10. Summary of the thesis results:
Thuong Tin is a suburban district of Hanoi. The district has 462 religious and cultural relics and structures, of which 123 have been classified (61 national-level relics, 62 city-level relics). The majority of these relics are around 300 years old and possess significant architectural, historical, and cultural value.
Due to the impact of time and the rapid urbanization in recent years, historical sites in general, and national-level historical sites in particular, in Thuong Tin district are facing the risk of changes in scale and architecture. While state management of national historical sites in the district has achieved positive results: leadership, guidance, and the issuance of state management documents on historical sites have been timely; propaganda activities have been regularly carried out; and the ranking of historical sites during the 2008-2020 period has yielded many results. However, alongside these achievements, certain limitations remain, such as the limited implementation of regulations at the grassroots level, and the occasional delays in restoration and preservation activities due to limited funding compared to the large number of historical sites in the district. Therefore, state management of national historical sites in Thuong Tin district is an urgent issue.
Based on theoretical research, relevant legal documents, and an analysis of the current state of state management of national historical sites in Thuong Tin district, the author proposes solutions to improve the quality and effectiveness of state management of historical sites in the future, such as: perfecting the system of legal documents; consolidating the management apparatus and improving the quality of human resources; increasing investment and mobilizing social resources in the restoration of historical sites; solutions for promoting the value of historical sites; inspection, supervision, and ensuring security and order within historical sites; and emphasizing and promoting the role of the community in the management of historical sites in the locality. These are practical solutions that contribute to improving the effectiveness of state management of national historical sites in Thuong Tin district. They also serve as a source of reference for those responsible for state management of historical sites in the district to study and apply in their work.
