This morning, March 15, 2013, the Trade Union of the University of Social Sciences and Humanities - VNU organized a meeting for all Trade Union officials in the entire University to give their opinions on the Draft Amendment to the 1992 Constitution. Many practical opinions were expressed at the conference and some opinions were sent in writing, showing the concern of the University's Trade Union officials for this important political task.
This morning, March 15, 2013, the Trade Union of the University of Social Sciences and Humanities - VNU organized a meeting for all Trade Union officials in the entire University to give their opinions on the Draft Amendment to the 1992 Constitution. Many practical opinions were expressed at the conference and some opinions were sent in writing, showing the concern of the University's Trade Union officials for this important political task.The opinions of the Trade Union officials speaking at the conference all expressed agreement on the need to amend the 1992 Constitution. In addition, the opinions also pointed out the limitations and inadequacies of the Draft Constitutional Amendment such as: the Preamble is still cumbersome, the writing style is not suitable for a document with high legality like the Constitution; some things are too short (Article 21), need to be supplemented to make the meaning clearer; the words used in the Constitution are not consistent in the articles and clauses, for example: some places use "law", some places use "law provisions"... Some contents are duplicated, should be combined and rephrased. In general, the Draft needs to continue to invest more. Through the Conference, the opinions contributed to the Draft Constitutional Amendment 1992 have demonstrated the spirit and high sense of responsibility of the School Trade Union officials towards the common political tasks of the country. Also at this Conference, the School Union Executive Committee organized a consultation for the Draft Regulations on the “Fund to support staff and civil servants”. The delegates all agreed with the plan to establish the Fund and gave detailed comments for the Draft. According to the plan, in April 2013, the School Union will implement a plan to mobilize all staff and civil servants of the School to participate in contributing to the Fund to share and help colleagues in especially difficult circumstances.
