- Reviewing relevant works on the topic clarifies the research results from published works; at the same time, it also identifies unresolved issues that the thesis needs to focus on.

- To objectively assess the achievements and limitations in the implementation of social policies in the northern mountainous provinces during the period 2011-2020; to identify the causes of these achievements and limitations; and to identify and clarify the issues facing the implementation of social policies in the northern mountainous provinces today.
- Propose some directions and solutions to improve the implementation of social policies in the northern mountainous provinces today, in accordance with Ho Chi Minh's ideology.
