On December 9, 2024, VNU held a conference to study, research, and disseminate some major orientations of the Party and the direction of General Secretary To Lam.

At the Conference, comradeDoan Van Bau, Director of the Department of Political Theory, Central Propaganda Department, presented a report on the major orientations of the Party and the direction of General Secretary To Lam on the new era - the era of national growth.

ComradeDoan Van Bau highly appreciated the initiative of the Standing Committee of the Party Committee of VNU in implementing a political activity to study, thoroughly grasp and propagate the guiding ideology and major orientations of the Party and General Secretary To Lam. Head of the Department of Political Theory, Central Propaganda Department Doan Van Bau emphasized that the ideology of General Secretary To Lam was unanimously affirmed by the 10th Conference of the 13th Party Central Committee, this is a new policy and orientation, with strategic significance for national development, of great political significance, which needs to be included in the 14th Congress Documents, thoroughly grasped by the entire Party, the entire people, the entire army and implemented with high political determination.
He highlighted the strategic orientations to bring the country into a new era - the era of national rise by General Secretary To Lam, including: Improving the Party's leadership method; strengthening the Party spirit in building and perfecting the Socialist rule of law State of the people, by the people, for the people; streamlining the organization and apparatus for effective and efficient operation; digital transformation; fighting waste; on cadres; and on the economy.
In particular, streamlining the organization of the apparatus for effective and efficient operation is very urgent. 70% of the current budget is used to maintain the operation of the apparatus, while the work of arranging and perfecting the organization of the State administrative apparatus to be streamlined, effective and efficient, reducing focal points and intermediate levels is still inadequate, some parts are still cumbersome, overlapping between the legislative and executive branches, not really meeting the requirements of improving the effectiveness and efficiency of management. Some ministries and branches still take on local tasks, leading to the existence of a request-grant mechanism, which easily gives rise to negativity and corruption. The work of streamlining the payroll associated with job positions, improving the quality and restructuring the team of civil servants and public employees is still lacking thoroughly. This is one of the reasons leading to hindering development, increasing administrative procedures, wasting time and effort of businesses and citizens, and missing the development opportunities of the country.

The proposed strategic policy will continue to focus on building and streamlining the organizational apparatus of the Party, the National Assembly, the Government, the Fatherland Front, and socio-political organizations to operate effectively and efficiently; streamlining the apparatus and organizing Party agencies, truly being the intellectual core, the "general staff," and the vanguard leading State agencies.
Cut down on unnecessary intermediaries, reorganize the organization in a multi-sectoral and multi-disciplinary direction. Promote decentralization and delegation of power in the direction of "local decision, local action, local responsibility" combined with strengthening inspection and supervision, clearly defining responsibilities between the Central and local levels, between local authorities, between managers and workers.
Speaking at the Conference,Deputy Secretary of the Party Committee, Deputy Director of VNU Nguyen Hoang Hai shared that on December 7, VNU and VNU-HCM held the 2024 annual conference with the theme "The role and mission of the National University in the era of national development".After 30 years of construction and development, VNU-Hanoi and VNU-HCM have always adhered to the mission of being a multidisciplinary and multi-field training and scientific research center that reaches the world's advanced level to be the locomotive and core for the entire education and training system, human resource development, cutting-edge scientific and technological research to serve the cause of sustainable development of the country.

Vice President Nguyen Hoang Hai summarized the content of the meeting of the VNU Party Committee and the 3rd VNU Council Meeting, term 2021 - 2026. Accordingly, the leaders of VNU are unanimous in implementing the major orientations of the Party and the direction of General Secretary To Lam on the new era - the era of national development. VNU has been innovating, streamlining the organization, operating effectively and efficiently. Recently, the Standing Committee of the Party Committee of VNU, the Council of VNU has agreed on the policy of reorganizing 03 project management boards of VNU (including the Project Management Board, the Management Board of the VNU Construction Investment Project in Hoa Lac and the Management Board of the Vietnam National Universities Development Project - VNU Sub-project) into 01 project management board, in which the merger of the Project Management Board and the Management Board of the VNU Construction Investment Project in Hoa Lac will be immediately implemented into a Project Management Board under VNU.
Along with that, VNU will continue to pioneer in training and research to gradually master high technologies, making an important contribution to the development of the economy and society, contributing to the sustainable development of the country.
