11. Summary of the new findings of the Thesis:
a) Regarding the research approach: The thesis uses a Systems approach as its main approach (using the White Box method).
b) Theoretically: The thesis applies theories of policy analysis and systems theory to build a theoretical framework on the impact of science and technology information policy on ensuring information for research, development, and innovation; it also develops a policy impact assessment framework as a tool to identify the impacts of science and technology information policy, thereby creating a scientific basis for proposing policy improvements.
c) In practice, the dissertation presents the following results:
+ In Vietnam, there is already a science and technology information policy. However, this policy is published in many different documents, leading to a lack of uniformity and overlap. Some key contents of the policy are published in documents with low legal value, thus causing difficulties in application and implementation.
+ The impacts of the policy have not fully realized the goal of ensuring information for scientific research, technology, and innovation for organizations, individuals, and businesses because the means of implementation, the Science and Technology Information Assurance System, has an unsuitable operating philosophy. While the elements of the System have undergone changes due to the impact, the System's activities have not been directed towards disseminating information and knowledge to the entire community.
12. Practical applications (if any):
- This research contributes to establishing scientific and practical arguments for improving the legal system on ensuring the right to access information, and policies to promote science and technology information activities, thereby enhancing the capacity to ensure information services for organizations, individuals, and businesses in the context of the Fourth Industrial Revolution and the trend of digital transformation.
- The research findings of this dissertation also serve as a reference for individuals and organizations in teaching, learning, and scientific research at training institutions specializing in Science and Technology Management, Information and Library Policy in general, and Science and Technology Information Policy in particular.
