The 27th Party Congress: Persistently pursuing the development goal in the direction of a research university

Attending the Congress were comrade Phung Xuan Nha (Alternate member of the Party Central Committee, Party Secretary, Director of VNU); comrade Nguyen Van Thang (Deputy Head of the Organization Board of the Hanoi Party Committee).

The Congress listened to the Political Report of the School Party Committee presented by comrade Nguyen Van Kim (Deputy Secretary of the Party Committee of the XXVI term) and the Review Report of the Party Committee of the XXVI term presented by comrade Nguyen Van Khanh (Secretary of the Party Committee of the XXVI term).

Báo cáo chính trị của Đảng bộ Nhà trường khẳng định: trong nhiệm kỳ vừa qua, Đảng bộ đã lãnh đạo Trường ĐHKHXH&NV đạt được nhiều thành tựu quan trọng trên tất cả các lĩnh vực hoạt động, hoàn thành tốt các chỉ tiêu mà Đại hội lần thứ XXVI đề ra.

Công tác phát triển đội ngũ cán bộ có những kết quả vượt bậc, với số giảng viên có trình độ sau đại học chiếm 95,5%, hơn 54% giảng viên có trình độ tiến sĩ, có 96 giáo sư và phó giáo sư (chiếm gần 30% tổng số giảng viên). Công tác đào tạo có những bước phát triển mạnh mẽ với việc xây dựng và mở nhiều ngành, chuyên ngành đào tạo mới, mang tính tiên phong, đồng thời là thế mạnh của Nhà trường. Phương thức đào tạo tín chí tiếp tục được triển khai sâu rộng trong tất cả các bậc và hệ đào tạo. Quy mô đào tạo sau đại học không ngừng tăng lên, đạt 37% so với đào tạo ĐH chính quy. Trường tích cực tham gia kiểm định chất lượng đào tạo theo chuẩn AUN nhằm tiến tới chuẩn hoá quốc tế chất lượng hoạt động đào tạo.

Hoạt động NCKH có những kết quả nổi bật với việc triển khai 22 đề tài cấp Nhà nước và Nghị định thư, 73 đề tài cấp ĐHGQHN và 103 đề tài cấp cơ sở. Có 2.762 kết quả nghiên cứu được công bố, trong đó có 188 bài báo quốc tế, 21 giải thưởng khoa học và công nghệ các cấp, trong đó có 03 giải thưởng Hồ Chí Minh và 02 giải thưởng Nhà nước, 16 giải thưởng cấp ĐHQGHN. Cán bộ Nhà trường công bố hơn 500 bài nghiên cứu mỗi năm. Các đề tài đã cung cấp luận chứng khoa học cho việc xây dựng các chính sách phát triển kinh tế - xã hôi, bảo vệ chủ quyền biên giới, hải đảo, tổng kết 30 năm đổi mới... , giúp khẳng định vị thế và uy tín của Trường như là cơ quan nghiên cứu hàng đầu của đất nước.

Công tác xây dựng Đảng bộ trong sạch vững mạnh và công tác phát triển Đảng đạt nhiều kết quả, góp phần nâng cao sức chiến đấu và vai trò lãnh đạo toàn diện của Đảng bộ.

Trong nhiệm kỳ XXVII (2015-2020), Đảng bộ Nhà trường xác định phương hướng phát triển: Tăng cường vai trò lãnh đạo của Đảng đề xây dựng Trường ĐHKHXH&NV trở thành một trường ĐH định hướng nghiên cứu đứng đầu đất nước về KHXH&NV, góp phần đắc lực vào sự nghiệp công nghiệp hoá, hiện đại hoá và bảo vệ Tổ quốc.

Mục tiêu được xác định: Phát huy sức mạnh truyền thống, giữ vững vị trí hàng đầu của Trường ĐHKHXH&NV trong đào tạo, nghiên cứu khoa học và hợp tác quốc tế, phấn đấu đến năm 2020 đưa Trường đứng vào top 100 trường ĐH hàng đầu châu Á.

Đề thực hiện mục tiêu trên, Đảng bộ Nhà trường sẽ chú trọng và tích cực đổi mới, đa dạng hoá và phát huy tối đa các nguồn lực cho phát triển, huy động sức mạnh tập thế, nêu cao vai trò các nhân trong thực hiện trách nhiệm được giao.

- Innovate political and ideological education, strengthen solidarity, mobilize all resources to build and develop the School.

- Innovate the organizational model towards a modern research university.

- Innovate admission methods, improve training quality, meet social needs and international integration.

- Create high-quality scientific products, enhance international integration in science, and actively contribute to building a research university.

- Expand domestic and international cooperation to develop and enhance the position of the School.

- Diversify financial resources, continue to modernize facilities and equipment for training, scientific research and international cooperation.

- Promote administrative reform according to ISO standards, strengthen school discipline and culture, build and apply advanced university management methods.

- Continue to innovate operating methods, promote the role of mass organizations in building and developing the School.

- Enhance the pioneering and exemplary role of Party members and cadres, focus on building strong Party cells, promote the comprehensive leadership role of Party cells and Party Committees with units and schools.

Comrade Phung Xuan Nha (Party Secretary, Director of VNU) gave a speech at the Congress.

Speaking at the Congress, Comrade Phung Xuan Nha, Party Secretary and President of VNU, highly appreciated the proactiveness and positivity of the Party Committee of the University of Social Sciences and Humanities in implementing the guidelines and policies of the Party and State, the resolutions and conclusions of the Party Committee and the Standing Committee of the Party Committee of VNU.

The Party Committee of the School has effectively led and directed the implementation of many important tasks set forth by the Party Congress of the School for the 2010-2015 term: The School has made many innovations in training activities to improve the quality of teaching and learning; effectively implemented the policy of VNU in reviewing and arranging training programs, completing the project of planning training sectors and majors until 2020 as a basis for quality stratification and improving investment efficiency. Postgraduate training has developed strongly in scale, especially the scale of doctoral training and the number of foreign students participating in study and research. The School's scientific and technological activities have made important contributions in solving important issues of the country.

The achievements that the Party Committee of the University of Social Sciences and Humanities has achieved in the past term are very encouraging, contributing to the overall achievements, helping to enhance the position of the Party Committee of VNU in the country and internationally.

The Secretary of the Party Committee of VNU also suggested that in the coming term, the Party Committee of the University should pay special attention to implementing the following key tasks:

- Building a clean and strong School Party Committee. Improving the quality of planning work associated with training and fostering staff.

- Thoroughly convey to all Party cells and Party members the consistent policy of building the University to soon become a university with an advanced research orientation. In the immediate period of 2015-2020, the University, together with member universities of VNU, needs to implement phase 2 of the project to adjust, arrange and develop the organization in VNU, which has been approved by the Party Committee of VNU.

- Regularly review and adjust training programs to meet training requirements, quality, and output standards. Prioritize investment in developing training programs under strategic tasks, interdisciplinary training programs, and new scientific fields. Innovate learning and teaching methods, testing and evaluation methods, link training with scientific research, strengthen quality control, and programs according to national, regional, and international standards.

Delegates vote to elect the Executive Committee of the 27th Term and delegates to the 5th National University Party Congress

- Continue to proactively take the lead in implementing ideas and proposals for innovation in theoretical thinking, actively participate in promoting, summarizing the implementation and theoretical research work of the Party; at the same time, perform well the role of an agency proposing and criticizing the policies and guidelines of the Party and the State. Have solutions to strengthen international publication in the field of social sciences and humanities, at the same time, more effectively promote the potential and advantages of a number of fields of social sciences and humanities to create many scientific research products of international standards.

- Focus on strengthening quality assurance conditions, including breakthrough solutions to develop a team of highly qualified lecturers, scientific staff, leading scientists and highly qualified management staff.

- Focus on innovating university governance to improve the quality of school operations, focusing on governance methods based on the quantity and quality of output products.

The 27th Party Executive Committee was introduced to the Congress.

The delegates voted to approve the direction and tasks of the School Party Committee in the coming term, and elected the Party Committee for the 27th term. Comrade Nguyen Van Kim was elected as Secretary of the School Party Committee for the 2015-2020 term.
