11. Summary of new results of the Thesis:
a) Regarding research approach: The thesis uses the System approach as the main approach (using the White Box method).
b) In theory: The thesis applies theories of policy analysis and system theory, on that basis, builds a theoretical basis system on the impact of the Science and Technology Information Policy on ensuring information for scientific research, technology and innovation; builds a Policy Impact Assessment Framework, as a tool to identify the impacts of the Science and Technology information policy, thereby creating a scientific argument in proposing policy improvement.
c) In practice, the Thesis gives the following results:
+ In Vietnam, there is a policy on science and technology information. However, this policy is announced in many different documents, leading to a lack of consistency and overlap. Some of the main contents of the policy are announced in documents with low legal value, thus causing difficulties in the process of application and implementation.
+ The impacts brought about by the policy have not yet fully realized the goal of ensuring information serving scientific research, technology and innovation of organizations, individuals and enterprises because the means to implement it is the Science and Technology Information Assurance System with an inappropriate operating philosophy, the elements of the System have changed due to the impact but have not directed the operation of the System towards disseminating information and knowledge to the entire community.
12. Practical application (if any):
- The study contributes to creating scientific and practical arguments in perfecting the legal system on ensuring the right to access information, policies to promote scientific and technological information activities, thereby improving the capacity to ensure information for organizations, individuals and businesses in the context of the Fourth Industrial Revolution and the trend of digital transformation.
- The research results of the Thesis are also reference documents for individuals and organizations in teaching, learning and scientific research at training institutions specializing in Science and Technology Management, Information - Library policy in general and Science and Technology Information Policy in particular.
