The Policy Advisory Council held its fifth meeting.

On July 25, 2019, the Policy Advisory Council of the University of Social Sciences and Humanities held its fifth session under the chairmanship of Prof. Dr. Phung Huu Phu (Chairman of the Policy Advisory Council, Standing Vice Chairman of the Central Theoretical Council, Head of the Department of Political Science).

The Policy Advisory Council held its fifth meeting.

The Council members listened to and contributed opinions on two draft advisory reports: “Innovating social development management to ensure rapid and sustainable national development” presented by Prof. Dr. Pham Quang Minh (Rector of the Hanoi University of Social Sciences and Humanities); and “Building Vietnamese people in the context of integration and the new industrial revolution” presented by Prof. Dr. Hoang Ba Thinh (Director of the Center for Population, Environment and Social Issues Research).

The first report addresses solutions for managing social development to ensure rapid and sustainable development for Vietnam and puts forward four main proposals:The firstInstitutional reform in the field of social development management focuses on: building transparent and highly accountable institutions, and applying policies and laws consistently.Monday, shifting the focus from social development management to social development governance.TuesdayIntegrating social security policies to ensure human security.WednesdayResponding to environmental issues to minimize risks and prevent environmental disasters.

The second advisory report provides assessments of the current state of human development in Vietnam based on development indicators, innovation indicators, global competitiveness indicators, etc., and analyzes the negative and positive impacts of policies on human development in Vietnam. Based on this, the report proposes solutions for building and developing modern Vietnamese people in the following aspects:

First,Enhancing the leadership capacity of the Party and the management capacity of the State.

SecondContinue to raise awareness throughout society, first and foremost among cadres, Party members, and the people, about the role of human development.

Third isFundamentally and comprehensively reforming the education and training system to meet the requirements of accelerating industrialization, modernization, and international integration, and adapting to the context of the Fourth Industrial Revolution.

Fourth isContinue to promote the movement of national unity in building a cultured way of life, building the values ​​and character of Vietnamese people, creating a healthy cultural and spiritual environment, and encouraging cultural and artistic talents and new cultural creations.

The year isAddressing the decline in ideology, morality, and lifestyle; and the social stratification and negative social issues in the field of human development and cultural development.

Six isPromote cultural diplomacy and cultural exchange.

  • On December 25, 2001, the Standing Committee of the Central Secretariat of the Communist Party of Vietnam issued Document No. 1013-CV/VPTW, assigning the Vietnam National University, Hanoi the task of being the focal point for researching major policies, projects, and other important issues in the fields of national science, culture, and education, in order to report and provide direct advice to Party and State agencies. Based on the directive of the Standing Committee of the Central Secretariat, the Vietnam National University, Hanoi assigned the University of Social Sciences and Humanities to directly carry out this task through its Policy Advisory Council.
  • Throughout its terms of operation, with the participation of many leading managers and scientists, the Policy Advisory Council has proposed many important scientific, educational, and cultural recommendations of national strategic importance to central agencies; among them are proposals that have been successfully implemented by the State, having particularly significant importance in both theoretical and practical aspects, such as programs on: the East Sea; the Central Highlands; Oc Eo culture and the Southern region; the strategy for building and developing Vietnamese culture, and Vietnamese ethnic policies…
  • To further enhance the position and role of the Policy Advisory Council in advising central agencies, in February 2019, the University restructured the Council with 20 members who are leading managers and scientists. Professor Phung Huu Phu (Permanent Vice Chairman of the Central Theoretical Council) is the Chairman of the Policy Advisory Council.
