This is the content of the scientific conference themed “New Context, Influencing Factors, Requirements, Perspectives and Solutions for Continuing Research, Application and Creative Development of Ho Chi Minh Thought in Science and Technology Development and Innovation until 2030, Vision to 2045” held at the University of Social Sciences and Humanities, VNU Hanoi on the morning of March 12, 2025.
The workshop, held within the framework of research project KX.02.29/21-25 under the National Special Science and Technology Program 2021-2025, "Research, application and creative development of Ho Chi Minh's thought in the cause of national construction and defense during the đổi mới (renovation) period (from 1986 to the present, orientation to 2030 and vision to 2045)", attracted the participation of many reputable scientists.
Prof. Dr. Lai Quoc Khanh - Vice Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi; Project Leader, delivered the opening remarks at the workshop.
In his opening remarks at the workshop, Professor Lai Quoc Khanh, Vice Rector of the University of Social Sciences and Humanities, Vietnam National University, Hanoi, and project leader, stated that Ho Chi Minh studies have become a key area of ​​research in social sciences and humanities. However, existing studies have not fully reflected the inherent value of Ho Chi Minh's thought, particularly in the context of scientific and technological development and innovation, where significant room for improvement remains. The workshop received 40 papers from scientists from universities, research institutes, central and local agencies, aiming to fill the gaps in research on Ho Chi Minh's thought in this field.
According to Professor Lai Quoc Khanh, the research project KX.02.29/21-25, under the National Special Science and Technology Program 2021-2025, has completed more than 60 topics, organized more than 100 different seminars and workshops, and submitted two reports proposing recommendations that align with the Party's ideology in several draft documents on science and technology development, and that it responds to the Party's consistent directives on applying and creatively developing Ho Chi Minh Thought in science and technology development and innovation.
Professor Nguyen Tuan Anh, Editor-in-Chief of the Journal of Social Sciences and Humanities, University of Social Sciences and Humanities, presented a paper entitled "The Role of Scientific Journals in the Development of Science and Technology and Innovation in Vietnam".
Dr. Mac Quoc Anh - Vice President and General Secretary of the Hanoi Small and Medium Enterprises Association - presented a paper on the development of science and technology and innovation in Vietnamese businesses today: current situation, experiences, and solutions.
Associate Professor Dr. Vuong Quoc Thang - a full-time member of the National Assembly's Committee on Science, Technology and Environment - emphasized the importance of connecting the three key stakeholders: scientists, policymakers, and businesses, in order to develop science and technology in the current context.
Concluding the workshop, Associate Professor Dr. Nguyen Viet Thong - former Secretary General of the Central Theoretical Council - assessed that the presentations at the workshop were meticulously presented, contributing many valuable scientific points to the research topic KX.02.29/21-25, focusing on addressing six major issues. These included the current context of the revolution to streamline organizational structures and the revolution in the application of science and technology in national development; an analysis of factors affecting the research and application of Ho Chi Minh's thought in the development of science and technology and innovation; and the new and urgent requirements in the new period. The presentations also proposed new perspectives for inclusion in Party and State documents; and outlined comprehensive and breakthrough solutions for applying and implementing the major policies of the Party and State in the new context. The reports presented at the workshop offered valuable recommendations, contributing to the drafting of documents and addressing practical issues in the application and development of science and technology and innovation.
The opinions discussed at the workshop will be incorporated into the research results of project KX.02.29/21-25. The project team expresses its hope to continue receiving effective cooperation from scientists, organizations, and businesses in the implementation of the project.

Colonel, Associate Professor, Dr. Nguyen Duc Phuc - Head of the Law Faculty, People's Police Academy, highly appreciated the scientific value of the conference.
Dr. Lai Thi Thanh Binh - Head of the Department of Basic Knowledge, University of Theatre and Film, presented a proposal outlining viewpoints on continuing research, application, and creative development of Ho Chi Minh's thought in science and technology development and innovation, up to 2030, with a vision to 2045.
Associate Professor Dr. Do Huong Lan - Director of the Institute of Policy and Management, University of Social Sciences and Humanities, presented a report on the development of science, technology, and innovation in Vietnamese universities today according to Ho Chi Minh Thought.
Dr. Dao Minh Quan - Deputy Head of the Faculty of Information and Library Science, University of Social Sciences and Humanities, presented a paper on the orientation of solutions to continue applying and creatively developing Ho Chi Minh's thought in creating models for science and technology development and innovation, up to 2030, with a vision to 2045.
Mr. Bui Manh Toan - Hanoi Small and Medium Enterprises Association, discussed the difficulties, challenges, and opportunities for businesses in applying science and technology.
