Overview of the December 2024 Meeting of the University of Social Sciences and Humanities.
At the December briefing meeting, on behalf of the School's Board of Directors, Rector Hoang Anh Tuan officially presented the Decision of the State Council of Professors recognizing two lecturers as Professors: Prof. Dr. Lai Quoc Khanh and Prof. Dr. Nguyen Quang Hung; two lecturers as Associate Professors: Assoc. Prof. Dr. Dang Hoai Giang and Assoc. Prof. Dr. Nguyen Phuong Anh; and presented the decision appointing Assoc. Prof. Dr. Do Huong Lan (currently Deputy Director of the Center for Entrepreneurship and Social Innovation - National Economics University) to the position of Director of the Institute of Policy and Management (IPAM).

Rector Hoang Anh Tuan sent a bouquet of fresh flowers to thank Associate Professor Dr. Dang Thi Thu Huong for successfully completing her duties as head of the Institute of Policy and Management during the period of leadership restructuring at the Institute.
Rector Hoang Anh Tuan further shared: From 2025, the Ministry of Foreign Affairs has selected VNU-USSH as the sole unit in Vietnam responsible for the professional aspects of training in Vietnamese language teaching and disseminating Vietnamese culture to overseas Vietnamese. This is an honor, affirming the prestige and brand of the University in teaching Vietnamese to overseas Vietnamese worldwide.
Professor Nguyen Quang Hung emotionally shared: "Becoming a staff member of the University of Social Sciences and Humanities felt like a 'predestined fate.' After nearly 40 years of working and being dedicated, the University of Social Sciences and Humanities in Hanoi has always been my second home, where I can do the work I love most, where I am given the opportunity to develop my expertise and pursue my passion for scientific research. The joy I feel today is a recognition of my own efforts, but it is also the result of the enthusiastic support and companionship of the University's Board of Directors, functional staff, colleagues, and students. And this achievement reminds me to continue striving to contribute even more to the overall development of the University."

Officially assuming the position of Director of the Institute of Policy and Management, a research center under the University, Associate Professor Dr. Huong Lan emotionally expressed: "I have been fortunate to collaborate and have a long-term commitment to the University of Social Sciences and Humanities as a visiting lecturer in the Faculty of Management Science and to participate in many seminars, workshops, and projects on science and technology, entrepreneurship, and innovation organized by the University. Today, I am once again entrusted by the leadership with the honor of officially becoming a staff member of this prestigious university, which holds a leading position in Vietnam and is gradually establishing its international reputation. With the professional, standardized, academic yet humane, friendly, and open environment at Hanoi University of Social Sciences and Humanities, I am sure I will quickly integrate and contribute to the overall development of the University."

Also at the final briefing conference of 2024, the delegates discussed several issues related to finance, training, scientific research, publishing, and international publications.
Representing the Planning and Finance Department, Ms. Kim Thi Diep Ha (Head of Department) reminded the heads of units about the progress of finalizing the Internal Spending Regulations for 2025 and completing the settlement documents for 2024. The Head of the Planning and Finance Department shared: Currently, the issue of outstanding tuition fees is very serious. After today's meeting, the University will issue a notice reminding students of the outstanding debt and extending the deadline for tuition payment. After the deadline, if students/learners do not pay, the University will take action according to regulations.
Ms. Kim Thi Diep Ha, M.Sc., noted: all settlement documents from units must be completed and submitted to the Planning and Finance Department before December 16, 2025.
According to Mr. Nguyen Van Thuy, M.Sc.: In December, the University will establish a working group to conduct a comprehensive inventory of assets to report to the Vietnam National University, Hanoi. Therefore, we kindly request the cooperation of all units in counting and reviewing the quantity, function, and effectiveness of all assets and equipment so that the Administration and General Affairs Department has a basis for developing a timely plan for procurement, replacement, and repair.
Dr. Trinh Van Dinh (Head of the Research Management Department) stated that the list of books has now been approved by the Board of Directors and requested that the faculties pay attention to ensure that the manuscript compilation is completed on schedule and with the highest quality.
Associate Professor Dr. Nguyen Thu Hien (Deputy Head of the Faculty of Literature) shared her thoughts on the current reality of postgraduate training: students admitted in the first round of postgraduate admissions (starting in April) have to wait until the second round of admissions is completed before beginning their semester. This means students have to wait quite a long time after the summer break. Therefore, she respectfully requests that the University consider starting the first semester for postgraduate students earlier to accelerate their learning progress and better meet their needs.
Dr. Nguyen Ngoc Binh (Head of the Linguistics Department) suggested that the University consider and find solutions regarding the method of recognizing supervisors, because with a large number of doctoral students, applying the current regulations makes it very difficult to assign supervisors.
Sharing some of the difficulties faced by units in postgraduate training, Vice Rector Dang Thi Thu Huong acknowledged and accepted all contributions, requesting the training and research department to advise the Board of Directors on solutions to overcome these challenges, and at the same time proposing to the Vietnam National University, Hanoi to have a specific and flexible mechanism to meet the practical situation.
Updating information on the Ministry of Education and Training's HEMIS portal for 2025 involves numerous indicators and is a mandatory requirement for all training institutions to complete before January 25, 2025. This is also a crucial step that significantly impacts the approval of targets for 2025. We kindly request the cooperation of all units in completing this process on schedule.
Regarding scientific research, Professor Lai Quoc Khanh shared information about the National Conference on Basic Sciences (hosted by the University of Social Sciences and Humanities, scheduled for December 9th). This is an important scientific event, demonstrating the prestige and national responsibility of the University; therefore, he requested that all units (especially faculties offering basic science programs) arrange to attend the reception and prepare opinions/presentations for discussion at the Conference.
The university will revise its regulations on rewarding international publications, aiming not only to increase the number of publications but, more importantly, to enhance the international publication capacity of its faculty members. Faculty members are encouraged to monitor the information and participate fully to benefit from the full impact of this policy.
Essentially agreeing with the opinions expressed by the Vice Rectors and the discussions among the representatives of the units, Rector Hoang Anh Tuan concluded by emphasizing several key tasks:
- Inspections and audits are regular tasks because the school is accountable not only to the state, ministries, and direct management agencies, but also to society, parents, and students. Therefore, heads of units and each staff member need to embrace the spirit of daring to think and act, decisively innovating, and proactively completing all required documents and records, ready for inspections and audits.
- Continue to review and reorganize the organizational structure towards integration, streamlining, multitasking, and efficiency.
- The training department is requested to develop a plan to implement the contents of the Rector's Conclusion at the 2024 Training Conference.
- Continue to innovate student care and support activities in accordance with the conclusions of the Student Affairs Conference for the 2024-2025 academic year.
- We request that heads of units and departments widely and transparently disseminate to staff, lecturers, and students the following viewpoint: The university provides maximum support for scientific research and international publications; however, it is also necessary to adhere to the principle of focused, targeted, and effective investment.
- Organizing international scientific conferences for doctoral candidates and young staff members is a way for the university to support and accompany its students, demonstrating social responsibility, and is not a mandatory task under the training regulations. Therefore, communication is needed to ensure students understand and share responsibility to achieve the best possible results.
- The settlement and payment process for 2024 was carried out quickly, completely, on schedule, and in strict compliance with the regulations of the State and relevant ministries and agencies.
- Regarding the issue of outstanding tuition fees: Relevant units should discuss and agree on the implementation methods and measures to ensure seriousness and fairness for students.
Rector Hoang Anh Tuan once again emphasized: All information exchanged and conclusions reached at the briefing meeting must be widely disseminated and thoroughly understood by the heads of each unit to all faculty and staff within their respective units so that everyone can grasp, comprehend, implement, and communicate the information in a unified and standardized manner to the students.
