11. Summary of new results of the thesis
This is the first study on the policy of developing science and technology (S&T) human resources in the field of military history science (KHLSQS) of the Vietnam People's Army (VPA) based on the competency framework (KNL). The research results of the thesis contribute to clarifying, supplementing, and developing the theory of KNL and the policy of developing S&T human resources in the field of KHLSQS based on KNL - a new activity in current military history work. At the same time, the thesis provides theoretical and practical bases and proposes basic solutions for leaders and managers of military history work in researching, formulating policies and human resource development plans; in the stages and contents of developing S&T human resources in the field of KHLSQS of the VPA based on KNL. Accordingly, the thesis has made new contributions:
- Clarify basic theoretical issues on the policy of developing human resources for science and technology in the field of military science and technology of the Vietnam People's Army based on KNL. The focus is on building concepts, determining the content and criteria for evaluating the policy of developing human resources for science and technology in the field of military science and technology based on KNL. Accordingly, the policy of developing human resources for science and technology in the field of military science and technology is expressed through the main contents: Building assessment and selection policies; promulgating training, retraining and fostering policies; building and implementing regulations and rules for arranging, assigning, using and promoting positions and titles; revising and promulgating policies on screening human resources for science and technology; preferential policies; promulgating policies to improve the spiritual life, create motivation,... for human resources for science and technology in the field of military science and technology based on KNL.
- Survey and evaluate the current status of science and technology human resource development policy in the field of military science and technology based on KNL; identify issues arising in continuing to improve and implement the science and technology human resource development policy in the field of military science and technology based on KNL.
- To solve the problems, the thesis has pointed out the basic orientations to continue perfecting the policy and proposed four solutions to continue perfecting and implementing the policy of developing human resources for science and technology in the field of military science and technology based on the KNL approach, including: Researching to supplement and perfect the standards of human resources for science and technology based on the KNL approach; Continuing to research to supplement and perfect the system of policies for developing human resources for science and technology in the field of military science and technology based on the KNL approach; Effectively organizing the implementation of the policy of developing human resources for science and technology in the field of military science and technology of the Vietnam People's Army based on the KNL approach; Promoting propaganda and education to raise awareness and responsibility of subjects and promoting the role of organizations and forces to create a combined strength in perfecting and organizing the implementation of the policy of developing human resources for science and technology in the field of military science and technology based on the KNL approach.
- From the research results, the thesis has recommended to the Central Military Commission, the Ministry of National Defense, the General Department of Politics and agencies and units in the entire army to study leadership, direct and continue to perfect and implement the policy of developing human resources for science and technology in the field of military science and technology of the Vietnam People's Army on the basis of knowledge and skills suitable to the actual situation.
