27th Party Congress of the University: Firmly committed to development goals oriented towards a research university.

Attending the Congress were Comrade Phung Xuan Nha (Alternate Member of the Central Committee of the Party, Secretary of the Party Committee, Director of Vietnam National University, Hanoi); and Comrade Nguyen Van Thang (Deputy Head of the Organization Department of the Hanoi City Party Committee).

The Congress heard the Political Report of the School's Party Committee presented by Comrade Nguyen Van Kim (Deputy Secretary of the Party Committee, 26th term), and the Review Report of the Party Committee, 26th term, presented by Comrade Nguyen Van Khanh (Secretary of the Party Committee, 26th term).

The political report of the University's Party Committee affirms that, during the past term, the Party Committee has led the University of Social Sciences and Humanities to achieve many important accomplishments in all areas of activity, successfully fulfilling the targets set by the 26th Congress.

The development of the faculty has yielded outstanding results, with 95.5% of lecturers holding postgraduate degrees, over 54% holding doctoral degrees, and 96 professors and associate professors (accounting for nearly 30% of the total faculty). Training has seen significant progress with the establishment and opening of many new, pioneering, and strong training programs and specializations. The credit-based training method continues to be widely implemented across all levels and systems of education. The scale of postgraduate training continues to increase, reaching 37% of regular undergraduate training. The university actively participates in the accreditation of training quality according to AUN standards to move towards international standardization of training activities.

Comrade Nguyen Van Kim (Deputy Secretary of the Party Committee, 26th Term) presented the Political Report of the Party Committee.

Scientific research activities have yielded outstanding results with the implementation of 22 national-level and protocol projects, 73 projects at the Vietnam National University, Hanoi level, and 103 projects at the institutional level. A total of 2,762 research results have been published, including 188 international articles, 21 science and technology awards at various levels, including 3 Ho Chi Minh Awards, 2 national awards, and 16 awards at the Vietnam National University, Hanoi level. Faculty members publish over 500 research papers annually. These projects have provided scientific arguments for the development of socio-economic policies, the protection of border and island sovereignty, and the summation of 30 years of reform, helping to affirm the University's position and prestige as a leading research institution in the country.

The work of building a clean and strong Party organization and Party development has achieved many results, contributing to enhancing the fighting capacity and comprehensive leadership role of the Party organization.

Comrade Nguyen Van Khanh (Secretary of the Party Committee, 26th term) presented the Party Committee's review report.

During the 27th term (2015-2020), the University's Party Committee identified the following development direction: Strengthening the Party's leadership role to build the University of Social Sciences and Humanities into a leading research-oriented university in the country in social sciences and humanities, making a significant contribution to the cause of industrialization, modernization, and national defense.

The stated objective is to leverage traditional strengths, maintain the leading position of the University of Social Sciences and Humanities in training, scientific research, and international cooperation, and strive to place the University among the top 100 universities in Asia by 2020.

To achieve the above objectives, the Party Committee of the School will focus on and actively innovate, diversify, and maximize resources for development, mobilize collective strength, and emphasize the role of individuals in fulfilling their assigned responsibilities.

The key tasks for the new term are:

- Innovate political and ideological education, strengthen unity, and mobilize all resources to build and develop the school.

- Innovate the organizational model towards a modern research university.

- Innovate admission methods, improve training quality, and meet social needs and international integration requirements.

- To create high-quality scientific products, strengthen international integration in science, and actively contribute to building a research university.

- Expand domestic and international cooperation to develop and enhance the school's standing.

- Diversify financial resources and continue to modernize facilities and equipment for training, scientific research, and international cooperation.

- Promote administrative reform according to ISO standards, strengthen discipline and academic culture, and build and apply advanced university governance methods.

- Continue to innovate working methods and promote the role of mass organizations in building and developing the school.

- Enhance the pioneering and exemplary role of Party members and cadres, focus on building strong Party branches, and promote the comprehensive leadership role of Party branches and the Party Committee over units and the School.

Comrade Phung Xuan Nha (Secretary of the Party Committee, Director of Vietnam National University, Hanoi) delivered a speech at the Congress.

In his address to the Congress, Comrade Phung Xuan Nha, Secretary of the Party Committee and Director of VNU, highly appreciated the proactive and positive efforts of the Party Committee of the University of Social Sciences and Humanities in implementing the policies and guidelines of the Party and State, as well as the resolutions and conclusions of the Party Committee and the Standing Committee of the Party Committee of VNU.

The University Party Committee has effectively led and directed the implementation of many important tasks set forth by the University Party Congress for the 2010-2015 term: The University has made many innovations in its training activities to improve the quality of teaching and learning; effectively implemented the policy of Vietnam National University, Hanoi in reviewing and reorganizing training programs, completing the plan for the planning of training majors and specializations until 2020 as a basis for quality stratification and improving investment efficiency. Postgraduate training has seen strong development in scale, especially the scale of doctoral training and the number of foreign students participating in study and research. The University's scientific and technological activities have made important contributions to solving important national problems.

The achievements of the Party Committee of the University of Social Sciences and Humanities during the past term are very encouraging, contributing to the overall achievements and helping to enhance the position of the Party Committee of Vietnam National University, Hanoi both domestically and internationally.

The Secretary of the Party Committee of Vietnam National University, Hanoi also suggested that in the next term, the University's Party Committee should pay special attention to implementing the following key tasks:

- Building a clean and strong Party Committee within the university. Improving the quality of planning work in conjunction with training and developing the staff.

- The consistent policy of building the University into an advanced research-oriented university should be thoroughly understood by all Party branches and members. In the immediate future, during the 2015-2020 period, the University, along with other member universities of VNU, needs to implement phase 2 of the project to adjust, reorganize, and develop the organization within VNU, which has been approved by the VNU Party Committee.

- Regularly review and adjust training programs to meet training requirements, quality standards, and output standards. Prioritize investment in developing training programs related to strategic tasks, interdisciplinary training programs, and new scientific fields. Innovate learning and teaching methods, assessment methods, link training with scientific research, and strengthen quality accreditation of programs according to national, regional, and international standards.

Delegates cast their votes to elect the Executive Committee of the 27th term and delegates to the 5th Congress of the Party Committee of Vietnam National University, Hanoi.

- Continue to proactively take the lead in implementing innovative ideas and proposals for theoretical thinking, actively participate in promoting and summarizing the implementation and theoretical research work of the Party; and at the same time, effectively fulfill the role of an agency proposing and critiquing the policies and guidelines of the Party and the State. Develop solutions to strengthen international publications in the field of social sciences and humanities, while further leveraging the potential and advantages of some fields of social sciences and humanities to create more internationally recognized scientific research products.

- Focus on strengthening quality assurance conditions, including breakthrough solutions to develop a highly qualified faculty, scientific staff, leading scientists, and a highly skilled management team.

- Focus on innovating university governance to improve the quality of school operations, with an emphasis on management methods that prioritize both the quantity and quality of output.

Comrade Nguyen Van Khanh (Secretary of the Party Committee, 26th term) presented flowers to congratulate Comrade Nguyen Van Kim (Secretary of the Party Committee, 27th term) and the members of the new Party Committee Executive Board.

The Executive Committee of the Party Committee of the 27th term was introduced at the Congress.

The delegates voted to approve the direction and tasks of the School's Party Committee for the next term, and simultaneously elected the Executive Committee of the Party Committee for the 27th term. Comrade Nguyen Van Kim was elected as the Secretary of the School's Party Committee for the 2015-2020 term.
