This is a meaningful activity aimed at paying tribute to the heroic martyrs of Vietnam and Laos, while also contributing to strengthening educational cooperation in particular and fostering lasting friendship between the two countries.
Accordingly, 10 full scholarships totaling 4 billion VND were awarded. Each scholarship is equivalent to 400 million VND per student, including tuition fee waiver for 4 years (260 million VND), free dormitory accommodation, and living expenses (140 million VND).
The University of Social Sciences and Humanities will coordinate with the leadership of Xiengkhouang province, the Management Board of the Vietnamese-Lao Martyrs' Memorial Site in Xiengkhouang province, and the Embassy of the Socialist Republic of Vietnam in the Lao People's Democratic Republic to select outstanding students with good Vietnamese language skills who have completed high school to recommend for study at VNU-USSH starting in 2025.

The scholarship awarding ceremony was held in a solemn and moving atmosphere at the memorial service and prayer for the fallen heroes of Vietnam and Laos, on the occasion of the 78th anniversary of Vietnam's War Invalids and Martyrs Day. The event was organized by the Central Culture Committee of the Vietnam Buddhist Sangha, the Coordinating and Cooperation Committee of the Vietnam Buddhist Sangha in Laos, in collaboration with the Lao Buddhist Alliance of Xieng Khouang Province, the Executive Board of the Vietnam Buddhist Sangha in Nghe An Province, and the Vietnamese community in Xieng Khouang Province.

The heroic land of Xiengkhouang bears witness to countless victories and sacrifices of the soldiers and people of Vietnam and Laos in their respective struggles for independence.
According to Sivilay Sengchalon, Deputy Governor of Xiengkhouang Province, since 1984, the Xiengkhouang provincial government has coordinated with search and rescue units to recover and repatriate more than 12,000 remains of Vietnamese soldiers who died in the province during various periods of war.
He affirmed that the blood and bones of the heroic martyrs of both countries have mingled on every road, river, stream, and mountain forest in Xiengkhouang. The government and people of Xiengkhouang province will always remember the sacrifices of the Vietnamese volunteer soldiers and experts.
Therefore, the Shrine Complex will become a sacred destination, a place for cultural and religious activities, commemorating the heroic martyrs who sacrificed their lives for the independence and freedom of Vietnam and Laos, and a precious spiritual heritage of the two nations.

On this occasion, the Vietnamese Ambassador to Laos, Nguyen Minh Tam, representing Vietnamese agencies, organizations, and individuals, presented a donation of 165 million VND and 100 million Kip (Lao currency) to representatives of the Xiengkhouang provincial government to support people in the area affected by floods.
