The 5th National Party Congress of VNU: Solidarity - Creativity - Breakthrough - Integration

There were 300 official delegates summoned, representing more than 1,600 party members and 28 grassroots party organizations affiliated to attend the 5th VNU Party Congress. The congress was honored to welcome comrade Nguyen The Thao - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee to attend and give a speech directing the congress.

Also attending the Congress were comrades: Dao Trong Thi - Member of the Party Central Committee, Chairman of the National Assembly's Committee for Culture, Education, Youth, Adolescents and Children; Ha Ngoc Chien - Member of the Party Central Committee, Deputy Head of the Central Internal Affairs Committee; Mai Tien Dung - Member of the Party Central Committee, Secretary of the Ha Nam Provincial Party Committee; Phung Huu Phu - Permanent Vice Chairman of the Central Theoretical Council; Le Quang Vinh - Deputy Chief of the Party Central Office; Pham Quang Thao - Secretary of the Party Committee of the Central Agencies Bloc and representatives of leaders of central and local Ministries, Departments and Branches.

The political report presented at the congress stated: in the fourth term (2010-2015), despite facing many difficulties and challenges, the Party Committee of VNU has always been united, united, and made efforts to overcome difficulties to achieve important results in all areas of activity.

During the last term, the legal position and high autonomy mechanism of VNU have been affirmed in Article 8 of the Law on Higher Education; the Decree and Regulations on Organization and Operation of VNU and its member educational institutions have been issued, creating a favorable mechanism to develop VNU into an advanced research-oriented university. The model of an advanced, autonomous, and highly responsible research university of VNU has been gradually perfected.

Work on developing civil servants, The staff, especially the team of scientists, is promoted.Up to now, the number of scientific staff of VNU with PhD and Doctor of Science degrees has increased significantly: from 38% in 2010 to 47% in 2014; the percentage of scientific staff with PhD degrees under 45 years old reached 31. The percentage of scientific staff with the title of professor and associate professor reached 20.6% of the total number of scientific staff. The ratio of permanent lecturers/students reached 1/15, almost meeting the criteria of a research university.

Training has many breakthrough policies:VNU is a pioneer in innovating the admission method towards capacity assessment, which is highly appreciated by society. Talented, advanced, high-quality, international standard training systems are focused on. The scale of postgraduate training is approximately equal to that of advanced universities. The work of quality assessment and national and international education rankings has made a breakthrough with 03 scientific fields in the top 100 and 01 field in the top 200 universities in Asia.

Scientific and technological activities develop in scale and quality.Research in the field of social sciences and humanities has actively contributed to summarizing practices, providing scientific arguments, serving theoretical work and formulating policies for economic, cultural, social development and national defense. Natural sciences, technology and engineering, and medicine continue to develop strongly, reaching international standards.

Development cooperation is expanded, contributing to enhancing the position of VNU.. Cooperation with prestigious universities, research institutes, enterprises and educational organizations is given priority for development. The integration and internationalization index of VNU is increasing.

Party building work is considered important and has many positive changes.Government organizations and mass organizations at all levels continue to be consolidated and improved, and the quality of their activities is improved.

Entering the 2015-2020 period, the development goal of the Party Committee of VNU is: "Promoting the leadership role of Party committees at all levels, effectively mobilizing resources, creating breakthroughs in all areas of operation so that by 2020, VNU strives to build and complete the basic criteria of an advanced research university in the region.”.

Accordingly, the key tasks are identified: First, improve training quality according to international standards and increase the employability of learners; Second, promote potential and improve scientific and technological capacity; Third, develop and improve the effectiveness of cooperation and development to attract resources for the development of VNU; Fourth, continue to create strong changes in Party building work.

The Party Committee of VNU also determined to focus on two breakthroughs for development: One is to develop the staff in both quantity and quality, especially the highly qualified scientific staff, to meet the requirements of developing VNU into a research university. The second is to develop facilities, in which priority is given to promoting the progress of the project to build VNU in Hoa Lac.

Speaking at the congress, comrade Nguyen The Thao highly appreciated the proactiveness and creativity of the Party Committee of VNU in closely following the policies of the Party, the State and Hanoi City to lead, direct the concretization and implementation of the Party Committee's political tasks. VNU has seized the opportunity, taken advantage of all advantages to concentrate resources to build a new, modern university structure model, focusing on multi-disciplinary and multi-field structure, closely linking training with research, promoting mutual support, creating close and unified connections throughout VNU. Thanks to that, VNU has affirmed its leading position in the Vietnamese higher education system, being the only representative of Vietnam in the group of 200 leading universities in Asia.

To continue promoting the results and achievements that have been achieved, and effectively perform the core role of the university education system, Comrade Nguyen The Thao suggested that the Party Committee of VNU continue to take the lead in effectively implementing the Resolution of the 8th Central Committee, Session XI, on fundamental and comprehensive innovation of education and training and the Resolution of the 6th Central Committee, Session XI, on science and technology development; perfecting and developing the VNU model, soon developing into a prestigious research university in the region and the world; continuing to build a clean and strong Party Committee; promoting potentials and strengths, actively seeking and mobilizing resources from society to invest in expanding facilities, modernizing research and scientific equipment; being more proactive in coordinating with local ministries and branches to accelerate the progress of VNU construction in Hoa Lac, creating a premise for VNU to take off and grow.

Appreciating the dedication and important contributions of VNU to the development of Hanoi, comrade Nguyen The Thao suggested that in the coming time, VNU and Hanoi need to further promote the realization of the cooperation agreement signed by the leaders of the two sides, focusing on tasks in which VNU has strengths in education and training, science and technology.

Comrade Nguyen The Thao emphasized: The city will create all favorable conditions for VNU to continue to develop in all aspects to soon become a university, postgraduate, research and knowledge transfer center on par with the region and the world.
