1. ContestantsCandidates for Associate Professor - Lecturer position (code 15.110)
2. Conditions and criteria for participationCandidates must meet the following conditions and criteria:
- Candidates are at the Associate Professor - GVC level, have the ability to take on or are working in a position suitable to the responsibilities and tasks of the GVCC level prescribed in Decision No. 538/TCCP-BCTL dated December 18, 1995 of the Minister, Head of the Government Organization and Personnel Department.
- Currently teaching at universities, with at least 6 years of experience in the Associate Professor - Lecturer position or equivalent
- Have salary coefficient from 5.42 or higher
- Have a PhD or higher
- Has a bachelor's degree in political theory
- Have scientific research projects and works according to regulations of the GVCC category;
- The lecturer's employing agency has assessed that the lecturer has completed his/her tasks well for 3 consecutive years up to the application deadline, has good moral qualities and sense of discipline, has the ability to teach and conduct scientific research; is not under disciplinary action or is being considered for disciplinary action according to the provisions of law;
- The candidate is approved by the competent authority to take the exam.
3. Exam content and format
- Candidates must take the following exams:
- Written test on contents related to strategic orientation for education and training development and general knowledge as required for the GVCC position
- Defend a scientific project on professional expertise and teaching skills appropriate to the current field of work.
- C-level foreign language exam (one of five languages: English, Russian, French, German, Chinese) with listening, speaking, reading, and writing skills. For foreign language teaching candidates, a second foreign language exam is required.
- Office IT practical exam.
4. Exemption from foreign language and computer science exams
- Exemption from foreign language exam for candidates whose second university degree is in foreign language;
- Exemption from IT exam for candidates who have graduated from intermediate level in information technology or higher.
5. Application documents:
- Application for promotion from GVC to GVCC (according to form No. 1)
- The scientific curriculum vitae of the candidates must be no more than 3 months old from the application deadline. (according to form no. 2)
- Candidate review by the Head of the candidate's management unit at the time of application deadline. (according to form number 3)
- Copies of diplomas and certificates as prescribed by the GVCC category
- List of scientific research projects and works recognized by the school or industry scientific council and effectively applied (with acceptance results and confirmation from the Ministry, industry, and province);
- Latest salary decision
6. Application deadlineThe application must be submitted to the Personnel Department no later than 11:00 a.m. on November 10, 2010. (The applicant's application envelope must be made of non-absorbent, durable paper, measuring 250 x 340 x 5 mm and must include two 4 x 6 photos.) The unit head is requested to inform the staff in his/her unit of the content of this dispatch and nominate qualified staff to take the exam.
