Basically completed the targets set out in the resolution and conclusion of the 28th Party Congress, term 2020-2025

Attending the Conference were comrades in the Party Executive Committee, Secretaries and Deputy Secretaries of Party Cells. Comrade (Comrade) Hoang Anh Tuan (Party Committee Secretary, School Principal), Comrade Bui Thanh Nam (Deputy Party Committee Secretary, Vice Chairman of the Board of Directors) chaired the Conference.
Attending and directing the Conference, on the side of VNU, there were comrade Le Xuan Tinh, Head of Planning and Finance Department and comrade Bui Le Vu, Deputy Chief of Office, in charge of the Office of VNU Party Committee.
Speaking at the opening of the Conference, Comrade Hoang Anh Tuan shared: During the 2020-2025 term, the Party Committee of the University of Social Sciences and Humanities has held many preliminary and thematic conferences to evaluate the implementation results, pointed out the shortcomings and inadequacies to promptly adjust and supplement key solutions to resolutely implement the resolutions and conclusions of the 28th Congress. In monthly meetings, the Party Committee and the Board of Directors also regularly review, promptly urge and disseminate to the Party Cells. Today's conference was held with the participation of all comrades in the Party Committee, Secretaries and Deputy Secretaries of the Party Cells so that we can look back at the results achieved, frankly point out the shortcomings and contents that have not been implemented, openly share solutions to successfully implement the 5 resolutions and 3 conclusions set forth by the 28th Party Congress of the University. On behalf of the Party Committee of the University of Social Sciences and Humanities, Comrade Hoang Anh Tuan expressed his deep gratitude for the attention, close guidance, timely support, assistance and facilitation of the Party Committee, the Board of Directors of VNU, and the Party Committee Office. Secretary Hoang Anh Tuan expressed his hope to continue receiving the attention of VNU so that the Party Committee of the University will successfully implement the resolutions and conclusions set forth by the 28th Congress.
The conference listened to Comrade Bui Thanh Nam, Comrade Ngo Thi Kieu Oanh, Comrade Dang Thi Thu Huong and Comrade Lai Quoc Khanh present reports assessing the implementation results of 5 resolutions and 3 conclusions of the School Party Committee. The reports all pointed out the results achieved in all aspects (concretized by numbers, compared with the targets of the Resolution), at the same time frankly pointed out the remaining problems, targets that have not been achieved, analyzed the causes and proposed many solutions to overcome the problems.
In the report of Deputy Secretary of the Party Committee Bui Thanh Nam: The results of implementing the Resolution "Enhancing the leadership role of Party Committees and the effectiveness of inspection and supervision activities" affirmed: After the Congress, the Party Committee of the School has developed specific guidance documents, and at the same time organized periodic inspections, notified the inspection results to each Party cell and Party member to promptly overcome the remaining shortcomings. The work of inspection, supervision and Party development in most Party cells has been seriously, regularly and in accordance with regulations. The Party cells have also proactively issued resolutions, plans and action programs to successfully implement the resolutions of the Party Committee of the School.
However, there are still some shortcomings in enhancing the role of Party Committee leaders: The highest responsibility of Party Cell Secretaries has not been promoted; there has not been a proactive grasp of existing problems in Party cells and timely solutions to overcome them; the work of transferring Party activities to new cadres and students in some units is still slow. The report of Comrade Ngo Thi Kieu Oanh (Member of the Party Committee, Deputy Head of the Organization and Personnel Department, Member of the Standing Committee of the Party Committee) pointed out very encouraging results in implementing the Party Committee's Resolution on personnel organization: by 2024: the whole school has nearly 600 cadres and lecturers, of which 79.4% of lecturers have doctoral degrees; 19.08% have lecturers with the title of Professor/Associate Professor; attracted 22 cadres with PhD degrees or higher to work at the school; organized 306 cadres to study, exchange, improve qualifications, and cooperate in science abroad;... exceeding the targets set by the Resolution. During the period from 2020-2024, 9 documents (projects, decisions, conclusions, instructions) related to the field of personnel organization were issued, including a number of documents with major breakthroughs in the policy of increasing investment in scientific research activities and standardizing titles and academic ranks for cadres and lecturers.
Based on the achievements, the Report boldly presents a number of lessons and experiences, with special attention paid to strengthening the role of Party committees and especially the advisory level in leadership and direction to promptly grasp the aspirations of lecturers and staff, discover and introduce excellent lecturers to advise the Party Committee and the School Board of Directors to have appropriate training policies.
Through the report on the implementation results of the resolution on Comprehensive innovation of training work and 2 conclusions of the Party Committee related to promoting regional integration, internationalization of training; effective cooperation with localities and enterprises, Ms. Dang Thi Thu Huong (Member of the Standing Committee of the Party Committee, Vice Principal of the School) pointed out a very positive picture of training work in the past 4 years, especially in 2024 with the completion and exceeding of enrollment targets, adjustment, innovation of training programs, construction of new training programs, quality assessment of educational institutions and training programs. In addition, the School actively expands the signing of cooperation documents with domestic and foreign partners, bringing many practical benefits to learners.
To successfully implement the resolutions and conclusions of the 28th Party Congress, affirm and enhance the position of the University of Social Sciences and Humanities domestically and reach the regional and international levels, the report of Associate Professor, Dr. Dang Thi Thu Huong proposed a number of key solutions: Strongly innovate the management of care and support for learners; Effectively review cooperation agreements to bring value to the University's students; further expand the network of students and domestic enterprises to enrich scholarship sources, internship addresses, practice and connect job opportunities for students. With 3 reports on the implementation results of 2 resolutions and 01 conclusion, Comrade Lai Quoc Khanh (Party Committee member, Vice Principal of the School) highlighted the results of the work of developing high-quality scientific products and policy consulting, enhancing the effective use of financial resources, facilities and promoting digital transformation in university governance. The report stated that in recent years, the state budget has been cut every year, but the School has made efforts to diversify revenue sources, increase expenditure sources, most of which have focused on direct investment in people (increasing income, increasing investment in scientific research, supplementing scholarships and learning support for students, trainees, etc.). With the motto of using the most economical budget and maximizing the use of functions, the School's facilities have been renovated, increasing self-study space for students, repairing and purchasing modern equipment to serve teaching and learning; At the same time, actively digitally transform and modernize university administration, applying information technology to innovate teaching methods. The conference also listened to many frank and open exchanges of opinions from the Secretaries and Deputy Secretaries of the Party cells, who both gave comments to the reports and proposed solutions based on the reality in their Party cells. All the opinions expressed high consensus with the results presented at the conference. Not only did they present the results, the reports frankly and objectively acknowledged some shortcomings and solutions to overcome them. This demonstrated the high determination and thorough involvement of the Party Committee.
Comrade Nguyen Quang Lieu (Party cell secretary, Principal of the High School for the Gifted in Social Sciences and Humanities) shared: The 5 resolutions and 3 conclusions issued by the Party Congress are all "correct", "on point" and close to the reality of the units and the strengths of the School. In addition to thoroughly implementing the resolutions to each cadre, the Party Committee, the School's Board of Directors also issued many specific and detailed documents and instructions, so the resolutions and conclusions are highly feasible, easy to implement, and truly come into life.
Comrade Nguyen Van Chieu (Party cell secretary, Head of the Faculty of Political Science) completely agreed with some of the solutions proposed in the reports. At the same time, he emphasized: In order to promptly transfer Party activities to newly recruited departments or new students admitted from high schools, it is necessary to have information connection between the departments: Training, Politics and Student Affairs, so that the unit can grasp the specific list of students, and assign staff to monitor and help. Moreover, each unit needs to promote the role of the Youth Union and Student Association, creating many activities to attract the participation of student party members so that they have the conditions to practice and improve themselves.
Ms. Trinh Thi Linh (Party Cell Secretary, Head of Psychology Department) agreed with the proposals of the units, and expressed: Based on the reality at the Psychology Cell, we really hope that the Party Committee and the School Board of Directors have more specific policies on staff development, creating motivation for staff to strive to achieve academic standards.
Comrade Do Van Hung (Party cell secretary, Head of the Faculty of Information and Library) shared some difficulties in recruiting PhD-qualified staff of the Faculty of Information and Library from other places to the school, so in the coming time, the school can have a policy of recruiting staff from excellent students who are PhD students at the Faculty. Regarding solutions to enhance digital transformation in higher education, Comrade Do Van Hung proposed to promote online training, build electronic lectures for subjects, and pilot the construction of a few subjects, then learn from experience and replicate them in the school; at the same time, actively research and apply artificial intelligence (AI) in teaching.
Attending the Conference, Comrade Bui Le Vu, Deputy Head of the Office of the Party Committee of VNU, acknowledged and highly appreciated the results achieved by the Party Committee of the University of Social Sciences and Humanities over the past 4 years based on the resolutions and conclusions of the 28th Congress. Although the term has not yet ended, the Party Committee of the University has held a conference to review the results of implementation, as well as existing problems to promptly propose solutions, demonstrating the drastic participation and high determination of the entire Party Committee. Comrade Bui Le Vu emphasized: In the past 2 years, VNU has really transformed itself in evaluating quantitative implementation results according to KPIs, specifically in each field, while promoting internationalization of training. Therefore, it is hoped that the Party Committee will direct and widely disseminate that spirit to Party cells, Party members as well as lecturers and staff throughout the University to unify in viewpoints and actions. Besides, it is necessary to promote the strengths and characteristics of the University, affirming its position and brand not only in VNU but also on the national and international university education map. Receiving all the guidance and orientations from the representative of the Party Committee of Hanoi National University, listening to the discussions and proposals from the Party cells, Comrade Hoang Anh Tuan concluded: Party work is currently facing the pressure of the requirement of standardization and professionalization, so all Party members in the Party Committee, especially the leaders, need to thoroughly grasp the spirit: cannot be done carelessly, just to get it done, but must be carried out seriously, in accordance with regulations. 2025 is a very important year for the University of Social Sciences and Humanities, celebrating the 80th anniversary of the tradition of the Faculty of Literature, preparing for the 29th Party Congress, creating momentum for the transformation to affirm the position, brand, and identity of Hanoi Nationalities. In addition to maintaining achievements in training, scientific research, and quality control, Hanoi University of Humanities needs to affirm its role as a pioneer, leader, and disseminator of knowledge in the fields of Social Sciences and Humanities, demonstrated by cutting-edge research, specialized textbooks, and a team of leading scientists. Especially in unique and “special” fields, demonstrating the national responsibility of the University of Humanities: archaeology, Han Nom, ethnic religious issues, collecting, storing, and translating Vietnamese cultural resources overseas, etc.
Party Secretary Hoang Anh Tuan once again emphasized: The 2020-2025 term of the Party Committee took place in the context of facing the fierce challenges of the Covid-19 pandemic, the significant impact of changes in training regulations, fierce competition between educational institutions, and changes in Party Committee personnel and leaders of Party cells. However, the University of Social Sciences and Humanities has maintained stability, unity and development, basically completing the targets set out in the resolution and conclusions of the 28th Party Congress, affirming its important role and contribution to VNU and the education sector in general. To achieve these results, first of all, it is due to the attention and close direction of the Party Committee and the Board of Directors of VNU, the determination and creativity of the Party Committee of the University, but above all, it is the outstanding efforts, solidarity and joint efforts of all Party members, lecturers and students in the University. Party Secretary Hoang Anh Tuan called on managers and leaders of party organizations to promote their responsibility as leaders, be exemplary in words and deeds, dare to devote themselves, dare to do, dare to take responsibility before cadres and organizations; all cadres and party members to promote their strengths, capacities and creativity so that the resolutions and conclusions of the 28th Party Congress can truly come to life, positioning the Hanoi Humanities brand.
