On August 3, 2022, Deputy Prime Minister Pham Binh Minh signed Decision No. 930/QD-TTg approving the Project "Vietnamese Language Honor Day in the Overseas Vietnamese Community for the period 2023 - 2030". Organizing Vietnamese Language Honor Day on September 8 is meaningful in raising awareness of the Vietnamese community abroad about the Vietnamese language, honoring the beauty and value of the Vietnamese language in the community.
In his opening speech, Mr. Pham Quang Hieu (Deputy Minister of Foreign Affairs, Chairman of the State Committee for Overseas Vietnamese) emphasized: For the community of more than 5.3 million overseas Vietnamese living and working in more than 130 countries and territories, Vietnamese is a means of preserving, spreading and transmitting culture, helping our compatriots abroad preserve their own cultural identity, helping them assert themselves and confidently integrate with the world. Vietnamese is also a bridge connecting Vietnamese compatriots around the world with the Fatherland. The Vietnamese Language Honor Day in the Overseas Vietnamese Community is expected to become an important annual milestone in the cultural and spiritual life of the community with practical activities to honor the richness of the Vietnamese language, raise awareness of the national language and culture for overseas Vietnamese around the world, especially the young generation and international friends; Today's launching ceremony was organized to strongly spread the spirit and message of Vietnamese Language Honor Day to a large number of Vietnamese people and overseas Vietnamese.
Assoc. With the spirit of intellectuals participating and dedicating themselves to serving the community, constantly creating high-level academic values with wide coverage, VNU is a pioneer in building and implementing a number of large-scale projects of the country and nation such as: “Online channel to support primary education”, “Enhancing online Vietnamese language teaching for overseas Vietnamese”. VNU has assigned the Faculty of Vietnamese Studies and Vietnamese Language, University of Social Sciences and Humanities to deploy a Vietnamese language training channel for overseas Vietnamese. VNU is honored to contribute to the journey of spreading, preserving and promoting the beauty of the Vietnamese language and Vietnamese culture.
Representing the University of Social Sciences and Humanities - the unit assigned to be the focal point and directly implement the Project of teaching Vietnamese to Vietnamese people abroad - Dr. Le Thi Thanh Tam (Head of the Faculty of Vietnamese Studies and Vietnamese Language) introduced the Online Vietnamese Teaching Channel for Foreigners: the implementation process, course content, teaching methods. According to Dr. Le Thi Thanh Tam: it can be said that the project "Strengthening online Vietnamese teaching for Vietnamese people abroad" is a project rich in humanity, with great political and social significance, creating motivation to improve the efficiency and quality of teaching and learning Vietnamese in the community; promoting local authorities and educational institutions to introduce Vietnamese into teaching at educational institutions in areas with a large Vietnamese population; supporting universities and research institutes with faculties or departments teaching and researching Vietnamese to further develop research, teaching and dissemination of Vietnamese; promote the introduction of Vietnamese as an official foreign language alongside other foreign languages in areas with many advantages. With more than 5.3 million Vietnamese people abroad, Vietnamese is the soul of the Vietnamese people, national pride, contributing to creating lasting values, nurturing the spirit and spirit of the nation, becoming a solid foundation to preserve traditional culture. Currently, the Online Vietnamese Teaching Channel for Foreigners has been shaped and is waiting for millions of learners from October 2022. With modern teaching methods, online interaction with teachers, experts in Vietnamese phonetics, and teaching methods of the University of Social Sciences and Humanities, learners can learn Vietnamese quickly and effectively. This learning channel is a milestone in the journey of implementing the mission of education to serve the community, building an academic strategy associated with practical application of VNU, vividly demonstrating the concretization of the viewpoint that Overseas Vietnamese are an inseparable part and an important resource of the Vietnamese ethnic community.
Dr. Le Thi Thanh Tam added: Up to now, in addition to compiling a huge amount of material, a closed ecosystem serving the learning of Vietnamese by Vietnamese people abroad, we have coordinated with VTV4 Channel, Foreign Affairs Channel, and VTV Live of Vietnam Television to digitize this material source (with VTV4 having produced 15 issues, the plan is to produce 30 total issues in 2022; with VTV Live, digitizing 40 electronic lectures of elementary level for overseas Vietnamese, especially the younger generation).
According to Prof. Dr. Hoang Anh Tuan (Rector of the University of Social Sciences and Humanities), in the past time, the University has cooperated with the State Committee for Overseas Vietnamese to implement a number of activities such as participating in teaching overseas Vietnamese training classes on language teaching methods; participating in the organizing team of the Vietnamese Language Honor Day Project; Building a set of 11 components (phases 1 and 2) and continuing to implement the remaining components to be completed in December 2022 (phase 3). The products are being transferred, digitized and put into use in 2022 when VNU and the University of Social Sciences and Humanities complete the online platform, with the coordination of the State Committee for Overseas Vietnamese. In particular, the University has completed the component of a set of 30 completely new exam questions specifically for overseas Vietnamese and a set of instructions for teachers and parents specifically for overseas Vietnamese.
Also at the launching ceremony, the University of Social Sciences and Humanities signed a Cooperation Agreement (MOU) with the State Committee for Overseas Vietnamese on coordinating the implementation of activities "supporting the improvement of the effectiveness of teaching and learning Vietnamese for overseas Vietnamese, preserving and promoting Vietnamese cultural identity" for the period 2023 - 2030. Accordingly, the two sides will: Coordinate in organizing / co-organizing conferences, seminars, and related event programs with the content of honoring the Vietnamese language in the overseas Vietnamese community; Coordinate in researching, proposing, developing and implementing projects and plans on the situation of teaching and learning Vietnamese in the overseas Vietnamese community; Exchange information, documents, and publications to serve the work of overseas Vietnamese, especially in the field of teaching and learning Vietnamese; Design, develop and organize training courses on Vietnamese language teaching methods for teachers, volunteers and overseas Vietnamese in both direct and online forms; Coordinate the organization of communication to introduce information about the "Vietnamese language teaching channel for overseas Vietnamese" in the overseas Vietnamese community.
On the basis of this agreement, in the coming time, the two sides will actively propose specific activities to carry out the task of supporting the improvement of the effectiveness of teaching and learning Vietnamese for overseas Vietnamese, preserving and promoting Vietnamese cultural identity.
