The Minister of Education and Training issued a Decision to appoint Associate Professor, Dr. Phung Huu Phu to the position of Rector of the University of Social Sciences and Humanities, VNU for the 1995-1999 term. The Vice Rectors for this term were Prof. Dr. Nguyen Minh Thuyet, Dr. Pham Xuan Hang, and in 1996, Dr. Pham Quang Long was added.

The Director of VNU decided to establish three new faculties including the Faculty of International Studies, the Faculty of Oriental Studies, and the Faculty of Tourism Studies. Also in 1995, the Faculty of Vietnamese Language was renamed the Faculty of Vietnamese Language and Culture for Foreigners.
Foreign students study at the Faculty of Vietnamese Studies and Vietnamese Language. The Faculty is a leading research and training address with a rich tradition in the country in Vietnamese Studies.

The Hanoi Party Committee has decided to establish the Party Committee of the University of Natural Sciences and the Party Committee of the University of Social Sciences and Humanities and appointed provisional Party Committees for the two new Party Committees. The provisional Executive Committee of the University of Social Sciences and Humanities Party Committee was appointed to consist of 9 comrades, with Associate Professor, Dr. Phung Huu Phu, Rector, as Party Committee Secretary. Then, mass organizations: Trade Unions and Ho Chi Minh Communist Youth Union were also established.

The school has 03 new faculties, including the Faculty of Records and Archives established on the basis of the Department of Historical Archives of the Faculty of History (December 1997), renamed the Faculty of Archival Studies and Office Administration); the Faculty of Linguistics established on the basis of the Department of Linguistics of the Faculty of Philology, and at the same time renamed the Faculty of Philology to the Faculty of Literature. The Department of Information and Library was re-established and became a department under the University of Social Sciences and Humanities.
