In the context of strong administrative reform and streamlining the state management apparatus to increase operational efficiency, tens of thousands of cadres, civil servants and public employees are facing career instability. From 2021 to now, nearly 80,000 civil servants and public employees have been downsized, of which in 2022, about 39,500 people voluntarily resigned, mainly from key sectors such as education and health. These changes not only create gaps in the state administrative system but also open up new opportunities for workers, as they can move to the private sector, start their own businesses or participate in socio-economic development projects.
The workshop was organized to create a forum for experts, managers, businesses and workers to discuss the current situation, opportunities and challenges of career transition in the public sector. The event also aimed to propose specific support solutions from state policies, training programs, to cooperation opportunities with the private sector, helping workers make the best use of their existing experience and skills to adapt and develop sustainably. Thereby, the workshop hopes to connect abundant human resources with businesses and private organizations, in order to effectively exploit management experience, administrative skills and creative thinking abilities that have been cultivated over many years of working in the state system.
In the context of the economy transforming towards digitalization and international integration, supporting workers to transform not only contributes to reducing unemployment pressure but also promotes the development of business sectors, expands the labor market and facilitates the diversification of human resources. At the same time, the workshop is also an opportunity for management agencies, universities and businesses to reorient development strategies, synchronize training programs, and improve skills to meet market requirements in the new era.
The workshop “Supporting career transition for public sector employees after downsizing” is a place for experts, researchers and business representatives to share valuable experiences and discuss topics such as: Theoretical and practical basis of downsizing, issues and solutions; Labor market trends, new skill requirements and career transition opportunities for public sector employees; Success stories of career transition; Job and startup opportunities from cross-border e-commerce; International experience in supporting employees to change careers and proposed solutions for Vietnam; Psychological preparation for employees when entering the private labor market; And proposed orientations and support solutions from management agencies, universities and businesses to help employees successfully change careers.
