The 27th Party Congress: Persistently pursuing the development goal in the direction of a research university

Attending the Congress were comrade Phung Xuan Nha (Alternate member of the Party Central Committee, Party Secretary, Director of VNU); comrade Nguyen Van Thang (Deputy Head of the Organization Board of the Hanoi Party Committee).

The Congress listened to the Political Report of the School Party Committee presented by comrade Nguyen Van Kim (Deputy Secretary of the Party Committee of the XXVI term) and the Review Report of the Party Committee of the XXVI term presented by comrade Nguyen Van Khanh (Secretary of the Party Committee of the XXVI term).

The political report of the Party Committee of the University affirmed: in the past term, the Party Committee led the University of Social Sciences and Humanities to achieve many important achievements in all areas of operation, successfully completing the targets set by the 26th Congress.

The development of staff has achieved remarkable results, with 95.5% of lecturers having postgraduate degrees, more than 54% of lecturers having doctoral degrees, and 96 professors and associate professors (accounting for nearly 30% of the total number of lecturers). Training has made strong progress with the construction and opening of many new training majors and specialties, which are pioneering and at the same time the strength of the School. The credit-based training method continues to be widely implemented in all levels and training systems. The scale of postgraduate training has continuously increased, reaching 37% compared to regular university training. The School actively participates in training quality assessment according to AUN standards in order to move towards international standardization of training quality.

Comrade Nguyen Van Kim (Deputy Secretary of the Party Committee, Term XXVI) presented the Political Report of the Party Committee.

Scientific research activities have achieved outstanding results with the implementation of 22 State-level and Protocol-level topics, 73 VNU-level topics and 103 grassroots-level topics. There are 2,762 research results published, including 188 international articles, 21 science and technology awards at all levels, including 03 Ho Chi Minh Awards and 02 State Awards, 16 VNU-level Awards. The University's staff publish more than 500 research articles each year. The topics have provided scientific arguments for the development of socio-economic development policies, protection of border and island sovereignty, summarizing 30 years of innovation..., helping to affirm the position and prestige of the University as the leading research institution of the country.

The work of building a clean and strong Party organization and the work of developing the Party have achieved many results, contributing to enhancing the fighting capacity and comprehensive leadership role of the Party organization.

Comrade Nguyen Van Khanh (Secretary of the XXVI Party Committee) presented the Party Committee's review report.

During the XXVII term (2015-2020), the Party Committee of the University determined the development direction: Strengthening the leadership role of the Party to build the University of Social Sciences and Humanities into a leading research-oriented university in the country in Social Sciences and Humanities, contributing effectively to the cause of industrialization, modernization and national defense.

The identified goal: Promoting traditional strength, maintaining the leading position of the University of Social Sciences and Humanities in training, scientific research and international cooperation, striving to bring the University into the top 100 universities in Asia by 2020.

To achieve the above goal, the School Party Committee will focus on and actively innovate, diversify and maximize resources for development, mobilize collective strength, and promote the role of individuals in fulfilling assigned responsibilities.

The key tasks in the new term are:

- Innovate political and ideological education, strengthen solidarity, mobilize all resources to build and develop the School.

- Innovate the organizational model towards a modern research university.

- Innovate admission methods, improve training quality, meet social needs and international integration.

- Create high-quality scientific products, enhance international integration in science, and actively contribute to building a research university.

- Expand domestic and international cooperation to develop and enhance the position of the School.

- Diversify financial resources, continue to modernize facilities and equipment for training, scientific research and international cooperation.

- Promote administrative reform according to ISO standards, strengthen school discipline and culture, build and apply advanced university management methods.

- Continue to innovate operating methods, promote the role of mass organizations in building and developing the School.

- Enhance the pioneering and exemplary role of Party members and cadres, focus on building strong Party cells, promote the comprehensive leadership role of Party cells and Party Committees with units and schools.

Comrade Phung Xuan Nha (Party Secretary, Director of VNU) gave a speech at the Congress.

Speaking at the Congress, Comrade Phung Xuan Nha, Party Secretary and President of VNU, highly appreciated the proactiveness and positivity of the Party Committee of the University of Social Sciences and Humanities in implementing the guidelines and policies of the Party and State, the resolutions and conclusions of the Party Committee and the Standing Committee of the Party Committee of VNU.

The Party Committee of the School has effectively led and directed the implementation of many important tasks set forth by the Party Congress of the School for the 2010-2015 term: The School has made many innovations in training activities to improve the quality of teaching and learning; effectively implemented the policy of VNU in reviewing and arranging training programs, completing the project of planning training sectors and majors until 2020 as a basis for quality stratification and improving investment efficiency. Postgraduate training has developed strongly in scale, especially the scale of doctoral training and the number of foreign students participating in study and research. The School's scientific and technological activities have made important contributions in solving important issues of the country.

The achievements that the Party Committee of the University of Social Sciences and Humanities has achieved in the past term are very encouraging, contributing to the overall achievements, helping to enhance the position of the Party Committee of VNU in the country and internationally.

The Secretary of the Party Committee of VNU also suggested that in the coming term, the Party Committee of the University should pay special attention to implementing the following key tasks:

- Building a clean and strong School Party Committee. Improving the quality of planning work associated with training and fostering staff.

- Thoroughly convey to all Party cells and Party members the consistent policy of building the University to soon become a university with an advanced research orientation. In the immediate period of 2015-2020, the University, together with member universities of VNU, needs to implement phase 2 of the project to adjust, arrange and develop the organization in VNU, which has been approved by the Party Committee of VNU.

- Regularly review and adjust training programs to meet training requirements, quality, and output standards. Prioritize investment in developing training programs under strategic tasks, interdisciplinary training programs, and new scientific fields. Innovate learning and teaching methods, testing and evaluation methods, link training with scientific research, strengthen quality control, and programs according to national, regional, and international standards.

- Continue to proactively take the lead in implementing ideas and proposals for innovation in theoretical thinking, actively participate in promoting, summarizing the implementation and theoretical research work of the Party; at the same time, perform well the role of an agency proposing and criticizing the policies and guidelines of the Party and the State. Have solutions to strengthen international publication in the field of social sciences and humanities, at the same time, more effectively promote the potential and advantages of a number of fields of social sciences and humanities to create many scientific research products of international standards.

- Focus on strengthening quality assurance conditions, including breakthrough solutions to develop a team of highly qualified lecturers, scientific staff, leading scientists and highly qualified management staff.

- Focus on innovating university governance to improve the quality of school operations, focusing on governance methods based on the quantity and quality of output products.

The 27th Party Executive Committee was introduced to the Congress.

The delegates voted to approve the direction and tasks of the School Party Committee in the coming term, and elected the Party Committee for the 27th term. Comrade Nguyen Van Kim was elected as Secretary of the School Party Committee for the 2015-2020 term.
