- Analyze the process by which the Party directed the construction of the Party organizational system in North Vietnam from July 1954 to April 1975.

- This is the first step in summarizing historical practices, affirming the strengths and weaknesses, and drawing lessons from the experience of building the Party's organizational system in the North during the period 1954-1975, in order to contribute to Party building work in the current period.
