and pioneering role in promoting the role of the people in protecting security and order.

To fulfill the task of being the core force promoting the role of the people in protecting security and order, Ho Chi Minh advocated building a comprehensively strong People's Public Security force in terms of politics, ideology, and organization:

2.2.4.Target group plays a key role.

Inheriting the fine traditional cultural values ​​of the nation, and embracing the Marxist-Leninist viewpoint on the immense role of the people in the revolutionary cause, Ho Chi Minh paid special attention to the people in the cause of protecting security and order. In Ho Chi Minh's thought, the people hold an extremely important position and role. He explained this immense role through several aspects:

Firstly, the people play the role of masters and are in control of protecting security and order.

Secondly, the people are the source of the strength needed to protect security and order..

Thirdly, the people are the decisive force in the success of the cause of protecting security and order.

2.2.5. Methods for promoting the role of the people in protecting security and order.

First, the educational method..

According to Ho Chi Minh, education is an important and indispensable measure to promote the role of the people in protecting security and order. It is not by chance that Ho Chi Minh affirmed that promoting the role of the people in protecting security and order must be done through education. He wrote: “International experience proves that: Fighting sabotage is like fighting American spies, the best way is to organize and educate the people thoroughly” [95, p.246].

To promote the great role of the people in protecting security and order, Ho Chi Minh required that the people be educated comprehensively. He instructed the police force to “rely on mass organizations to organize and educate the people in the work of preventing and eliminating espionage, so that the people can practically help the police” [91, p.312].

Secondly, the method of mass mobilization..

Ho Chi Minh said: “The people's strength is very great. People mobilization is very important. If people mobilization is poor, everything will be poor. If people mobilization is skillful, everything will be successful” [91, p.234].

In the field of maintaining security and order, Ho Chi Minh frequently reminded specialized agencies and units to always prioritize and effectively carry out mass mobilization work. They must know how to harness the people's talents, intellect, and strength to fight and thwart all conspiracies, methods, and tactics of hostile forces and other criminals. They must know how to leverage the people's role in all conditions and circumstances, from small matters to large ones, relying on the people. Specialized forces must absolutely avoid the mindset of prioritizing professional and scientific-technical methods over mass mobilization.

Ho Chi Minh instructed:

For the masses, because their level of education is still low, it must be said simply and concisely. For example: During the period of clandestine activities, the slogan "3 no's" was applied - the masses understood and were able to do it, and at the same time developed their creativity, for example, when the enemy scattered ash and stretched ropes to detect cadres, the masses protected the cadres and the enemy could not detect them [100, p.143].

According to Ho Chi Minh, in order to maximize the role of the people through mass mobilization work, cadres doing mass mobilization work must grasp and understand the thoughts, aspirations, and feelings of the people, and must understand the traditions and culture of the local people. "The police are friends of the people, so the police need to know clearly about the affairs, especially the glorious affairs of the army and people in the localities" [91, p.387].

Thirdly, the method of building and strengthening people's organizations..

Another point is that our task is to strengthen the people's government and strengthen the people's organizations in localities. Because if the people's government and people's organizations in localities are loose, the policies of the Party and the Government will not be implemented properly. Therefore, we must strengthen the people's government and strengthen the people's organizations, paying special attention to the police and militia organizations, because the police and militia have the task of maintaining order and security in localities" [95, p.612].

To build and strengthen people's organizations in protecting security and order, in addition to regularly requesting and reminding Party committees at all levels and relevant agencies and units to regularly assist the people, Ho Chi Minh also demanded that the people not be passive but actively, proactively, and creatively build and strengthen their own self-governing models and organizations in their agencies, units, and residential areas. Through this, the people can play a significant role in protecting their own lives and property, their families, and ensuring a peaceful and happy society.

Summarizing the experience of building and strengthening people's organizations in protecting security and order, Ho Chi Minh affirmed: "The truth has been fully proven that wherever farmers have established their self-defense teams, those self-defense teams not only maintain security and order in the village and district but can also support the revolutionary government and strengthen the Party's base" [87, p.191].

Fourth, the method of rewarding- animalUp.

Recognizing the importance of emulation and reward, Ho Chi Minh particularly valued using this method to promote the role of the people in protecting security and order. Throughout his leadership of the Vietnamese revolution, despite being busy with many national affairs, he always devoted time to motivating, rewarding, and encouraging cadres and the people in carrying out revolutionary tasks in general and in protecting security and order in particular.

He consistently provides timely rewards and encouragement to individuals, units, forces, and the general public who have achieved outstanding results in protecting security and order. This clearly demonstrates his special attention to emulation and reward programs to promote the role of the people in protecting security and order.Speech to officials, soldiers, and people of Hoa Binh province.Ho Chi Minh gave an assessment and praise: “Since peace was restored, the people have strived to produce, maintain order and security, and unite among ethnic groups. That is very good. The Central Party Committee and the Government have words of praise for the people, cadres, and soldiers” [96, p. 548]. When he learned that the people and cadres of Cao Bang province had many achievements in suppressing bandits, maintaining order and security, and protecting the peaceful and happy lives of the people, Ho Chi Minh praised them: “That is a good achievement. On behalf of the Central Party Committee and the Government, I commend you comrades” [98, p. 47]. In the article titled “Exemplary Child Trinh Van Kieupublished in the newspaperPeopleOn November 4, 1954, President Ho Chi Minh praised the Ministry of Public Security and the city of Hanoi for promptly commending and encouraging 13-year-old Trinh Van Kieu for his achievement in collecting and handing over guns and ammunition to the police. These are just typical examples demonstrating his special attention to emulation and reward programs, aimed at promptly motivating and encouraging the people to participate in maintaining security and order.

Stemming from the importance of emulation and reward in promoting the role of the people in protecting security and order, Ho Chi Minh demanded that emulation and reward work be organized regularly, continuously, and persistently under all conditions and circumstances. Emulation and reward must be given to the right people; those who have contributed must be rewarded appropriately, while those who violate discipline must be dealt with strictly according to the nature and severity of the offense. He required that emulation and reward work be organized into a movement, with methods, approaches, and forms of reward tailored to specific groups. Rewards must be encouraging and motivating, while also being truly deserving and commensurate with the people's contributions. At the same time, he also emphasized that emulation and reward must be economical, with encouragement and motivation being the primary focus.

Ho Chi Minh also pointed out that not everyone who receives an award is considered to have contributed, but anyone who does anything beneficial for the revolution and the people is considered to have contributed. Therefore, he instructed individuals and organizations that have received awards to continue striving even harder, and those who have not yet received awards to strive even more. He called for launching a movement of emulation and awards between the military and the military, and between the military and the people, to create a great impetus to promote the role of the people in the fight against crime and to firmly protect the security and order of the Fatherland.

2.3. The ideological value of Ho Chi Minh regarding promoting the role of the people in protecting security and order.

2.3.1. It is a valuable spiritual heritage that contributes to elevating and developing the nation's tradition of valuing the people; it supplements and develops the Marxist-Leninist perspective on the role of the masses in creating history in the specific conditions of Vietnam.

Ho Chi Minh's thought on promoting the role of the people in protecting security and order is a product of culture, formed and developed on the basis of inheriting and developing the fine cultural treasure of the Vietnamese nation, absorbing the cultural essence of humanity, and most importantly, the Marxist-Leninist viewpoint on the role of the masses in creating history in the specific conditions of Vietnam.

2.3.2. Contains profound humanistic values

Firstly, Ho Chi Minh always had absolute faith in human beings and the immense role of the people in protecting security and order.

Secondly, humanistic values ​​are reflected in the methods used to promote the role of the people in maintaining order and security.

Thirdly, the humanistic value is reflected in the goal of promoting the role of the people in the cause of maintaining security and order.

2.3.3. It serves as a guiding foundation for the Party, the State, and the Public Security forces to organize, mobilize, and promote the immense role of the people in protecting security and order.

Ho Chi Minh Thought serves as the basis and foundation for our Party and each cadre and Party member to correctly and profoundly understand the immense role of the people; to have a scientific method for promoting the role of the people in protecting security and order; and to help each cadre and Party member clearly understand their responsibilities and duties, thereby taking concrete and practical actions to promote the role of the people in the most correct, creative, and scientific way.

Based on the widespread influence of Ho Chi Minh's ideology, throughout all periods of history, the Party has always proactively formulated policies and measures to promote the role of the people in a correct, scientific, and creative manner. Our Party clearly recognizes that maintaining security and order must always rely on the people. Thanks to this, the cause of maintaining order and security over the years has always received immense support and approval from the people.

Under all conditions and circumstances, the people's immense strength in protecting security and order has continuously developed. As a result, the people's role is increasingly evident and concrete in the field of security and order protection. The people are truly the masters, the driving force behind the success of the fight against crime.

THE CURRENT SITUATION REGARDING THE PROMOTION OF THE PEOPLE'S ROLE INPROTECTING SECURITY AND ORDER ACCORDING TO

HO CHI MINH'S THOUGHTS

3.1. Achievements and limitations in promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology.

3.1.1. Achievements

However, alongside the achievements, the implementation of the people's role in protecting security and order according to Ho Chi Minh's ideology still faces limitations such as: in some places and at some times, there is still an incorrect understanding of the role and importance of promoting the people's role in protecting security and order according to Ho Chi Minh's ideology; the subjects promoting the people's role in protecting security and order have not fully utilized their potential; the forms and methods of promoting the people's role in protecting security and order are still rigid and lacking in variety; and the effectiveness of promoting the people's role in protecting security and order is still not high.

The achievements and limitations mentioned above stem from both subjective and objective causes. This situation raises many issues that need to be addressed in the process of promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology in the future, especially regarding raising awareness; building the people as the main actors; using methods; and strengthening the work of reviewing and summarizing the promotion of the people's role in protecting security and order according to Ho Chi Minh's ideology.

3.In the coming period, domestic and international situations will present many factors impacting the role of the people in protecting security and order according to Ho Chi Minh's ideology. Globalization remains a major trend of the times. However, the world and regional situation remains complex and unpredictable due to policy adjustments among major powers; hostile and reactionary forces continue to intensify their "peaceful evolution" and "depoliticization" schemes targeting the People's Public Security force with increasingly sophisticated and cunning methods. The activities of other types of crime are also becoming more complex, increasing in quantity, nature, and level of danger. The four dangers outlined by our Party still persist.

This reality has demanded that the People's Public Security force adopt policies and solutions to continue promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology, meeting the requirements and tasks of the new situation. To effectively implement this, the People's Public Security force needs to simultaneously implement many solutions: raising awareness, building and consolidating conditions; improving the quality and effectiveness of using methods to promote the role of the people in protecting security and order according to Ho Chi Minh's ideology; focusing on expanding defense and security diplomacy; and conducting preliminary and comprehensive reviews on promoting the role of the people in protecting security and order according to Ho Chi Minh's ideology.
