The research problem attracts prestigious scientists in many fields. The workshop was attended by nearly 80 scientists, managers, and interested people from a number of central ministries/sectors: Ho Chi Minh National Academy of Politics, a number of National Assembly Committees; Ministry of Home Affairs, Ministry of Labor, War Invalids and Social Affairs, Vietnam General Confederation of Labor; Vietnam Academy of Social Sciences, Hanoi National University and a number of universities, academies, etc.

According to Prof. Dr. Hoang Anh Tuan - Rector of the University of Social Sciences and Humanities, VNU; Head of Project KX.04.28/21-25, this is a national science and technology task chaired by the University of Social Sciences and Humanities, VNU and has initially achieved some results. The workshop attracted the attention of scientists in many different fields, was a forum for discussion, clarification of viewpoints, policies as well as assessment of the current situation of training, use and attraction of talents in Vietnam with new arguments.

New perspective on talent and training, attracting and valuing talent According to scientists, the 13th National Party Congress continues to identify human resource development, especially high-quality human resources, as a strategic breakthrough, a decisive factor in promoting the development and application of science and technology, restructuring the economy, transforming the growth model and the most important competitive advantage, ensuring rapid, effective and sustainable development. In particular, attracting, employing and rewarding talents is a very important issue in the current period, contributing to building a team of cadres, civil servants and public employees to meet the requirements and tasks of building and developing the country. In recent times, the policy of attracting, employing and rewarding talents has achieved certain results. Vietnam has built policies to attract and employ talents, experts, and highly skilled workers with attractive salary, bonus, and welfare policies... Attention has been paid to training and fostering high-quality human resources. The class of talented entrepreneurs and highly skilled workers has appeared more and more in society, making significant contributions to the country's development. Thanks to that, in the recent period, despite many difficulties, the average GDP growth rate has still reached about 6%/year, the quality of growth has improved, and labor productivity has increased from 4.3%/year in the period 2011 - 2015 to about 6%/year in the period 2016 - 2020. However, the reality of human resources and labor productivity in our country after half a term of implementing the Resolution of the 13th National Congress still has many shortcomings and limitations. The Government's report said that the quality of human resources is still limited, has not yet had clear changes, and is not really a driving force or a breakthrough for socio-economic development.

At the workshop, Dr. Tran Anh Tuan - Former Deputy Minister of Home Affairs, Chairman of the Vietnam Association of Administrative Sciences emphasized that talents are people with qualities, qualifications and abilities in a specific field; especially those with many contributions that have been applied in practice and recognized. From a historical approach, Prof. Dr. Pham Hong Tung - Former Director of the Institute of Vietnamese Studies and Development Sciences, VNU, shared that in Vietnamese history as well as world history, "talented persons" and "intellectuals" are two terms referring to two different types of people, but they overlap in both connotation and extension. The reality is: not all talented persons are intellectuals and not all intellectuals are talents, but the overlap between intellectuals and talents is very large. Those are trained talents, that is, a team of people who inherently have suitable physical and mental qualities, who continue to cultivate and develop both qualities and competencies through the training process, tentatively called talented persons - intellectuals. The process of training talented people - intellectuals takes place in many different forms of organization. It can be formal training processes with a system of schools, learning materials, methods and with professional educators; and informal education often does not take place in schools with professional educators. In addition, there are other forms of educational organization that also contribute to training talented people - intellectuals. Professor Pham Hong Tung suggested that it is necessary to clearly define the harmonious relationship between elite education and mass education; invest in training talents for the cultural industry in the new trend.

Build special incentive policies and respect the unique personalities of talented people. Analyzing specific challenges at the University of Medicine and Pharmacy, VNU in the context of competition in policies and remuneration from public and non-public schools and research institutes in attracting and employing highly qualified lecturers and scientists, university autonomy is a requirement for the higher education sector, Prof. Dr. Le Ngoc Thanh - Rector of the University of Medicine and Pharmacy proposed solutions to train, foster and retain highly qualified human resources in the field of Health Sciences. The professor emphasized the need to develop specific preferential policies for high-quality human resources; develop a pilot mechanism; hire/appoint/assign school-level management tasks to highly qualified, reputable, and experienced experts. In addition to increasing the invitation of highly qualified, experienced, and reputable staff from practice facilities to concurrently teach and work as managers and leaders according to Decree 111/2017, universities training in the field of health sciences need to have preferential policies on recruitment, training, and fostering of lecturers, researchers, and young scientists to create resources.

Discussing the training and promotion of talents in the field of culture and arts, Associate Professor, Dr. Pham Quang Long - Former Principal of the University of Social Sciences and Humanities, Former Director of the Department of Culture, Sports and Tourism of Hanoi raised the question: Is training talents in the field of literature and arts different from mass training? “In my opinion, there is a part that is similar and a part that is very different. This very different part needs more attention, but for a long time now we have only applied some specific criteria on the basis of depending on the general criteria. Therefore, the difference has not reached the necessary standard. That is, the entrance exam to Hanoi art schools (in the Central as well) only applies to the aptitude test for the profession, while the other subjects are still applied the same. Other subjects account for the majority and they play a decisive role in assessing the quality of training" - Associate Professor, Dr. Pham Quang Long shared. Therefore, artist training is a field that requires the most respect for research, creativity, and personality, but from the time of being in the seedling environment, the nursery... those factors are only moderately focused on because there is no environment to express them.

According to Prof. Dr. Nguyen Van Khanh - Former Rector of the University of Social Sciences and Humanities, VNU, Vietnam is lacking in quantity and quality of human resources in the fields of science and technology, health sciences, etc. Currently, in Vietnam, there is a situation of "migration" of talents from the public sector to the private sector, from domestic to foreign countries, failing to fully exploit human resources due to many reasons. Proposing solutions to overcome the above situation, Prof. Dr. Nguyen Van Khanh emphasized that there should be policies to train and foster talents in key scientific fields so that they can truly serve the community and the development of the country. In addition to creating a working environment for talents to freely create and freely develop their capacity, it is also necessary to build a network connecting talents in the public and private sectors, in Vietnam and abroad to attract and promote their role.

MSc. Bach Dang Khoa - Deputy Director of the Department of Education and Training of Bac Giang province, Former Principal of Bac Giang High School for the Gifted, shared experiences from the reality of training and nurturing excellent students at specialized high schools, emphasizing methods of dealing with individuals with special abilities.
Summarizing the workshop, Prof. Dr. Phung Huu Phu - Former member of the Party Central Committee, Former Permanent Vice Chairman of the Central Theoretical Council; Former Rector of the University of Social Sciences and Humanities; Chairman of the Science and Training Council of the University of Social Sciences and Humanities, VNU affirmed that scientists had discussed and proposed new solutions to the not-so-new problem of training, attracting and nurturing talents. The workshop clarified the concept of talent and talented people and basically agreed: talents are people who have the desire to contribute, the desire to serve, have personal capacity, and have valuable products to serve the country and the people. Prof. Dr. Phung Huu Phu affirmed that it is necessary to promote the responsibility of leaders in discovering, attracting and promoting talents; have specific policies and mechanisms, create an environment for talents to freely create and contribute; not only build major policies on promoting talents but also pay attention to the smallest things related to their lives. At the conference, scientists also emphasized the responsibility of education at all levels (high school, university, postgraduate), emphasizing that elite education must be in harmony with general education, promoting liberal education, and creating an environment to nurture talent.
The scientific workshop with the theme "Viewpoints, policies and current status of training, using and attracting talents in Vietnam today" is within the research framework of the Science and Technology Task "Training, using and attracting talents - a breakthrough in policies to develop high-quality human resources to meet the requirements of rapid and sustainable development of the country" (Code: KX04.28). The project management board will maximize the opinions of scientists to complete the project's research, thereby providing effective policy advice.
The conference received 40 articles from scientists in many different fields and will be published in the Conference Proceedings, becoming materials for publication as a monograph.
